Although protected areas represent a pivotal response to escalating anthropogenic threats, they face many pressures, inside and outside their boundaries. Amid these challenges, effective conservation is guided by evidence-based decision making supported by dynamic processes of learning and knowledge exchange. Although different models promote knowledge exchange, embedding research scientists within conservation agencies is best suited to supporting evidence-based conservation. Based on available literature and our experiences on several continents, we considered the benefits, challenges, and opportunities associated with embedding research scientists within conservation agencies and the research required to better understand the effectiveness of the embedding model for evidence-based conservation. Embedded researchers provide long-term commitment to building social capital among academic and nonacademic stakeholders; act as skilled gatekeepers who increase 2-way flow of knowledge between scientists and managers; attract, coordinate, and support management-relevant external research projects; drive the design and maintenance of long-term monitoring; and align their research with information needs. Notwithstanding the many benefits, research capacity of conservation agencies is declining worldwide. A significant challenge is that the values, structures, functions, and effectiveness of the embedding model of knowledge exchange remain poorly evaluated and documented. Also, embedded researchers have to balance their desire for creativity and flexibility with the standardization and quality control required by their public sector agencies; may be perceived as not credible because they are not truly independent of their agency; and have to couple scientific productivity with skills for transdisciplinary research, social facilitation, and stakeholder engagement. Systematic research on embedding and other models of knowledge exchange, across different world contexts, is required to better understand the benefits, costs, and institutional arrangements associated with different models.  相似文献

Knowledge co‐production and boundary work offer planners a new frame for critically designing a social process that fosters collaborative implementation of resulting plans. Knowledge co‐production involves stakeholders from diverse knowledge systems working iteratively toward common vision and action. Boundary work is a means of creating permeable knowledge boundaries that satisfy the needs of multiple social groups while guarding the functional integrity of contributing knowledge systems. Resulting products are boundary objects of mutual interest that maintain coherence across all knowledge boundaries. We examined how knowledge co‐production and boundary work can bridge the gap between planning and implementation and promote cross‐sectoral cooperation. We applied these concepts to well‐established stages in regional conservation planning within a national scale conservation planning project aimed at identifying areas for conserving rivers and wetlands of South Africa and developing an institutional environment for promoting their conservation. Knowledge co‐production occurred iteratively over 4 years in interactive stake‐holder workshops that included co‐development of national freshwater conservation goals and spatial data on freshwater biodiversity and local conservation feasibility; translation of goals into quantitative inputs that were used in Marxan to select draft priority conservation areas; review of draft priority areas; and packaging of resulting map products into an atlas and implementation manual to promote application of the priority area maps in 37 different decision‐making contexts. Knowledge co‐production stimulated dialogue and negotiation and built capacity for multi‐scale implementation beyond the project. The resulting maps and information integrated diverse knowledge types of over 450 stakeholders and represented >1000 years of collective experience. The maps provided a consistent national source of information on priority conservation areas for rivers and wetlands and have been applied in 25 of the 37 use contexts since their launch just over 3 years ago. When framed as a knowledge co‐production process supported by boundary work, regional conservation plans can be developed into valuable boundary objects that offer a tangible tool for multi‐agency cooperation around conservation. Our work provides practical guidance for promoting uptake of conservation science and contributes to an evidence base on how conservation efforts can be improved.  相似文献

In this research, we develop a framework for understanding the emergence of transactive memory systems (TMS) in project‐based teams characterized by different levels of group level positive affectivity (PA) and negative affectivity (NA). With a focus on enhancing understanding of the means of transmission, we test the mediating role played by group level psychological safety (PS) in the relationship between team affectivity and TMS. From a sample of 107 software implementation project teams, in a lagged field study, we find support for a mediated model in which high group NA, but not group PA, promotes environments psychologically unsafe for interpersonal risk‐taking (low PS) and which are negatively associated with TMS. This study extends prior research on the differential effects of PA and NA, by contributing to the limited research on group affectivity, environmental antecedents of TMS, and the mediating role of PS for predicting group level transactive processes and structures. Although Africa has many threatened species and biological hot spots, there are few citizen science schemes, particularly in rural communities, and there has been limited evaluation of existing programs. We engaged traditional Maasai warriors (pastoralist men aged 15 to 35) in community‐based conservation and demographic monitoring of a persecuted African lion (Panthera leo) population. Through direct engagement, we investigated whether a citizen science approach employing local warriors, who had no formal education, could produce reliable data on the demographics, predation, and movements of a species with which their communities have been in conflict for generations. Warriors were given benefits such as literacy training and skill enhancement and engaged in the monitoring of the lions. The trained warriors reported on lion sign across an area nearly 4000 km2. Scientists worked together with the warriors to verify their reports and gather observations on the lion population. Using the verified reports and collected observations, we examined our scientific knowledge relative to the lion population preceding and during the citizen science program. Our observations showed that data quality and quantity improved with the involvement and training of the participants. Furthermore, because they engaged in conservation and gained personal benefits, the participants came to appreciate a species that was traditionally their foe. We believe engaging other local communities in biodiversity conservation and monitoring may be an effective conservation approach in rural Africa.  相似文献

To help stem the continuing decline of biodiversity, effective transfer of technology from resource‐rich to biodiversity‐rich countries is required. Biodiversity technology as defined by the Convention on Biological Diversity (CBD) is a complex term, encompassing a wide variety of activities and interest groups. As yet, there is no robust framework by which to monitor the extent to which technology transfer might benefit biodiversity. We devised a definition of biodiversity technology and a framework for the monitoring of technology transfer between CBD signatories. Biodiversity technology within the scope of the CBD encompasses hard and soft technologies that are relevant to the conservation and sustainable use of biodiversity, or make use of genetic resources, and that relate to all aspects of the CBD, with a particular focus on technology transfer from resource‐rich to biodiversity‐rich countries. Our proposed framework introduces technology transfer as a response indicator: technology transfer is increased to stem pressures on biodiversity. We suggest an initial approach of tracking technology flow between countries; charting this flow is likely to be a one‐to‐many relationship (i.e., the flow of a specific technology from one country to multiple countries). Future developments should then focus on integrating biodiversity technology transfer into the current pressure‐state‐response indicator framework favored by the CBD (i.e., measuring the influence of technology transfer on changes in state and pressure variables). Structured national reporting is important to obtaining metrics relevant to technology and knowledge transfer. Interim measures, that can be used to assess biodiversity technology or knowledge status while more in‐depth indicators are being developed, include the number of species inventories, threatened species lists, or national red lists; databases on publications and project funding may provide measures of international cooperation. Such a pragmatic approach, followed by rigorous testing of specific technology transfer metrics submitted by CBD signatories in a standardized manner may in turn improve the focus of future targets on technology transfer for biodiversity conservation.  相似文献

When sudden catastrophic events occur, it becomes critical for coastal communities to detect and respond to environmental transformations because failure to do so may undermine overall ecosystem resilience and threaten people's livelihoods. We therefore asked how capable of detecting rapid ecological change following massive environmental disruptions local, indigenous people are. We assessed the direction and periodicity of experimental learning of people in the Western Solomon Islands after a tsunami in 2007. We compared the results of marine science surveys with local ecological knowledge of the benthos across 3 affected villages and 3 periods before and after the tsunami. We sought to determine how people recognize biophysical changes in the environment before and after catastrophic events such as earthquakes and tsunamis and whether people have the ability to detect ecological changes over short time scales or need longer time scales to recognize changes. Indigenous people were able to detect changes in the benthos over time. Detection levels differed between marine science surveys and local ecological knowledge sources over time, but overall patterns of statistically significant detection of change were evident for various habitats. Our findings have implications for marine conservation, coastal management policies, and disaster‐relief efforts because when people are able to detect ecological changes, this, in turn, affects how they exploit and manage their marine resources. Managing complex emergency situations is a challenging task, mainly due to the heterogeneity of the partners involved and the critical nature of such events. Whatever approach is adopted to support this objective, one unavoidable issue is knowledge management. In the context of our research project, gathering, formalising and exploiting all the knowledge and information about a given crisis situation is a critical requirement. This paper presents some research results concerning this specific topic: from a theoretical point of view, the generic dimensions of crisis characterisation are defined, while from a technical point of view, we describe a software solution able to collect that knowledge (based on meta‐models and ontologies). This is used to confront the characteristics of the situation (context) with characteristics of the resources (relief system) in order to design a suitable response. Finally, an illustrative example concerning a crash between a tanker truck and a train is described.  相似文献

There is a long history of fire management in African savannas, but knowledge of historical and current use of fire is scarce in savanna-woodland biomes. This study explores past and present fire management practices and perceptions of the Khwe (former hunter-gatherers) and Mbukushu (agropastoralists) communities as well as government and non-government stakeholders in Bwabwata National Park in north-east Namibia. Semi-structured interviews and focus groups were used in combination with satellite data (from 2000 to 2015), to investigate historical and current fire management dynamics. Results show that political dynamics in the region disrupted traditional fire practices, specifically a policy of fire suppression was initiated by colonial governments in 1888 and maintained during independence until 2005. Both the Khwe and Mbukushu communities use early season (i.e. between April and July) fires for diverse interrelated historical and current livelihood activities, and park management for managing late season fires. The Mbukushu community also use late season burns to prepare land for crops. In this study, we use a pyrogeographic framework to understand the human dimension of fires. This study reveals how today’s fire management practices and policies, specifically the resurgence of early season burning are entrenched in the past. Understanding and acknowledging the social and cultural dynamics of fire, alongside participatory stakeholder engagement is critical for managing fires in the future.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01351-7) contains supplementary material, which is available to authorized users.  相似文献
