ABSTRACT

Collaborative governance processes have become a popular mechanism for addressing complex environmental problems. Their success is premised, in part, on the assumption that they promote learning among diverse participants, who are then better equipped to develop creative, consensus-oriented environmental management actions. Significant gaps remain, however, in our understanding of how collaborative governance processes foster learning and what impact increased learning has on policymaking outputs. To investigate these relationships, this study provides one of the first empirical applications of Heikkila and Gerlak's collective learning framework. Key framework concepts are operationalized via interview data and existing literature and then measured via survey data collected from participants in a collaborative environmental governance process in Colorado, U.S. Findings indicate that both internal and exogenous contextual factors affect how much an individual learns within a collective context. Additionally, participants who report more learning also more strongly agree that the process produced favorable outputs and outcomes. These findings advance theories of learning in collaborative contexts and inform process design to maximize learning.  相似文献

本文基于联合国可持续发展行动网络牵头发布的可持续发展目标指数和指示板报告,对中国实现2030年可持续发展目标状况进行了分析,认为尽管中国的SDG指数在全球整体排名中呈逐步上升趋势,但生态环境相关指标总体依然面临严峻挑战:中国与生态环境相关的目标评级偏低;SDG指数和指示板报告采用的评价指标与中国生态环境保护重点工作关联性不强;中国的统计数据难以满足测量2030年议程的数据需求等。为实现联合国倡议的2030年可持续发展目标,中国应打好污染防治攻坚战,提高环境治理水平,加快建立中国本土化评估指标体系,形成SDGs指标年度报告制,建立SDGs实施机制,建立与2030年议程相适应的统计支撑体系。  相似文献

城市生活垃圾处理是一个世界性的问题。目前,长株潭城市生活垃圾每天约有4500~4900t,主要通过填埋来处理,这种方法有利有弊,而且弊大于利,主要是垃圾资源未得到利用,污染比较严重,存在安全隐患。长沙安基环保高科技开发有限公司全体科研人员经过8年的艰苦探索,提出了一种新的资源化处理垃圾的方法。此法能使垃圾全量资源化,实现“零排放”的目标。阐述了资源化法的产生过程和内涵,提出了长株潭城市生活垃圾资源化规模构想,重点探讨了长株潭城市生活垃圾资源化政策。  相似文献

This paper summarizes the results of a primarily qualitative (with certain quantitative elements) socio-ecological study on three Greek islands of the Aegean Archipelago to characterize fire science and policy at regional and local levels, and perceptions of fire risk. Among the most important factors influencing dynamics of fire regimes on the islands are changing land use patterns and practices, and changes in climate and fuel conditions. While use of scientific information is not widespread, there are individuals in all three islands who regularly consult scientific sources. Although fire policy is largely controlled at the national and European Union levels, local activity also occurs, most notably through the volunteer fire fighting organizations, interactions with local officials, and public education efforts. However, though seen as important, significant lack of financial support and resources exist to support prevention and pre-suppression programs. Prevention of fires on the islands, including the use of prescribed burning, is relatively inadequate, and while an intense interest in preventing the loss of communities and ecosystems is frequently encountered, public participation in fire prevention remains limited. The findings suggest that relying on local knowledge, in combination with fire managers’ decision-making abilities, could improve fire management options and reduce wildfire suppression costs and ecological disasters.  相似文献

States have the potential to play a major role in moving water conservation from conferences and reports that identify its advantages to actual practice. The research identifies four generic “strategies” that categorize the states' approaches toward conservation and reports on the states' current conservation activities. The four strategies are: reliance on agricultural advisors, leverage incentives, performance standards, and mandatory actions. Four levels of state conservation activity exist. California and Florida maintain the most extensive programs; Arizona, Massachusetts, New Jersey, North Carolina, and Oklahoma also have numerous programs but significantly lower staff commitments; eight additional states maintain more modest conservation effotts. Elsewhere, state directed conservation actions remain minimal and limited to those provided as agricultural advice. The study found support for water conservation the norm among water supply planners.  相似文献

“以粮为纲”的食物安全观,使中国在实施耕地占补平衡政策过程中,片面追求耕地占补的数量平衡对食物安全的保障作用,而忽视了耕地以外的用地类型对区域食物安全的作用,不仅导致补充耕地的质量与占用耕地的质量不可同日而语,而且由于盲目对草地、林地、滩涂湿地等进行开发而付出了沉重的生态环境代价。论文从食物安全的内涵出发,引入农田当量与食物当量概念,选取浙江省舟山市为研究区,对研究区农田当量的供需能力进行实证分析,并为耕地占补平衡政策的改进提出相应的政策启示。研究结果表明:1)采用农田当量与食物当量的计算方法,可以较好地统一粮食产量和养殖水产品产量的食物当量,进而统一耕地与养殖水面的农田当量供给。2)受耕地面积减少和耕地抛荒比例较高等因素影响,近年研究区来自耕地的农田当量下降了37.3%;与此同时,尽管研究区养殖水面面积也在不断缩减,但受标准养殖塘建设、养殖技术进步以及品种改进等因素的影响,来自养殖水面的总农田当量上升了18.3%。来自耕地和养殖水面的总农田当量的比例,由2009年的46:54变为2015年的31:69。3)在温饱、小康和富裕3个不同生活水准下,研究区本地耕地和养殖水面提供的农田当量,都难以满足常住人口的需求,但是,通过改善农田基础设施、提高耕地复种指数,建设高标准养殖塘、提高养殖水面单产等措施,可以提高耕地和养殖水面的农田当量至19 771.22 hm2,进而降低约35%的农田当量缺口。在此基础上,论文得到转变食物安全观念,重视耕地以外的用地类型的食物供给能力;推进高标准农田和高标准养殖塘建设,提高耕地和养殖塘的农田当量供给能力;加大耕地保护力度,探索耕地占补平衡的多样化实现形式等政策启示。  相似文献

To be rightly implemented, an environmental policy ought to set an institutional framework (goals, rules and instruments) which incents decentralised actors to adopt the appropriate range of technologies. In the household waste management policy, the development of valorisation techniques (and particularly recycling) must be supported by convenient instruments and incentives. The paper analyses the problems encountered with the French household waste policy to ensure the takeoff of recycling techniques. At the moment, a rather under-proportioned institutional setting leads to favour the adoption of incineration with energy recovery at the expenses of recycling. / The rural West of the United States is considered strongly antienvironment. The traditional economic reliance of the area on natural resources has long explained this antienvironment stance. The region consistently elects federal officials who as a group consistently vote against environmental bills and seek to undo existing federal environmental regulation. These politicians defend their antienvironment actions based on their perception of the economic composition and interests of the region. Recent studies, however, have suggested that rural residents are increasingly concerned about environmental issues. These studies, however, lack a consistent theoretical basis. This article uses an alternative economic typing system to examine the economic composition of rural Idaho and suggests that the results found using the alternative typing system might provide a theoretical basis to explain why some studies are finding increased rural environmental support. The results show that rural Idaho is much more economically diverse using this alternative typing methodology compared to the outcomes of traditional USDA economic methodologies.
