Policy-makers view community resilience as fundamental to mitigating loss and damage from climate-related disasters. Although energy has been devoted to defining resilience, less effort has been devoted to analysing the effects of resilience on loss and damage, which is critical in places with limited capacity for adaptation. We use survey data to develop a composite index of community resilience in Fiji and then evaluate the extent to which community resilience mitigates loss and damage. We find that community resilience is negatively correlated with damages over which human intervention may be effective, but not with damages over which intervention is less effective, suggesting that community resilience may limit impacts. We further find that this result holds for a cyclone (about which communities had substantial advance warning) but not for river flooding (for which communities had little advanced warning), suggesting that early warning is necessary for community resilience to become responsive. 相似文献

水质预报预警对于防范水污染、降低水污染风险及其带来的损失、保障用水安全及水环境质量等具有重大意义。提出了一种基于QUAL2K模型的水质模拟预警方法,包括水质模拟预测、预警指数计算和警情确定,以海河流域鹤壁市卫河为例进行实证研究。研究结果表明:基于QUAL2K模型模拟精度分别为COD 97.7%、NH_3-N 98.5%,水质模拟效果较好;所选河段预警时段内COD基本处于无警和轻警2个级别,氨氮大多是巨警,浓度严重超标,是导致监测断面预警指数高的主要原因。 相似文献

Regional Vulnerability Assessment (ReVA) is an approach to place-based ecological risk assessment that is currently under development by EPA's Office of Research and Development. The pilot assessment will be done for the mid-Atlantic region and builds on data collected for the Environmental Monitoring and Assessment Program. ReVA is being developed to identify those ecosystems most vulnerable to being lost or degraded in the next 5 to 50 years and to elucidate which stressors cause the greatest risk to ecosystem goods and services. The goal here is not exact predictions, but an early warning system to identify and prioritize the undesirable environmental changes we should expect over the next few decades. As such, ReVA represents a new risk paradigm for EPA that will require innovative approaches to combine existing knowledge, focus new research, and synthesize many types of information into a meaningful assessment designed to inform environmental decision-makers about future environmental risk. 相似文献

The urban road network of Bangalore city has been selected as the study area. Sixteen locations are chosen in major traffic
junctions of the study area. The traffic noise data collected from the study locations were analyzed separately for both acceleration
and deceleration lanes when vehicles leave an intersection on a green traffic light and come to a stop on red traffic light.
