Many European countries, including Norway, have a right of common access tradition toward wildland areas for recreational
activity. The “right of any one to move freely over all wildlands except farm fields and gardens” can serve as a paradoxical
barrier to managing wildland areas and users for outdoor recreation. This article discusses the apparent paradox between free
access and management of wildland recreation, the underlying principles of both concepts, and proposes an integrative basis
for how the two concepts can serve the same major goal—freedom of access and use of wildland recreation areas without disturbance
to other users or the resource base. A Norwegian field study is presented with campfire data and management strategies to
illustrate the integrative nature of common access and wilderness management principles for the managing of wildland recreation

ABSTRACT: A public attitude survey was developed by a citizen committee and mailed to all residences (14,747) in the planned, suburban community of Reston, Virginia, which is responsible for maintaining four small, recreational impoundments. Over 18 percent of survey forms were returned, and characteristics of the survey sample suggest that the suite of respondents was representative of the Reston community as a whole. Of those respondents indicating a preferred lake use, 48 percent chose walking or looking as most important; boating as second at 27 percent; and fishing was third, favored by only 8 percent. Citizens feel strongly (94 percent) that the lakes are valuable community assets. Appearance was the characteristic most valued by 62 percent of respondents, and 58 percent considered degradation of water quality either the first or second most important ecological issue affecting local lakes. These findings provide a decisive public mandate for lake management activities related to visual quality. In response to this survey, the Reston Association, a homeowners' organization responsible for the lakes, increased public access of visual enjoyment, intensified litter control, expanded activities in public education on lake management and ecology, and continued a long-term program of water quality monitoring. 相似文献

Exposing food violences – hunger,malnutrition, and poisoning from environmentalmismanagement – requires policy action thatconfronts the structured invisibility of theseviolences. Along with the hidden deprivation offood is the physical and political isolation ofcritical knowledge on food violences and needs,and for policy strategies to address them. Iargue that efforts dedicated on behalf of ahuman right to food can benefit from thetheoretical analysis and activist work of theinternational Women's Rights are Human Rights(WRHR) movement. WRHR focuses on women andgirls; the food rights movement operates onbehalf of all people, with an emphasis on thepoor. Both attend to the protection of bodilyintegrity against physical and psychicviolences. Both cope with bodily violences thatare socially privatized and spatiallysegregated from public institutions of relief,that is, they are tacitly omitted from publicdiscourse and purview. Most typically, but notexclusively, these violences unfold in privatehousehold space. Both rights movements mustmobilize political rights to demand economicand social rights and security. I introduce theUnited Nations' early Declaration (1948) andCovenant (1966) language on the human right tofood and review problems of household accessand grassroots engagement that are ``writteninto' this early documentation. An abbreviatedoverview of the WRHR movement describes how thepublic/private and economic/political rightsdichotomies have been critiqued andre-formulated. 从系统平台、通讯网络、数据库和业务应用系统 4个方面 ,分析了影响铁路行包营运管理信息系统安全的主要因素。借鉴国际标准化组织 (ISO)提出的开放式系统互联参考模型 (OSI RM )和Manager Agent模式 ,设计了层次型安全监控仿真系统 ,并在UnicenterTNG软件平台上进行了实现。实验结果表明 ,该仿真系统能够较好地实现对行包营运管理信息安全以及业务流程的监视。 相似文献

采用实证分析的方法,以云南省为例,选取影响云南省粮食产量的8个因素(耕地面积、粮食播种面积、粮食单产、有效灌溉面积、化肥施用量、受灾面积、农业机械总动力、农村用电量),并根据这8个因素对2000-2004年的原始统计数据进行了灰色关联度分析和因子分析。经研究表明,影响云南省粮食产量的因素可以归纳为农业土地利用状况和农业现代化水平,具体体现在耕地面积、粮食播种面积、粮食单产、化肥施用量、有效灌溉面积、农业机械总动力这6个方面。根据研究结论和目前云南省粮食产量的现状,提出了解决云南省粮食安全的对策与建议。 相似文献

The humanitarian crisis in Darfur remains extremely serious. The optimism that followed the signing of the Abuja Peace Accord was followed by a rapid deterioration in security on the ground in part associated with increasing factionalism in various rebel movements. This paper briefly reviews the evolution of the crisis, its impact on lives and livelihoods and the response by the World Food Programme (WFP) to June 2006. The major challenges and issues facing the food aid programme in the previous 18 months included: dealing with insecurity while maintaining or even extending programme outreach; the need to link protection with assistance more explicitly; and determining the wider impact of food aid programming on the processes and institutions linked with the conflict. The paper discusses the main strategic issues facing WFP in the future such as: integrating security and protection with needs assessments and operational decisions, broadening response strategies beyond food aid and bringing livelihoods to the fore, the need to review cost-efficiency, promoting partnerships and strengthening national and regional capacities. 相似文献
