In the transport sector, few projects applied Clean Development Mechanism (CDM) or Joint Implementation (JI) projects. This study will examine the feasibility of applying CDM to the transport sector from viewpoints of validation of processes and funding. A number of greenhouse gas emission reduction projects, as well as traffic management project within existing transport infrastructures, can be implemented as CDM projects. New transport infrastructure projects can be validated by transportdemand forecasting and traffic simulation methods, though application of Life Cycle Assessment (LCA) and Intelligent Transport Systems (ITS) technologies. This paper provides an overview of the environmental impact of mining on viable future land use and underlines the imperative of improved environmental management and closure planning. It argues that pollution prevention, through planning for closure, can lead to cost-effective strategies for sustainable minerals development and viable future land use. This seems to be most true for greenfield sites since, generally, the earlier closure planning and pollution prevention is built into a project, the more cost-effective and environmentally benign closure will be. Further, for greenfield sites, pollution prevention techniques can be employed from the outset, at the stages of exploration and mine development, and then monitored and improved through the operation stage to closure, and can be kept in place to manage future land use.
The paper discusses how global changes in the industry, following the liberalisation of investment regimes, and mergers and strategic alliances between key firms, has, by virtue of the diffusion of new technology, led to further opportunities to prevent pollution and optimise future land use through planning for closure from the outset. The objectives and components of closure plans are also reviewed as the paper draws on case studies to highlight some of the possible constraints and challenges to pollution prevention that may be faced at the level of both public policy and corporate strategy. The article concludes by suggesting a forward-looking approach to integrated environmental management and viable future land-use planning based on a dynamic model for environmental management.  相似文献

The industrial sector is usually the largest economy sector for carbon emissions in many countries, which made it the sector with greatest potential for carbon reduction although the process duration might be very long. Studying the potential of industrial emission reduction has great significance in estimating the carbon emission peak of China on the one hand, and adjusting its strategy in international climate change negotiations. By employing the economic accounting method, this article estimates the emission reduction potential of China’s Industrial sector for the period of 2010–2050. It reveals that, taking 2030 as the year when the emission reaches the peak, the total reduction can be 8.38 billion tons (bts) for the period of 2010–2030, with 3.12 bts from structural reduction while 5.26 bts from intensity reduction. Afterwards, reduction will continue with a total amount of 6.59 bts for the period of 2030–2050, where the structural reduction accounts for 2.47 bts, and intensity reduction 4.115 bts. If both industrial and energy consumption structures are improved during the above period, the reduction potential can be even greater, e.g. the emission peak can arrive five years earlier (in the year of 2025) and the peak value can decline by about 8% as compared to the original estimation. Reviewing the trajectory of emission changes in developed countries indicates that the industry sector can contribute to the overall reduction targets through the dual wheels of structural reduction and intensity reduction, even beyond the emission peak. This article concludes with the following policy suggestions. (1) Our estimation on the emission peak of the industrial sector suggests that China should avoid any commitment earlier than 2030 on the timeline of the overall emission peak; (2) the great potential of industrial emission reduction can improve the situation of China in climate change negotiation, where the intensity reduction can serve as an important policy option. (3) Reduction potential can be further enhanced through technology advancement, which requires furthering of market oriented reforms and improvement of institutional design. (4) To secure the reduction effects of the industrial structure adjustment, the balanced development among different regions should be encouraged in order to avoid the reverse adjustment caused by industrial transferring. (5) International cooperation promoting the application and development of industrial emission reduction technologies, including carbon capture, utilization and storage, should be encouraged.  相似文献

Phosphorus (P) is a finite and non-substitutable resource that is essential to sustaining high levels of agricultural productivity but is also responsible for environmental problems, e.g., eutrophication. Based on the methodology of Material Flow Analysis, this study attempts to quantify all relevant flows and stocks of phosphorus (P) in Austria, with a special focus on waste and wastewater management. The system is modeled with the software STAN, which considers data uncertainty and applies data reconciliation and error propagation. The main novelty of this work lies in the high level of detail at which flows and stocks have been quantified to achieve a deeper understanding of the system and to provide a sound basis for the evaluation of various management options. The budget confirms on the one hand the dependence of mineral P fertilizer application (2 kg cap−1 yr−1), but it highlights on the other hand considerable unexploited potential for improvement. For example, municipal sewage sludge (0.75 kg cap−1 yr−1) and meat and bone meal (0.65 kg cap−1 yr−1) could potentially substitute 70% of the total applied mineral P fertilizers. However, recycling rates are low for several P flows (e.g., 27% of municipal sewage sludge; 3% of meat and bone meal). Therefore, Austria is building up a remarkable P stock (2.1 kg P cap−1 yr−1), mainly due to accumulation in landfills (1.1 kg P cap−1 yr−1) and agricultural soils (0.48 kg P cap−1 yr−1).  相似文献

交通领域是二氧化碳排放的重要领域,为研究广东省的交通碳排放及影响因素,利用IPCC(联合国政府间气候变化专门委员会)在温室气体清单指南中提供的方法估算了广东交通碳排放量,并应用LMDI分解法(对数平均指数法)对广东交通碳排放进行因素分解分析.结果表明:① 2001-2010年广东交通碳排放量从1 950.98×104 t增至6 068.41×104 t,其中交通运输业碳排放是广东交通碳排放的主体,私人交通碳排放已成为广东交通碳排放不可忽视的组成部分.② 交通运输业中的公路碳排放量占比最大,占56%~64%;铁路的碳排放量占比最小,占0.6%~1.6%;水运具有较大的节能优势;民航单位周转量碳排放量最高.③ 交通运输业发展水平、运输结构、私人汽车数量规模对广东交通碳排放增加的贡献率分别为68.79%、36.14%、18.66%,是拉动广东交通碳排放增长的主要因素;运输强度与能源强度的贡献率分别为-18.1%、-6.46%,是抑制交通碳排放增长的因素.广东可以通过采取优化交通运输结构、使用替代清洁能源等措施减少交通碳排放.   相似文献

The Chinese government has introduced the green credit policy to mitigate the environmental impact of industrialization by reining in credit loans to companies and projects with poor environmental performance. This research investigated the implementation of the green credit policy both at the national and provincial levels. Our results show that the green credit policy is not fully implemented. The wide-ranging impact on high-polluting and high energy-consuming industries, vague policy details unclear implementing standards, and lack of environmental information are the main problems in the implementation of the green credit policy in China. On the other hand, the practice at local level (Jiangsu Province) is more practical by integrating green credit policy with the environmental performance rating system. Finally, suggestions are outlined to improve China's green credit policy.  相似文献

In recent years, significant advances have been made in business organization and management. The growing demands of clients as well as the globalization of world markets are among the many factors that have led to the establishment of systems of quality control and environmental management as a competitive strategy for businesses. When compared to other professional sectors, the construction sector has been slower to respond to environmental problems and to adopt Environmental Management Systems (EMS). In the world today the ISO 14001 standard is currently the main frame of reference used by construction companies to implement this type of management system. This article presents the results of a general study regarding the evaluation of the application of the ISO 14001 standard at civil engineering construction worksites in the Community of Madrid (Spain), specifically pertaining to requirement 4.4.1, Resources, roles, responsibilities, and authority. According to requirement 4.4.1, company executives should appoint people responsible for implementing the EMS and also specify their responsibilities and functions. The personnel designated for supervising environmental work should also have sufficient authority to establish and maintain the EMS. The results obtained were the following: - EMS supervisors did not generally possess adequate training and solid experience in construction work and in the environment. Furthermore, supervisors were usually forced to combine their environmental work with other tasks, which made their job even more difficult. - Generally speaking, supervisors were not given sufficient authority and autonomy because productivity at the construction site had priority over environmental management. This was due to the fact that the company management did not have a respectful attitude toward the environment, nor was the management actively involved in the establishment of the EMS. - Insufficient resources were allocated to the Environmental Management Unit. As a result, the application of EMSs in construction projects often appeared to be more of a formality, which was merely a way of maintaining the certification of the Environmental Management System. It was more a means of meeting the requirements for submitting a tender to contracting organisms rather than an indicator of any real commitment to improving the environmental performance of construction companies.  相似文献

What is considered garbage embodies a recoverable economic value, and environmental cost if not recycled. Throughout the world, the often marginalised and impoverished population earns a living through informal recycling. This is also true for Victoria, British Columbia, one of the most affluent cities in Canada. This paper discusses results of a participatory socio-economic survey involving informal recyclers in Victoria, BC to determine their livelihood determinants. The findings reveal that “binning” is an important survival strategy to generate income. A new waste-management model that considers the social and environmental context is needed. Inclusive public policies can respond to the livelihood concerns outlined in this paper by facilitating access to recyclable materials, devising occupational safety improvements and educating about alternative strategies for resource recovery. This model can contribute to the overall sustainability of the community by reducing the waste of resources and people, empowering marginalised populations and reducing the environmental impacts of natural resource use and waste disposal.  相似文献

This article contributes to the understanding of adaptive capacity within national sectors by utilising two perspectives from institutional theory. Resting on data from 21 interviews the paper analyses the Norwegian electricity sector and the influence on adaptive capacity to climate change from changes in formal structure and institutional culture. The sector underwent transformational change between the beginning of the 1980s and mid-2000s, with the reform from 1991 as a watershed, and gradual consolidation from about 2000. From a self-regulated vertically integrated sector with an emphasis on robustness of supply the sector changed into a liberalised and unbundled structure, with economic efficiency as the guiding principle. These changes reduced adaptive capacity to climate change. After 2000, gradually adaptive capacity has increased somewhat. The paper argues that also social contextual factors need to be taken account of, both to understand adaptive capacity to climate change and to provide practitioners with an ability to increase it.  相似文献

The establishment of the environmental management system in the financial sector can be effectively promoted through the introduction of the environmental protection concept and its implementation by the financial sector. The impact of a sustainable development system on the sector is analyzed in this article from three aspects: environmental risk assessment, financing support for environmental protection projects, and financial services to environmentally friendly corporations and individuals. Influential factors on the development of the environmental management system in China’s financial sector are discussed from the perspective of various entities such as financial institutions, financial regulation authorities, environmental protection departments, corporations, and the public. It is pointed out that China’s financial sector is now in the transitional phase from a defensive attitude to a preventive attitude. Strengthening governmental guidance, the supervision of regulators as well as public awareness of environmental protection should be used to enhance the initiative in the development of the environmental management system in the Chinese financial sector.  相似文献
