根据近五年来我国道路交通安全状况的实际,针对目前我国道路交通安全管理的现状,本文就道路交通法规建设、道路交通安全宣传教育、道路交通执法、道路事故紧急救援措施等相关内容与日本、美国、欧洲交通发达国家进行了对比分析,以图找出我国现行的道路交通安全管理对策中的薄弱环节及完善的途径.

大型公共场所由于人群高度密集和财富高度集中的特点,其防灾减灾问题一直是城市防灾减灾的重点和难点,其风险性研究直接影响到城市防灾减灾安全工程建设及管理策略的制定实施.全面调研了国内外大型公共场所风险评价指标体系及评价方法的研究现状,分析了大型公共场所风险评价的重要地位,指出了大型公共场所风险评价方面存在的问题,并提出了有关大型公共场所风险评价方面的几点建议.     

基于系统动力学模型的影剧院人员疏散策略

随着社会的发展,人们对生命的重视程度日益增强,大型公共场所临灾情况下人员疏散问题的研究也越来越有实际意义.分析以往影剧院火灾事故可以发现,不正确的疏散逃生行为所引起的通道堵塞,是导致人员大量伤亡的一个主要原因.根据系统动力学原理,应用STELLA系统软件,建立了基于粗网络模型的人员疏散模型.以影剧院发生火灾为例,分析了采取不同疏散策略所产生的避难效果差异,找出了最佳的疏散策略.所提研究方法和建立的模型,对于合理设计疏散路线和优化建筑物的出口与通道结构具有一定的实用价值.     

大型公共场所人员疏散模型研究--考虑个体特性和从众行为

在引入元胞自动机概念的基础上,模拟分析了紧急情况下人员的疏散行为,并提出了一个新的疏散模型.该模型考虑了人员的个体差异和从众行为,并重点分析了各种情况下从众行为对疏散行为和疏散时间的影响.结果表明,从众行为与疏散场所中的人员密度、视野范围大小等都有很大关系,一般而言,从众行为将延缓人员疏散的时间.     

Food Security in Complex Emergencies: Enhancing Food System Resilience

This paper explores linkages between food security and crisis in different contexts, outlining the policy and institutional conditions needed to manage food security during a crisis and to rebuild the resilience of food systems in periods of relative peace. The paper reviews experiences over the past decade of countries in protracted crisis and draws lessons for national and international policy. It assesses the different alternatives on offer in fragile countries to address, for example, the disruption of institutional mechanisms and the decreasing level of support offered by international donors with respect to longer-term expectations. It proposes a Twin Track Approach to enhance food security resilience through specific policies for protracted crises that link immediate hunger relief interventions with a long-term strategy for sustainable growth. Finally, the article analyses policy options and the implications for both short- and longer-term responses vis-à-vis the three dimensions of food security: availability; access; and stability.

Ethological farm programs and the “market” for animal welfare

Ethological farm programs as they exist in Switzerland are compared with environmental farm programs in respect of demand and supply. Because animal welfare is not a public good but rather a relation that causes psychological externalities, the demand for animal welfare has a different standing in economic theory than the demand for a clean environment. The supply of animal welfare by farmers, however, largely follows the patterns known from the delivery of environmental goods. Farm size, age and education, and also family size and capital intensity are influencing variables. The paper concludes that the design of ethological farm programs should be based on broad public discussions as described by deliberation theorists rather than willingness-to-pay studies.
