为促进再生水市场的构建,以西安市再生水回用市场发展过程为研究案例,采用演化博弈理论构建了基于政府、再生水厂商、消费者三方博弈的再生水回用市场推广模型,分析其博弈均衡及演化路径.结果表明再生水回用市场的演化过程可划分为四个阶段,不同条件下系统将演化至不同的均衡.发展初期政府支持和宣传能有效提高再生水处理量和回用量,发展中后期为了增强企业参与度和消费者接受度需要提高财政补贴、提高使用再生水效用、降低自来水效用、提升再生水厂商获利、减少政府管理成本. 相似文献

The function, cost and environmental performance are the primary decision-making factors for scheme selection in green design. For the comprehensive and accurate decision-making in selecting green product design scheme, a quantitative analysis method of multi-attribute decision-making (MADM) is presented. With analysing the multi-attribute of scheme selection, the MADM model is established, which takes environmental impact of materials, disassembly performance, recycling performance, energy efficiency, noise, pollutants to environmental and functional values. Fuzzy technique for order performance by similarity to ideal solution method is applied to solve this model for the feasible solutions. Over the last three decades, new concepts, strategies, frameworks and systems have been developed to tackle the sustainable development issue. This paper reviews the challenges, perspectives and recent advances in support of sustainable production operations decision-making. The aim of this review is to provide a holistic understanding of advanced scientific analysis methodologies for the evaluation of sustainability, to provide efficient decision support. Over 100 publications have been analysed, and a characterisation of state-of-the-art sustainability analysis methodologies has been produced, which includes life cycle assessment and multi-criteria decision analysis (MCDA), along with their applications to three key areas of production operations: sustainable design, sustainable manufacture and sustainable supply chain management. Distribution of existing work is discussed and future research directions are elicited from the literature. The paper finds three trends in supporting sustainable production operations decisions: (a) sustainability analysis has moved to whole life cycle assessment from single-stage assessment, (b) sustainability analysis has shifted away from single criterion to MCDA and (c) sustainability analysis has evolved from stand-alone approaches to integrated systematic methodologies. The literature on civic environmentalism suggests that the environmental decision-making process must be perceived by citizens to be inclusive, transparent, and legitimate in order to avoid conflict and encourage stakeholder collaboration. We suggest that studies of environmental decision-making must apply this framework to three key variables: agenda setting, conflicts of interest, and politicised institutions, which impact the potential for citizen collaboration at the local level. Using content analysis of newspaper articles, participant observations, and informal field interviews, we evaluate a case study of citizen opposition to a power plant air permit. We demonstrate how citizen perceptions of agenda setting by local officials, conflicts of interest, and the inability of citizens to affect final decisions after winning in multiple legal and administrative venues, creates conflict by not embodying these civic environmentalist principles. We conclude with policy suggestions for creating a less conflict-riddled process. 相似文献

This paper introduces a violation analysis approach for the planning of regional solid waste management systems under uncertainty, based on an interval-parameter fuzzy integer programming (IPFIP) model. In this approach, several given levels of tolerable violation for system constraints are permitted. This is realized through a relaxation of the critical constraints using violation variables, such that the model's decision space can be expanded. Thus, solutions from the violation analysis will not necessarily satisfy all of the model's original constraints. Application of the developed methodology to the planning of a waste management system indicates that reasonable solutions can be generated through this approach. Considerable information regarding decisions of facility expansion and waste flow allocation within the waste management system were generated. The modeling results help to generate a number of decision alternatives under various system conditions, allowing for more in-depth analyses of tradeoffs between environmental and economic objectives as well as those between system optimality and reliability. 相似文献
