ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献

ABSTRACT: The resource management problem for the Middle Platte ecosystem is the insufficient water available to meet both instream ecological demands and out‐of‐stream economic needs. This problem of multiple interest groups competing for a limited resource is compounded by sharp disagreement in the scientific community over endangered species' needs for instream flows. In this study, game theory was used to address one dimension of this resource management problem. A sequential auction with repeated bidding was used to determine how much instream flow water each of three states — Colorado, Nebraska, and Wyoming — will provide and at what price. The results suggest that the use of auction mechanisms can improve the prospects for reaching a multi‐state agreement on who will supply instream flow water, if the auction is structured to discourage misrepresentation of costs and if political compensation is allowed.  相似文献

ABSTRACT: This analysis identifies two basic structural features of Colorado's water management system which inhibit constructive reform and perpetuate inefficiencies in water use and distribution patterns. These features are: (1) the fragmentation of authority and influence over water, and (2) the estrangement of interest in reform from formal control over water policy. These interrelated features have continued to produce: sporadic, high conflict battles over proposed changes in the status quo; decision making which tends to exaggerate the importance of narrow, special interests while virtually ignoring legitimate interests of major sectors of the public; an inertia which discourages innovation; and an agglomeration of rules and water rights that are predicated on obsolete social and economic needs. Two radical proposals for reforming the state's water resource management system in order to overcome these problems and to enhance the probability that wise water policy will result are offered. These proposals are: (1) the abolition of the present system of water rights founded on the doctrine of prior appropriation, and (2) the consolidation of authority over water allocation in a single board of governors.  相似文献

A set of decision rules have governed the traditional politics of water development. This paper identifies these rules, describes their operation, and explains the logic behind their adoption. Personal interviews with a large number of decision makers are cited to substantiate and illustrate particular rules. There are five decision rules: local support, agreement, mutual accommodation, mutual noninterference, and fairness and equity. These guidelines are intended to insure support, lessen conflict, and protect the reputation of water development as a worthwhile federal investment. Since there are current indications that the traditional decision rules are no longer followed, the paper aims to identify why and how the rules are changing.  相似文献

On the basis of the source attribution perspective of work–family conflict, this study aims to first test whether threat to the family role mediates the relationship between work‐to‐family conflict and job satisfaction. We then examine boundary conditions of the source attribution perspective by drawing on boundary management and gender role orientation theories to examine whether role segmentation enactment and gender role orientation moderate the relationship between work‐to‐family conflict and job satisfaction. Using a scenario‐based experiment in Study 1, we find that threat to the family role mediates the relationship between work‐to‐family conflict and job satisfaction. This finding provides evidence supporting the appraisal process proposed by the perspective of source attribution. Using survey data collected from 216 Chinese managers and their spouses in Study 2, we find that work‐to‐family conflict has a negative relationship with job satisfaction only among people with high levels of role segmentation between work and home. In addition, for male managers, the negative moderating effect of role segmentation enactment on the relationship between work‐to‐family conflict and job satisfaction is stronger for those with a nontraditional gender role orientation, compared with those with a traditional gender role orientation. Theoretical and managerial implications are discussed.  相似文献

This study investigates the relationship between coworker work hours and perceived work‐to‐family conflict (WFC) in a multinational sample of professional service employees. Building on recent research on the ways in which workgroups influence individual WFC, we demonstrate that the average hours worked by coworkers has a significant relationship to reported WFC independent of an employee's own work hours. Although this finding is universal across the multinational sample, national cultural differences were found to moderate the relationship, such that employees in more collectivist countries are more strongly influenced by average coworker hours than their counterparts in less collectivist countries. The multilevel analysis was conducted using a sample of 7,600 professional service employees in 497 different workgroups across 20 countries. The results provide support for the effect of culture on the relationship between group average hours and perceptions of WFC. We conclude with a discussion of how national culture affects WFC.  相似文献

Going beyond the relation of work and family, the present three‐wave longitudinal study spanning one year assessed different forms of conflict and facilitation between leisure and the life domains work and family and their relation to subjective well‐being. A sample of N = 277 employed men and women reported their perceived conflict and facilitation between leisure, work, and family and subjective well‐being. Results suggest that leisure is a source of facilitation for work and family, and, at the same time, a major recipient of conflict from work and family. Moreover, leisure conflict was negatively correlated and leisure facilitation was positively associated with concurrent subjective well‐being. Both conflict and facilitation between all three life domains remained highly stable over the course of one year. Only few and non‐systematic lagged effects were found, indicating that the variance of the stability of the constructs and their relations over time leave little room for longitudinal predictions. Taken together, the study demonstrates that, similar to work–family relations, conflict and facilitation with the leisure domain are also associated with subjective well‐being and remain highly stable over the course of a year in the lives of young and middle‐aged adults. This paper analyses regulatory responses to rapid intensification of the use of drones/remotely piloted aircraft (RPA) in the context of wildlife protection. Benefits and disadvantages of the technology to wildlife are examined, before three key limitations in policy and law are identified: failure to address wildlife disturbance in RPA regulation; reliance upon insufficiently comprehensive existing wildlife protection legislation to manage disturbance effects; and limited species-specific research on disturbance. A New Zealand case study further reveals an inconsistent regulatory approach struggling to keep pace with innovation, inadequate regulatory capture of environmental effects due to exemption as “aircraft”, and no recognition that specific geographical locations, such as coastal areas, distinguished by recreational pressures and high numbers of threatened species require special consideration. Recommendations include acknowledging the impact on wildlife in policy, gap analysis of legal arrangements for protection from disturbance (including airspace), and adoption of minimum approach distances to threatened species.  相似文献

Workers of the ant Temnothorax nylanderi form dominance orders in orphaned colonies in which only one or a few top-ranking workers begin to produce males from unfertilized eggs. Between one and 11 individuals initiated 80% of all aggression in 14 queenless colonies. As predicted from inclusive fitness models (Molet M, van Baalen M, Monnin T, Insectes Soc 52:247–256, 2005), hierarchy length was found to first increase with colony size and then to level off at larger worker numbers. The frequency and skew of aggression decreased with increasing size, indicating that rank orders are less pronounced in larger colonies.  相似文献
