Urban trees serve important environmental, social and economic functions, but similar to other natural endowments they are
not customarily depicted in monetary terms. The needs to augment protection, funding and community support for urban greening
call for proper valuation. Heritage trees (HTs), the cream of urban-tree stock, deserve special attention. Existing assessment
methods do not give justice to outstanding trees in compact cities deficient in high-caliber greenery, and to their social-cultural-historical
importance. They artificially separate evaluation from valuation, which should be a natural progression from the former. Review
of tree valuation methods suggested the formula approach to be more suitable than contingent valuation and hedonic pricing,
and provided hints on their strengths and weaknesses. This study develops an alternative formulaic expert method (FEM) that
integrates evaluation and valuation, maximizes objectivity, broadly encompasses the key tree, tree-environment and tree-human
traits, and accords realistic monetary value to HTs. Six primary criteria (dimension, species, tree, condition, location,
and outstanding consideration) branched into 45 secondary criteria, each allocated numerical marks. Each primary criterion
was standardized to carry equal weight, and a tree's maximum aggregate score is capped at 100. A Monetary Assignment Factor
(MAF) to consign dollar value to each score unit was derived from three-year average per m2 sale price of medium-sized residential flats. The applicability of FEM was tested on selected HTs in compact Hong Kong. The
aggregate score of a tree multiplied by MAF yielded monetary value, which was on average 66 times higher than the result from
the commonly-adopted Council of Tree and Landscape Appraisers method. The computed tree values could be publicized together
with multiple tree benefits to raise understanding and awareness and rally support to protect HTs. The property-linked FEM
could be flexibly applied to other cities, especially to assess HTs in compact developing cities. 相似文献
Objective: Intersection movement assist (IMA) has been recognized as one of the prominent countermeasures to reduce angle crashes at intersections, which constitute 22% of total crashes in the United States. Utilizing vehicle-based sensors, vehicle-to-vehicle (V2V), and vehicle-to-infrastructure (V2I) communications, IMA offers extended vision to provide early warning for an imminent crash. However, most of IMA-related research implements their methods and strategies only in simulations, test tracks, or driving simulator studies that have quite a few assumptions and limitations and hence the effectiveness evaluations reported may not be transferable or comparable.
Methods: This study seeks to develop a generalized evaluation scheme that can be used not only to assess the effectiveness of IMA on improving traffic safety at intersections but to facilitate comparisons across similar studies. The proposed evaluation scheme utilizes the concepts of traffic conflict in terms of time-to-collision (TTC) as a crash surrogate. This approach avoids the issue of having insufficient crash frequency data for system evaluation. To measure the effectiveness of IMA on reducing traffic conflicts, a relative risk is calculated for comparing the risk of with/without using the IMA. As a proof-of-concept study, this study applied the proposed evaluation scheme and reported the effectiveness of IMA on improving traffic safety in a field operation test (FOT). Seven test scenarios were conducted at 4 intersections, and a total of 40 participants were recruited to use the IMA for 6 months.
Results: It was estimated that IMA users have 26% fewer conflicts with TTC less than 5 s and have 15% fewer conflicts with TTC less than 4 s. However, the results vary across different sites and different definitions of conflicts in terms of TTC.
Conclusions: Overall, IMA is promising to effectively reduce angle crashes related to sight obstruction and has potential to reduce not only crash frequency but crash severity. 相似文献
Background. Unsafe behavior is closely related to occupational accidents. Work pressure is one the main factors affecting employees’ behavior. The aim of the present study was to provide a path analysis model for explaining how work pressure affects safety behavior. Methods. Using a self-administered questionnaire, six variables supposed to affect safety employees’ behavior were measured. The path analysis model was constructed based on several hypotheses. The goodness of fit of the model was assessed using both absolute and comparative fit indices. Results. Work pressure was determined not to influence safety behavior directly. However, it negatively influenced other variables. Group attitude and personal attitude toward safety were the main factors mediating the effect of work pressure on safety behavior. Among the variables investigated in the present study, group attitude, personal attitude and work pressure had the strongest effects on safety behavior. Conclusion. Managers should consider that in order to improve employees’ safety behavior, work pressure should be reduced to a reasonable level, and concurrently a supportive environment, which ensures a positive group attitude toward safety, should be provided. The association between safety climate, job satisfaction and turnover intention has not been thoroughly researched. This research is needed so that safety researchers and practitioners can begin to delineate the impact of safety on organizational and business outcomes. A path analysis was completed using data from a national sample of workers from the USA (n?=?1525). The overall fit of the model was excellent and analyses determined that both training and resource adequacy positively affected safety climate and job satisfaction. Safety climate also positively influenced job satisfaction. Both safety climate and job satisfaction were negatively associated with respondents’ turnover intention. In the study, the relationship between job satisfaction and turnover intention is reiterated in a sample of workers across many industries. This study is novel because it is one of the first studies to confirm that turnover intention is reduced with increased safety climate in a diverse sample of workers. 相似文献
In order to enhance Chinese workers’ occupational safety awareness, it is essential to learn from developed countries’ experiences. This article investigates thoroughly occupational safety and health (OSH) in China and the UK; moreover, the article performs a comparison of Chinese and British OSH training-related laws, regulations and education system. The following conclusions are drawn: China’s work safety continues to improve, but there is still a large gap compared with the UK. In China a relatively complete vocational education and training (VET) system has been established. However, there exist some defects in OSH. In the UK, the employer will not only pay attention to employees’ physiological health, but also to their mental health. The UK’s VET is characterized by classification and grading management, which helps integrate OSH into the whole education system. China can learn from the UK in the development of policies, VET and OSH training. 相似文献
Industrial workplaces pose concurrent hazards to the upper part of the head and the eyes. Under the circumstances, workers may use protective helmets in conjunction with protective goggles or spectacles. In order to assess the compatibility of this equipment, a method and a test stand for evaluating the behavior of safety helmets and protective goggles/spectacles upon the impact of a falling weight were designed. The results of tests concerning the displacement and deformation of helmets and spectacles/goggles, the forces acting on the helmets, as well as the forces exerted by the spectacles/goggles on the headform upon falling weight impact are presented. The results revealed the ways in which the tested equipment interacted with each other. The influence of equipment construction on the test results was analyzed and inferences concerning the safety of the studied protective devices were made. To explore the relationships between human factors and accident proneness of coal mine workers, the depth perception, dark adaptation and vigilance abilities of 239 Chinese coal mine workers were tested and their accident proneness was surveyed with an accident proneness questionnaire. The results indicated that dark adaptation and vigilance abilities of the mine workers declined with increasing age. Vigilance had a significant negative relationship with accident proneness. There were significant differences in vigilance between coal mine workers doing different types of work. Individual difference in vigilance was relevant to the type of work that an individual did in a coal mine. The dark adaptation index had a significant positive relationship with accident proneness. Coal mine workers with weaker dark adaptation ability were also more accident prone. Some ergonomics recommendations concerning coal mine safety management in China are proposed. 相似文献
Objective: The objective of this study was to identify and quantify the motorcycle crash population that would be potential beneficiaries of 3 crash avoidance technologies recently available on passenger vehicles.
Methods: Two-vehicle crashes between a motorcycle and a passenger vehicle that occurred in the United States during 2011–2015 were classified by type, with consideration of the functionality of 3 classes of passenger vehicle crash avoidance technologies: frontal crash prevention, lane maintenance, and blind spot detection. Results were expressed as the percentage of crashes potentially preventable by each type of technology, based on all known types of 2-vehicle crashes and based on all crashes involving motorcycles.
Results: Frontal crash prevention had the largest potential to prevent 2-vehicle motorcycle crashes with passenger vehicles. The 3 technologies in sum had the potential to prevent 10% of fatal 2-vehicle crashes and 23% of police-reported crashes. However, because 2-vehicle crashes with a passenger vehicle represent fewer than half of all motorcycle crashes, these technologies represent a potential to avoid 4% of all fatal motorcycle crashes and 10% of all police-reported motorcycle crashes.
Discussion: Refining the ability of passenger vehicle crash avoidance systems to detect motorcycles represents an opportunity to improve motorcycle safety. Expanding the capabilities of these technologies represents an even greater opportunity. However, even fully realizing these opportunities can affect only a minority of motorcycle crashes and does not change the need for other motorcycle safety countermeasures such as helmets, universal helmet laws, and antilock braking systems. 相似文献
