为强化特种设备安全监管,基于组织能力理论,通过文献计量和专家调查等方法,对特种设备安全绩效和安全监管能力的相关指标进行研究,初步确定27项监管能力指标和4项安全绩效指标。采用相关性分析法,选择安全绩效指标中万台设备事故起数作为基准指标,计算该指标与监管能力和安全绩效各指标的Spearman相关系数。在总体趋势上,基准指标与监管能力指标呈现负相关,与安全绩效指标呈现正相关。计算结果表明:可从增加监管资源投入,提高人员素质,严格监管执行过程等方面提高特种设备安全监管能力。  相似文献

为探明电厂强增温海域浮游动物群落结构和多样性的时空特征,于2011年在象山港国华电厂附近海域,采用浮游生物Ⅱ型网(网目160μm)进行10站位2重复的浮游动物季节性采样.结果表明,共识别出62种浮游动物(含幼体),平均丰度为9 531.1 ind.m-3.该海域浮游动物群落主要由桡足类和浮游幼体类组成,且以浮游幼体类为主,比例高达66.6%.相似性分析显示,各月间浮游动物群落结构差异极显著(P<0.01),控制群落结构的优势种有18种,最重要的判别种有瘦尾胸刺水蚤Centropages tenuiremis、大同长腹剑水蚤Oithona similis、伪长腹剑水蚤Oithona fallax、克氏纺锤水蚤Acartia clausi、长尾基齿哲水蚤Clausocalanus furcatus、针刺拟哲水蚤Paracalanus aculeatus和小拟哲水蚤Paracalanus parvus.GLM分析显示,月份间的多样性指数也存在极显著差异(P<0.01),经计算,各多样性指数随水温增加而下降的拐点水温范围为20.31~22.31℃.在断面上,离排水口0.2 km断面(D02)的平均水温比2 km断面高2.16℃.受温度影响,主要优势种如瘦尾胸刺水蚤和大同长腹剑水蚤倾向于向D02断面移动,克氏纺锤水蚤、尤其是大型浮游动物倾向于远离排水口,并向1.2 km断面聚集,使D02断面的种类数最少(33种)、丰度最低(5 522.8 ind.m-3),而1.2 km断面的种类数(53种)和丰度(16 491.0 ind.m-3)最高;同时,D02断面的多样性指数也明显低于其它断面.经线性回归分析,海域增温使多样性指数极显著下降(P<0.01),每增温1℃浮游动物丰富度下降12.3%.  相似文献

亚热带流域氮磷排放与养殖业环境承载力实例研究   总被引:15,自引:3,他引:15  
畜禽养殖业粪便排放已经成为我国农村地区主要的农业面源污染源之一,也是制约养殖业良性发展的主要瓶颈.本文以湖南省长沙县典型亚热带流域为研究单元,基于流域水环境定位观测、耕地氮(N)磷(P)消纳能力以及养殖业调查和土壤分析资料,初步分析了亚热带丘陵区的面源污染现状及畜禽养殖业的环境承载力.结果表明,研究区金井河流域134.4 km2范围内N、P年负荷分别为N 2.72 t·km-2和P0.11t·km-2,其中养殖粪便对水体总氮(TN)、总磷(TP)负荷的贡献率分别约为42.2%和62.0%.区内平均畜禽养殖密度为3.46 AU·hm-2(相当于流域内年出栏生猪24.39万头),显著高于现有化肥用量条件下流域的实际承载力1.13 AU·hm-2(相当于流域内年出栏生猪6.35万头),因此养殖密度过高是导致研究区水体NP负荷较高的主要原因.区内N、P盈余量分别为N 35.8 kg·hm-2、P 18.61 kg·hm-2.研究区基本不施用化肥条件下畜禽养殖业的最大环境承载力为7.26 AU·hm-2,在有机肥占合理施肥量30%条件下,当地畜禽养殖业的环境承载力为2.74AU·hm-2(相当于流域内年出栏生猪19.50万头).降低养殖密度、调整养殖业空间布局以及提高养殖废弃物的资源化利用率是防治当前面源污染的有效途径.  相似文献

As the conservation challenges increase, new approaches are needed to help combat losses in biodiversity and slow or reverse the decline of threatened species. Genome-editing technology is changing the face of modern biology, facilitating applications that were unimaginable only a decade ago. The technology has the potential to make significant contributions to the fields of evolutionary biology, ecology, and conservation, yet the fear of unintended consequences from designer ecosystems containing engineered organisms has stifled innovation. To overcome this gap in the understanding of what genome editing is and what its capabilities are, more research is needed to translate genome-editing discoveries into tools for ecological research. Emerging and future genome-editing technologies include new clustered regularly interspaced short palindromic repeats (CRISPR) targeted sequencing and nucleic acid detection approaches as well as species genetic barcoding and somatic genome-editing technologies. These genome-editing tools have the potential to transform the environmental sciences by providing new noninvasive methods for monitoring threatened species or for enhancing critical adaptive traits. A pioneering effort by the conservation community is required to apply these technologies to real-world conservation problems.  相似文献

One way to make development pathways more resilient in the face of a changing climate has been through mainstreaming adaptation into government policies, planning and sectoral decision‐making. To date, many of the transferable lessons have taken the form of technical approaches such as risk assessments and toolkits. This article instead draws on evidence from South Asia to emphasise some of the more tacit and informal approaches used to influence adaptation policy. Despite their apparent significance in policy processes, such tactics are often neither planned for nor well reported in resilience‐building projects and programme documents. Using evidence to populate a typology of influencing strategies, this article looks particularly at the role of policy entrepreneurs who navigate the political complexity of both formal and informal governance systems to promote successful adaptation mainstreaming. It concludes with recommendations for adaptation and resilience programming that can more effectively harness the breadth of influencing strategies.  相似文献

The specific features of tissue energy metabolism are best differentiated in the space of characters pertaining to the succinic acid oxidation system. All plants studied in natural ecosystemsare symbiotic with fungi that either resideentirely (endophytes) or partially(mycorrhizae) within plants. Adaptation is nowrecognized as an inevitable component ofthe overall climate change responsestrategy. For a developing region likesub-Saharan Africa with low greenhouse gasemissions and high vulnerability to theimpacts of climate change, the importanceof adaptation in climate change policy iseven more fundamental. This paper examined alook at the adaptational preparedness ofthe sub-Saharan African region to climatechange. Clearly evident in theenvironmental strategy and developmentfocus of these countries is lack ofrecognition of the need to adapt, poorincentive to adapt and low capacity toadapt to climate change. This furtherexacerbates their vulnerability and hasimplications for the global climate changeresponse strategy. Unfortunately, fewattempts have been made to understand thestructural reasons underlying the pervasivepattern of adaptational unpreparedness inthe region, neither has there been acomprehensive and systematic analysis ofhow to remedy this problem. This paper is acontribution in this regard. If no timely measures are taken to adapt Egyptian agriculture to possible climate warming, the effects may be negative and serious. Egypt appears to be particularly vulnerable to climate change because of its dependence on the Nile River as the primary water source, its large traditional agricultural base, and its long coastline, already undergoing both intensifying development and erosion. A simulation study characterized potential yield and water use efficiency decreases on two reference crops in the main agricultural regions with possible future climatic variation, even when the beneficial effects of increased CO2 were taken into account. On-farm adaptation techniques which imply no additional cost to the agricultural system, did not compensate for the yield losses with the warmer climate or improve the crop water-use efficiency. Economic adjustments such as the improvement of the overall water-use efficiency of the agricultural system, soil drainage and conservation, land management, and crop alternatives are essential. If appropriate measures are taken, negative effects of climate change in agricultural production and other major resource sectors (water and land) may be lessened.
