我国跨界流域水资源冲突问题较严重,一级水权集中配置方案因其过于理想化而实施效率低下,难以应对冲突。提出应在规划和决策的前期给予各类主体充分的利益表达机会,创新一级水权配置模式,构建政府强互惠激励政策协调下的多用水主体分散优化配置模型。首先将分散优化与集中优化进行对比,分析政府强互惠激励下的分散优化协调机制对提高跨界流域水资源的配置效率和配置方案的可操作性的作用;基于分散优化的基本模型,加入政府强互惠节水激励政策,通过节水激励水价这一因子代替原分散优化模型的自利因子,构建一般的一级水权分散优化模型和政府强互惠激励下的一级水权分散优化模型;以漳河流域为例,对模型进行计算及对比分析。研究结果表明:一般分散优化配置模式中,主体的自利性使得流域整体利益受损,尤其是在来水极少的年份;政府强互惠激励下的分散优化配置模式能够兼顾流域宏观和微观的利益。来水量对于跨界流域一级水权配置模式有重要影响,来水量充裕时,政府可放手用水主体进行自主治理,降低行政管理成本;来水量短缺时,政府必须注意改变管理模式,对不同用水主体实施差异化政策激励,加强主体的节水动力;来水量越少,政府强互惠激励下的分散优化配置模式优势越明显。由于既充分考虑各用水主体的利益又能体现流域统一管理理念,因此,政府强互惠激励下的跨界流域一级水权分散优化配置模式在当前流域统一管理和区域分块管理相结合的管理体制下避免了权力冲突。  相似文献

Drawing on the cognitive persistence perspective of creativity and conservation of resources theory, we investigated how 2 social contexts (perceived relationship conflict and coworker support for creativity) influence the relationship between anger and creative process engagement (CPE) in organizations. We tested our hypotheses using 422 daily surveys from 98 participants, collected over 5 consecutive workdays. The results show that anger perceived relationship conflict and coworker support for creativity interact to influence CPE. Specifically, when relationship conflict is high, the anger–CPE relationship is positive for employees who receive high coworker support for creativity, but negative for those who receive low coworker support for creativity. In contrast, when relationship conflict is low, the anger–CPE relationship is positive but does not differ at high versus low coworker support for creativity.  相似文献

Objective: The conflicts among motorists entering a signalized intersection with the red light indication have become a national safety issue. Because of its sensitivity, efforts have been made to investigate the possible causes and effectiveness of countermeasures using comparison sites and/or before-and-after studies. Nevertheless, these approaches are ineffective when comparison sites cannot be found, or crash data sets are not readily available or not reliable for statistical analysis. Considering the random nature of red light running (RLR) crashes, an inventive approach regardless of data availability is necessary to evaluate the effectiveness of each countermeasure face to face.

Method: The aims of this research are to (1) review erstwhile literature related to red light running and traffic safety models; (2) propose a practical methodology for evaluation of RLR countermeasures with a microscopic traffic simulation model and surrogate safety assessment model (SSAM); (3) apply the proposed methodology to actual signalized intersection in Virginia, with the most prevalent scenarios—increasing the yellow signal interval duration, installing an advance warning sign, and an RLR camera; and (4) analyze the relative effectiveness by RLR frequency and the number of conflicts (rear-end and crossing).

Results: All scenarios show a reduction in RLR frequency (?7.8, ?45.5, and ?52.4%, respectively), but only increasing the yellow signal interval duration results in a reduced total number of conflicts (?11.3%; a surrogate safety measure of possible RLR-related crashes). An RLR camera makes the greatest reduction (?60.9%) in crossing conflicts (a surrogate safety measure of possible angle crashes), whereas increasing the yellow signal interval duration results in only a 12.8% reduction of rear-end conflicts (a surrogate safety measure of possible rear-end crash).

Conclusions: Although increasing the yellow signal interval duration is advantageous because this reduces the total conflicts (a possibility of total RLR-related crashes), each countermeasure shows different effects by RLR-related conflict types that can be referred to when making a decision. Given that each intersection has different RLR crash issues, evaluated countermeasures are directly applicable to enhance the cost and time effectiveness, according to the situation of the target intersection. In addition, the proposed methodology is replicable at any site that has a dearth of crash data and/or comparison sites in order to test any other countermeasures (both engineering and enforcement countermeasures) for RLR crashes.  相似文献

Surveys in emergency settings are important for the accountability of food aid. Four household surveys conducted between 1994 and 1997 measured the performance of the Bosnia food aid programme, covering a random sample of clusters in Bosnia and Herzegovina and the Republica Srpska. The team calculated coverage, exclusion and inclusion errors, programme misses, and under-supply. Despite intended universal coverage from 1994-96, 15, 19, and 31 per cent, respectively, did not receive food across the three-year time frame. Households categorised as vulnerable were somewhat more likely to receive food. Programme misses were rare, whereas under-supply fell from 30 per cent in 1994 to four per cent in 1997, as the availability of other food increased. Extrapolation suggested that 61 per cent of the food distributed did not reach households. The programme introduced priority categories for targeting in 1997, yet nearly one-half of the highest priority households did not receive food. Incomplete coverage and weak targeting were related to political constraints.  相似文献

Prior to 1996 and the Congolese wars, exploitative land policies pushed farmers in the eastern highlands of the Democratic Republic of the Congo (DRC) into a vulnerable position, with cattle manure sustaining intensive cultivation. This exposed households to a complete breakdown in mixed farming as cattle became targets of war. This study of villages in South Kivu offers an inside understanding of continuity and change in farming practices in a region where there are no easy solutions, and it assesses how the province lost its present and where farmers look when they glance to the future. For farmers, who hold a broad view of soil fertility, the casualties of war were not only people and cattle but also the land itself, which has enduring scars. Perceiving a rupture in tradition, South Kivu farmers are searching desperately for new livelihoods that are built on education instead of livestock, setting aside old ethnic signifiers to seek a future beyond protracted conflict.  相似文献

Many simultaneously hermaphroditic animals cross-inseminate when copulating, even though unilateral sperm exchange is functionally possible. The question is why reciprocity is the rule. This study addresses sperm exchange in a hermaphroditic planarian flatworm, Dugesia polychroa, in which self-fertilisation does not occur. We investigated the availability of self sperm for inseminating a partner, how self sperm affects the likelihood of sperm donation, and whether sperm donation depends on reciprocation by the partner. The amount of self sperm depended on body size, duration of isolation and experimental date, and animals that had more self sperm were more likely to mate. Depletion of allosperm (sperm received from partners) played only an indirect role, suggesting that animals copulate more to donate sperm rather than to replenish allosperm reserves. Among 60 copulating pairs, reciprocal insemination was more common (63.3%) than unilateral transfer (18.3%). A surprising 18.3% did not exchange sperm in either direction. Individuals were more likely to behave like their partners, resulting in more symmetrical matings (either reciprocity or no sperm exchange) than asymmetrical matings (unilateral sperm donation). The amount of self sperm donated during a copulation depended mainly on the amount available before the copulation and not on the amount received from the partner. The current lack of a working resource management plan Magdalena Bay (southern Baja California, Mexico) has weakened attempts to set priorities among resource users and has contributed to: reduced fish stocks, land and marine contamination, and declines in the ecological integrity of the bay of 170 000 ha and its vast mangrove lagoon systems. The government agencies responsible for maintaining ecological integrity and managing marine resource use have not been successful in addressing these problems due to jurisdictional ambiguities, lack of community support, and lack of manpower for monitoring and enforcing policies. A framework was designed by the authors to work toward an approach for balancing between community development and conserving ecological integrity at the local level in the peripheral and central zones of the Magdalena Bay system. The goal of this framework was to suggest a basis for setting management priorities that included the perceptions and preferences of stakeholder groups with regard to direct threats to the environmental health of the study areas. To achieve this goal a crossdisciplinary study of the central and peripheral zones was used to examine factors that influence current resource use and the environmental state in these two regions of the bay system. Insights into the preferences and perceptions of stakeholder groups with regard to management priorities were acquired using the key informant technique. The results revealed potential conflicts with regard to preferred management priorities between stakeholder groups, as well as polarities within stakeholder groups themselves.  相似文献

The issue of children's rights has become key to human rights-based international security strategies. The UN Convention on the Rights of the Child (1989) is being operationalised in complex political emergencies. Children's rights now inform humanitarian principles. Universal concern for children is viewed as transcending political and social divides and able to mobilise societies to confront social problems and prevent war. The operationalisation of child rights is accompanied by the development of psycho-social programmes to rehabilitate the child victim. Critically analysing the implications of the children's rights regime for the right to self-determination, the paper unpacks the assumptions underlying children's rights and psycho-social intervention. The paper begins by examining the conceptualisation of the rights-holding subject universalised under the UN Convention and then goes on to consider Article 39 on the right to psycho-social intervention. Equally important as the novel conceptualisation of childhood and children's rights under the international children's rights regime is the (unspoken) mistrust of adulthood and political rights that informs the imperative to institutionalise children's rights as higher law. Moreover while the rights-based approach consciously sought to move away from the earlier moralising child-salvation model, psycho-social rehabilitation reveals a similar preoccupation with deviancy, but conducted through the paradigm of psychological functionalism. Rather than representing a trend towards more humane international relations, the paper suggests that the elevation of children's rights is premised on a profound disenchantment with humanity. The logical implication of the international children's rights regime is to challenge both the moral and political capacity of individuals and their right to self-determination and to institutionalise a more unequal international system.  相似文献

Reducing costs and increasing benefits for rural communities coexisting with large carnivores is necessary for conservation of jaguar (Panthera onca) and puma (Puma concolor). To design acceptable incentives, stakeholders must be involved in the process. We conducted an innovative, structured, group communication process based on a Delphi technique as a template for identifying potential incentives. Community workshops with 133 members of 7 communities and surveys with 25 multidisciplinary experts from government, nongovernmental organizations, and academia provided iterative data to design a plan of incentives through 4 rounds of discussion. The final product integrated 862 ideas into 6 types of incentives: organization of communities, mechanisms for improved dialogue, citizen technical assistance, green labeling for community products, payment for the ecosystem service of biodiversity, and an assessment of financial alternatives. We used quantitative and qualitative techniques to indicate support for decisions about the design of incentives, which reduced researcher subjectivity. The diverse incentives developed and the cooperation from multiple stakeholders resulted in an incentive plan that integrated issues of governance, equity, and social norms.  相似文献
