建立应急救援公司的可行性研究   总被引:1,自引:0,他引:1  
目前,我国企业比较分散,生产安全形势严峻。通过对应急救援现状分析,发现我国现有的应急救援组织不足以应对所有事故的应急救援,而且缺乏综合性应急救援能力,从而不能有效地防止一些事故的扩大。根据面临的这些情况,提出建立应急救援公司的构想。在对应急救援公司进行概述后,分析了其与专业应急救援队伍的区别与联系。为了能够突出应急救援公司的重要性,从法制化建设、市场需求、可操作性和政策支持及经费保障等方面对建立应急救援公司的可行性进行分析,并阐述了其现实作用。结果表明,应急救援公司的建立在一定程度上可以有效地解决应急救援人员不足、应急能力不高等问题,优化我国应急救援队伍结构,促进应急救援水平的提高。  相似文献

分析了国内安全生产监管队伍建设现状,总结提出了我国在安全生产监管队伍建设方面存在的职责界限不清、内部监察工作不规范、人员能力不高、安全生产监管信息系统建设滞后等问题。结合国外安全监管队伍建设经验,制定了覆盖从"入"到"出"、全过程的能力培养和保障框架,提出了制定安全生产监管条例、实施监督与管理分离、合理设置各级监督机构职责分工、实施分级监督、强化监管队伍能力建设、建立安全生产监管信息系统、实施安全生产内部监察制度的对策。研究结果对增强我国安全监管队伍能力,提高安全监管水平具有参考意义。  相似文献

Although researchers have often found positive relationships between organizational citizenship behavior (OCB) and performance rating, very few studies have scrutinized the team contexts in which such relationships exist. This study examines how OCB influences job performance ratings within different team cultures, as measured by team collectivism and individualism. On the basis of multilevel data collected from 81 teams working at a multinational bank in Hong Kong, team collectivism and individualism were found to moderate the OCB–performance rating relationship such that OCB targeting individuals improved rated performance in highly collectivistic teams only, whereas only organizational OCB produced a significant improvement in highly individualistic teams. Team working is the basic way of working in the control rooms of hazardous technologies and therefore its quality is a safety-relevant issue. In addition to the technological competence it is also crucial for the crews to have the necessary communicational skills. During simulator training these skills can only be improved if the simulator use is embedded in an appropriate setting. To support this skill acquisition a computer-supported methodology called COSMOS (COmputer Supported Method for Operators’ Self-assessment) has been developed. With its help more effective communication and more complete shared mental models can be fostered. The aim of an ergonomics intervention conducted in the tire manufacturing industry was to improve working conditions. Before the start, a senior manager supported the intervention. Participants were divided into teams and trained. After observing the overall performance of the teams, over 100 improvements were successfully implemented. After the improvements, there were statistically significant differences in annual and weekly prevalence of, and annual disability reported for, the upper back, the lower back, knees and wrists between before and after intervention. The annual prevalence of upper back, lower back, knee and wrist complaints decreased from, respectively, 60.3%, 50.2%, 28.9%, 25.8% before the intervention to 31.3%, 35.9%, 17.1%, 20.7% after the intervention. Significant factors were training and supportive environment based on full commitment of the top management.  相似文献

After a survey of all the English language social science literature and a review of several case histories, the Disaster Research Center compiled a number of observations on sheltering and housing following sudden onset disasters which are summarized here. The study is aimed at increasing our knowledge of American peace-time disasters. The four different phases: emergency and temporary sheltering and emergency and temporary housing are defined and discussed. There seems to be little disaster planning and often the co-ordination of relief efforts is inefficient. It appears that communities could be better informed and that more research is necessary in order to understand and evaluate these phenomena properly. 数量(密度)特征是动物种群的一个重要特征,是定点研究一个野生种群生态的一项非常重要的基础工作.其数量和年龄结构为进一步分析其种群的密度、移动、巢域和核域,尤其是为种群动态提供依据,也是珍稀动物保护和资源动物管理利用的先行工作和重要组成部份.关于野生动物种群数量的具体统计方法,有不少的文章报道,然而从动物的空间分布格局来研究大型脊椎动物却较为少见,这主要是受研究方法的限制.为此,作者对此进行了改进,提出了一种新的研究方法:临时空间样方法,并将其应用到冶勒自然保护区林麝的数量调查研究中去.结果表明:(1)集聚分布指数CA=12.09,说明冶勒自然保护区的林麝有较高的集聚度;(2)林麝粪堆在野外的分布属于聚集分布,并与负二项分布拟合较好;(3)在冶勒自然保护区,生活有62~98只左右的林麝,其密度为:1.0~1.6只/km^2.林麝在冶勒自然保护区呈现聚积分布的原因是由于环境和人类活动因素造成的.图1表2参24  相似文献
