作为可持续发展的产业支撑,产业生态化不能仅仅局限于对经济增长的追求,而应将生态环境作为产业发展的外在约束条件.目前以产业生态化作为对象进行研究的成果较多,但将产业生态化作为一个动态发展进程的研究甚少,忽略了产业生态化到底是怎样的一个过程,分为哪几个阶段,每个阶段具有哪些特点,该怎样去衡量这个过程等问题.本文从这个角度出发,通过对传统经济增长模型约束条件的扩展,引入生态包袱的概念,并将其定义为生产活动对生态环境的占用,从投入、占用、产出与排放四个角度构建全面衡量产业生态化过程及阶段的IOOE模型,并以中国工业部门为例,分析全国及东、中、西部各区域工业生态化转型过程,得出以下结论:①我国工业投入逐年增加,污染物排放逐年减少,是产出增加的主要原因,占用量逐年增加使得其对产出仍然表现为阻碍作用;②我国工业生态化已经跨越了传统工业文明时代的产业发展,正处于向生态文明型转变的过渡阶段;③东、中、西部各区域间生态化阶段的不同符合各区域产业发展现实,如何在保持区域各自优势的基础上,实现整体产业生态化是未来产业发展重点.  相似文献

设计了18组不同构造和参数的扇形铅粘弹性阻尼器(SLVD),采用ABAQUS软件对其进行有限元数值模拟分析,研究了铅芯个数、铅芯直径、铅芯布置形式、橡胶剪切模量、薄钢板与橡胶层厚度比及加载应变幅值对其耗能性能和阻尼特性的影响。分析结果表明:SLVD的耗能系数和等效阻尼比随着铅芯个数的增多、直径的增大而增大,随着橡胶剪切模量、应变幅值的增大而减小;铅芯布置形式应以双铅芯形式为宜,薄钢板和橡胶层的厚度之比应控制在0.4~0.5。  相似文献

This study presents findings of an institutional capacity analysis of urban disaster risk reduction for informal settlements in the Guatemala Metropolitan Region. It uses a resource access perspective of vulnerability, actor-network theory, and qualitative data collection. The analysis reveals that there is interest in disaster risk reduction for the informal settlements; however, there is little in the way of direct financial or oversight relationships between informal settlement residents and all other actors. Respondents observed that informal settlements would probably remain inhabited; thus, there is a need for disaster risk reduction within these settlements. Disaster risk reduction capacity for informal settlements exists and can be further leveraged, as long as steps are taken to ensure appropriate access to and control of resources and oversight. Further, the nascent institutional arrangements should be strengthened through increased communication and coordination between actors, a decentralization of oversight and financial relationships, and mediation of identified resource conflicts.  相似文献

在总结国内外小费研究的基础上,运用社会学、心理学和经济学的相关知识,从非正式制度的角度研究旅游小费现象。认为小费作为一种非正式制度存在,有其历史性、合理性和有效性。现阶段我国旅游小费发展有一定困难,多数旅游者不认可小费,政策规定难以有效实行等。但是我国旅游小费的发展具有可行性,旅游小费能在一定程度上消除旅游业的不稳定因素,提高旅游从业者收入,提升旅游服务质量,促进旅游业的健康有序发展。同时认为培育旅游小费观念,提升旅游服务意识和水平,规范旅游市场环境等方面是促进旅游小费非正式制度在我国发展的必要途径。  相似文献

畜禽养殖业迅速发展,造成环境污染问题日益突出.随着居民收入和城市人口的扩张,养殖业有进一步向东部经济发达地区和人口密集区域集中的趋势,加剧了畜禽污染所带来的危害.该文建立了两个企业的两阶段动态博弈模型,分析环境污染税费征收对畜禽养殖业空间布局的影响.运用反向回溯法,得到模型的均衡解.分析结果表明,如果固定成本较低,发达地区的畜禽企业会在不发达地区设立分厂,以获得当地的产品销售市场,畜禽养殖业会根据环境污染税费引致的成本重新布局生产.因此,国家可以有效利用环境污染税费调节畜禽养殖业布局.最优环境污染税费与畜牧产品需求、畜牧产品变动成本和排污量高度相关,政府部门可以根据规划目标在不同区域设定不同的环境污染税率;国家还可以对较大规模畜牧业生产企业提供适当补贴,降低企业的迁移成本,以有效避免畜禽养殖企业向经济发达地区和人口密集区域集中,优化畜禽养殖业的空间布局.  相似文献

African governments, like most countries in the developing world, face daunting tasks in their attempts to provide effective and equitable water and sanitation services for their ever increasing urban populations. Consequently, the past few years have witnessed increased private sector participation in urban water and sanitation provision, as many African governments strive to improve access to water and sanitation services for their citizens in line with Millennium Development Goal 7 (MDG7). Since the early 1990s, the government of Ghana and many local authorities have entered into various forms of public-private partnerships in urban water and sanitation provision. This article examines the outcome of such partnerships using the Tamale Metropolitan Area (TMA) as a case study with the aim of providing policy guidelines for the way forward. The article argues that the public-private arrangement for water supply and sanitation infrastructure management in the Tamale Metropolis has done nothing that an invigorated public sector could not have possibly achieved. It concludes that there can be no sustainable improvement in water and sanitation provision without political commitment, stakeholder ownership, and strong support for community driven initiatives.  相似文献

There has been a large increase in private sector participation (PSP) in the urban water supply and sanitation (WSS) sector in recent years. However, even with increased PSP, public authorities will still have to: ensure that the service providers do not use their market power to exploit customers; internalise public health and environmental externalities; provide mechanisms whereby water consumption is sustainable and allocated efficiently between alternative uses; and stand as a guarantor of a level of service provision that is consistent with a basic standard of living. While there is considerable literature addressing the first of these four issues, the latter three are rather less adequately addressed. Through a review of a number of case studies (Abidjan, Buenos Aires/Cordoba, Mexico City and Manila), this paper provides an overview of the issues involved and some of the mechanisms available to the authorities responsible for the regulation of the sector.  相似文献

Mexico's vast human and environmental diversity offers an initial framework for comprehending some of the prevailing great disparities between rich and poor. Its socio-economic constructed vulnerability to climatic events serves to expand this understanding. Based on a spatial econometric model, this paper tests the contribution of natural disasters to stimulating the emigration process in vulnerable regions of Mexico. Besides coping and adaptive capacity, it assesses the effects of economic losses due to disasters as well as the adverse production and trade conditions of the 1990s on emigration rates in 2000 at the municipality level. Weather-related disasters were responsible for approximately 80 per cent of economic losses in Mexico between 1980 and 2005, mostly in the agricultural sector, which continues to dominate many parts of the country. It is dramatic that this sector generates around only four per cent of gross domestic product but provides a livelihood to about one-quarter of the national population. It is no wonder, therefore, that most emigration from this country arises in vulnerable rural areas.  相似文献

滨海湿地是我国湿地的重要组成部分,具有多种生态功能。随着风险社会的到来,各种开发利用行为造成滨海湿地严重的环境资源问题,滨海湿地的保护管理和法制建设成为当务之急。法律调整机制是应对滨海湿地问题的各类调整机制中最重要的部分,但我国现行法律调整机制无法有效解决滨海湿地利用中的“公地悲剧”和利益平衡问题,应该根据社会发展的需要,采取行政调整、市场调整和社会调整相结合的综合性法律调整机制。环境治理理论的兴起和我国第三部门的发展为滨海湿地综合性法律调整机制的构建提供了理论依据和社会基础,应该通过发展滨海湿地区域的环保产业、建立生态补偿制度、完善公众参与环境影响评价的途径、构建滨海湿地的社区共管模式,综合运用行政指导、经济激励、公众参与等各种法律手段完善我国滨海湿地的保护管理  相似文献
