Dynamics and Causation of Environmental Equity, Locally Unwanted Land Uses, and Neighborhood Changes

/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. Abstract: Broadly conceived and considered in its many usages, sustainability has grave defects as a planning goal, particularly when used by conservationists: it confuses means and ends; it is vague about what is being sustained and who or what is doing the sustaining; it is uninspiring; it is little more than Pinchot-era conservation (and thus ignores the many lessons learned since then); it need not be linked to land, to the land's functioning, or to any ecological science; it need not include a moral component; it is consistent with the view of humans as all-powerful manipulators of the planet; and, in general, it is such a malleable term that its popularity provides only a facade of consensus. When sustainability is defined broadly to include the full range of economic and social aspirations, it poses the particular risk that ecological and biodiversity concerns will be cast aside in favor of more pressing human wants. Given these many defects, the conservation movement should discard the term in favor of a more alluring goal, attentive to nature and its ecological functioning. A sound goal would incorporate and distill the considerable ecological and moral wisdom accumulated since Pinchot's day while giving conservationists the rhetorical tools needed to defend the land against competing pressures. In our view, conservation would be well served by an updated variant of "land health," Aldo Leopold's ecologically grounded goal from the 1940s. Land health as an independent understanding should set the essential terms of how we live and enjoy the earth, providing the framework within which we pursue our many social and economic aims. 相似文献

This study uses an interactionist approach to examine the moderating effect of follower trait positive affectivity (trait PA) on the relation between transformational leadership and both follower creative performance and organizational citizenship behaviors (OCB). On the basis of responses from 212 employees and their direct supervisors from the research and development department of a company in Mainland China, results support the hypothesized moderation effect. Specifically, the positive influence of transformational leadership on creative performance was significantly reduced for followers who were higher on trait PA (ΔR2 = .02, p < .05). The same pattern, in which followers' trait PA appeared to substitute for the influence of transformational leadership, generalized to the outcome of follower OCB as well (ΔR2 = .04, p < .01). In recent years, there has been increasing interest in positive organizational scholarship in general, including positive organizational behavior (POB) in particular. This work identifies organizational citizenship behavior (OCB) as a prototypical POB. Conceptualizing OCBs in this way is sensible in light of more than 30 years of research highlighting the desirable aspects of such behavior. At the same time, some researchers have raised questions about positive organizational scholarship and have called for a more balanced view of ostensibly positive behaviors. The purpose of this paper, then, is to take a more nuanced view of OCBs while highlighting the dark side of citizenship behavior. In doing so, we review conceptual and empirical work that has challenged the idea that OCBs are inherently positive. We also discuss research that seeks to develop a deeper understanding of the conditions under which OCB does more harm than good. Finally, important areas for future research and the practical realities facing scholars who seek to publish research investigating the dark side of citizenship are addressed as well. Thai food industry employs a massive number of skilled and unskilled workers. This may result in an industry with high incidences and accident rates. To improve safety and reduce the accident figures, this paper investigates factors influencing safety implementation in small, medium, and large food companies in Thailand. Five factors, i.e., management commitment, stakeholders’ role, safety information and communication, supportive environment, and risk, are found important in helping to improve safety implementation. The statistical analyses also reveal that small, medium, and large food companies hold similar opinions on the risk factor, but bear different perceptions on the other 4 factors. It is also found that to improve safety implementation, the perceptions of safety goals, communication, feedback, safety resources, and supervision should be aligned in small, medium, and large companies. 相似文献

Accidents in the process industry involve several interacting factors, including human and organizational factors (HOFs). A long-standing obstacle to HOFs analysis is lack of data. Accident reports are an essential data source to learn from the past and contain HOFs-related data, but they are usually unstructured text in a not standardized format. Some studies have explored the extraction of information automatically from accident reports based on Natural Language Processing (NLP) techniques. However, they were not dedicated to HOFs. Risk communication is considered an essential pillar in safety and risk science. This research develops a HOFs-focused risk communication framework based on the NLP techniques that can support risk assessment and mitigation. The proposed approach automatically extracts the target groups oriented “Who, When, Where, Why” (4Ws) information from accident reports.This framework was applied to explore the eMARS database. The results show that the “4Ws” skeleton of narratives has appreciated performance in pattern recognition and holistic information analysis. The graphical representation interfaces are designed to display the features of HOFs-related accidents, which can better be communicated to the sharp-end operators and decision-makers. 相似文献

The extensive literature on environmental justice has, by now, well defined the essential ingredients of cumulative risk,
namely, incompatible land uses and vulnerability. Most problematic is the case when risk is produced by a large aggregation
of small sources of air toxics. In this article, we test these notions in an area of Southern California, Southeast Los Angeles
(SELA), which has come to be known as Asthmatown. Developing a rapid risk mapping protocol, we scan the neighborhood for small
potential sources of air toxics and find, literally, hundreds of small point sources within a 2-mile radius, interspersed
with residences. We also map the estimated cancer risks and noncancer hazard indices across the landscape. We find that, indeed,
such large aggregations of even small, nondominant sources of air toxics can produce markedly elevated levels of risk. In
this study, the risk profiles show additional cancer risks of up to 800 in a million and noncancer hazard indices of up to
200 in SELA due to the agglomeration of small point sources. This is significant (for example, estimates of the average regional
point-source-related cancer risk range from 125 to 200 in a million). Most importantly, if we were to talk about the risk
contour as if they were geological structures, we would observe not only a handful of distinct peaks, but a general “mountain
range” running all throughout the study area, which underscores the ubiquity of risk in SELA. Just as cumulative risk has
deeply embedded itself into the fabric of the place, so, too, must intervention seek to embed strategies into the institutions
and practices of SELA. This has implications for advocacy, as seen in a recently initiated participatory action research project
aimed at building health research capacities into the community in keeping with an ethic of care. 相似文献

Grassroots environmental movements have recently started to question the focus on sustainable consumption as a main strategy to tackle climate change. They prefer to address individuals as citizens rather than as consumers, and focus on collective rather than individual change. Two prominent movements in this regard are Transition Towns and Climate Justice Action. While both movements criticise conventional approaches, they put forward entirely different strategies for what has to happen instead. Based on extensive qualitative research, this article analyses how these movements manifest themselves in Flanders (Belgium). The focus is on their different accounts of how and why collective practices have to be built, and the place they attribute to ‘the political’ in this. This paper explores the environmental inequalities of living in the floodplains of England and Wales and the differences in flood awareness of those 'at risk'. An area comparison is made between an etic, objective flood risk exposure, and an emic, subjective perception of that risk by social class. In all areas except the Midlands, the working classes were more likely to reside in the floodplains; the greatest exposure inequality is seen in the North East and Anglian regions. Flood awareness in the Anglian regions was much lower than average, but there were no significant class differences. In the Thames region, despite equal flood risk exposure between classes, the most deprived displayed the least awareness of flood risk. In the North East, inequalities in the distribution of flood risk exposure accompanied inequalities in perception, resulting in the least aware and most deprived experiencing the greatest flood risk. 相似文献

A new look at the psychological contract during organizational socialization: The role of newcomers' obligations at entry 下载免费PDF全文
Previous studies have demonstrated that the psychological contract is largely shaped during socialization. This study adopts a complementary perspective and analyzes how the psychological contract at the start of employment shapes the subsequent socialization process. Drawing upon social exchange theory, we propose that newcomers with a higher sense of their personal obligations at entry will perceive orientation training as more useful and develop better relationships with their supervisors and peers, which in turn will facilitate their work adjustment. Results of a longitudinal survey on a sample of 144 recruits from a European Army show that newcomers with a higher initial sense of their employee obligations toward their employer report higher perceived training utility, higher leader–member exchange (LMX) with their instructors, and higher team–member exchange (TMX) with their platoon peers. Moreover, perceived training utility and LMX predict the fulfillment of employers' obligations; and training utility predicts the level of newcomers' employee obligations. Finally, training utility, LMX, and TMX predict some of three indicators of newcomers' adjustment, namely, role clarity (training utility and LMX), group integration (TMX), and organizational values understanding (training utility). These results highlight how newcomers' obligations at the start of employment contribute to the social exchange dynamic underlying organizational socialization.
