The present paper addresses the conservation planning and management issues of terrestrial ecosystems with particular insight to small islands (with examples of application in the Macaronesian archipelagos of Cape Verde, Canaries, Madeira and Azores). It analyses specific conservation planning and management approaches and proposes concrete characterization and evaluation frameworks able to support decision and management processes ensuring an active and participative involvement of all concerned stakeholders. These methodological perspectives involve not only new paradigmatic approaches to the process of characterization and evaluation of environmental elements and processes as well as their use and disturbance through land use, but also regarding the individual and collective perspectives regarding benefice and supporting management behaviours. Some examples from islands of the Macaronesian archipelagos, in particular Pico in the archipelago of Azores and Santiago in the Cape Verde archipelago, are used to illustrate some possible management approaches, involving the consideration of the entire island as a conservation object and mobilizing their actors (individuals, groups, administrations or other organizations) as conscious, participative stakeholders. These examples involve possible land use and management changes and trade-off processes specific to each island that are listed and explained.  相似文献

Grassland to cropland conversion in the northern prairie of the United States has been a topic of recent land use change studies. Within this region more corn and soybeans are grown now (2017) than in the past, but most studies to date have not examined multi-decadal trends and the synergistic web of socio-ecological driving forces involved, opting instead for short-term analyses and easily targeted agents of change. This paper examines the coalescing of biophysical and socioeconomic driving forces that have brought change to the agricultural landscape of this region between 1980 and 2013. While land conversion has occurred, most of the region’s cropland in 2013 had been previously cropped by the early 1980s. Furthermore, the agricultural conditions in which crops were grown during those three decades have changed considerably because of non-biophysical alterations to production practices and changing agricultural markets. Findings revealed that human drivers played more of a role in crop change than biophysical changes, that blending quantitative and qualitative methods to tell a more complete story of crop change in this region was difficult because of the synergistic characteristics of the drivers involved, and that more research is needed to understand how farmers make crop choice decisions.  相似文献

A systematic review of literature on community resilience measurement published between 2005 and 2014 revealed that the profound lack of clarity on risk and resilience is one of the main reasons why confusion about terms such as adaptive capacity, resilience, and vulnerability persists, despite the effort spared to operationalise these concepts. Resilience is measured in isolation in some cases, where a shock is perceived to arise external to the system of interest. Problematically, this contradicts the way in which the climate change and disaster communities perceive risk as manifesting itself endogenously as a function of exposure, hazard, and vulnerability. The common conceptualisation of resilience as predominantly positive is problematic as well when, in reality, many undesirable properties of a system are resilient. Consequently, this paper presents an integrative framework that highlights the interactions between risk drivers and coping, adaptive, and transformative capacities, providing an improved conceptual basis for resilience measurement.  相似文献

PROBLEM: Prior research has demonstrated that suspended/revoked drivers pose a significant traffic risk, but until now little has been known about whether, and if so how, this risk varies as a function of the reason for suspension/revocation. METHOD: This study classifies suspended/revoked drivers into subgroups based on their reason for suspension/revocation, and then develops demographic and driving record profiles for each group. Separate driving record profiles are developed for the following traffic safety indicators, measured 3 years prior to the suspension/revocation action: (a) total crashes, (b) fatal/injury crashes, (c) total traffic convictions, and (d) total incidents (crashes + convictions). RESULTS: The findings clearly show that: (a) suspended/revoked drivers are a heterogeneous group, both demographically and in their driving behavior; (b) some suspended drivers, such as those suspended/revoked for a non-driving offense, have low traffic risks that are not much higher than those of validly-licensed drivers, and; (c) all suspended groups have elevated crash and conviction rates, compared to validly-licensed drivers. DISCUSSION: The implications of these findings for current laws and policies targeting suspended/revoked drivers are discussed, and recommendations for improving these laws/policies are presented. Vietnam is a tropical to subtropical country located on the eastern Asian coast where the Red (Song Hong) and Mekong rivers discharge into the sea. The catchments of these two transboundary rivers cover parts of six countries, and their water and sediment discharges greatly influence the coastal seas of Vietnam. The impact of human activities include changes in the supply and distribution of water, sediments, and nutrients; changes in the relationships and balance among dynamically interacting factors and processes; and changes in the quality of the coastal and marine environments due to the increased use and accumulation of pollutants and the loss of habitats. These impacts have resulted in increasing unpredictability and severity of coastal problems such as floods, erosion, sedimentation, and saltwater intrusion; environmental pollution; and the degradation of ecosystems, with accompanying decrease in biodiversity and fishery productivity.  相似文献

PROBLEM: In most countries, drivers licensing systems usually include teaching some aspects of using safety equipment (e.g., airbags and seat belts). However, there is now evidence worldwide that such education is inadequate, as indicated by, for example, the overrepresentation of young drivers who do not use seat belts. METHOD: A randomized controlled study was conducted in Sweden to evaluate the effects of visiting a facility known as a "safety hall" in combination with the mandatory skid training. The results were assessed to determine the effects of the knowledge and attitudes of learner drivers in the following subjects: airbags, securing loads, seat belts, sitting posture, speed, and tires. An experimental group and a control group comprising 658 and 668 learners, respectively, answered identical questionnaires on three different occasions (pretest, posttest 1, and posttest 2). RESULTS: The results show that, for most of the topics considered, knowledge and attitudes in both groups were better at posttest 2 than at the pretest, and in general, the best knowledge and attitudes were found in the experimental group. The combined safety/skid training seems to have had the greatest effect on seat belts and loads. The findings also indicate that the safety halls can be further improved to achieve an even better effect. IMPACT ON TRAFFIC SAFETY: The use of safety halls has improved the knowledge and attitudes of learner drivers concerning several important areas related to traffic safety. Since knowledge and attitudes are important predictors of behavior, implementing safety halls can be expected to lead to improvements, especially regarding the use of safety belts and securing loads.  相似文献

Method: A statewide telephone survey of Michigan drivers and former drivers aged 65 and older collected information on transportation mode choices, experience with alternatives to driving, and whether drivers planned for when they could no longer drive. Results: Results showed that most older adult households owned at least one automobile, and that the automobile was the primary mode of transportation. Most former drivers obtained rides from relatives and friends. Use of public transportation was low, and some seniors were not aware of available public transportation services. Older drivers did not plan for driving cessation. Over half the drivers who perceived a likelihood of driving problems within 5 years expected to keep driving beyond 5 years. Impact on industry: Because of their lifelong reliance on the automobile, their desire to drive themselves, and their lack of experience with public transportation, efforts to enhance the mobility of older people should consider this background while alternatives to the personal automobile are developed.  相似文献

PROBLEM: To determine patterns of risk among teenage drivers. METHOD: Review and synthesis of the literature. RESULTS: On most measures, crash rates during the teenage years are higher than at any other age, for both males and females. Risk among teenagers varies greatly by driving situation; it is particularly low in some situations (e.g., the learner period) and particularly high in others (e.g., right after licensure, late at night, with passengers present). In some of these high-risk driving situations, risk is elevated for drivers of all ages (e.g., late night driving), in others risk is elevated more for teens than adults (e.g., driving after consuming alcohol), and in others the risk is unique to teen drivers (e.g., having passengers). IMPACT ON RESEARCH, PRACTICE, AND POLICY: These varying patterns of risk form the basis for graduated licensing systems, which are designed to promote low-risk and discourage high-risk driving.  相似文献

On November 5-7, 2002, the Symposium on Graduated Driver Licensing in Chatham, MA, brought together 75 researchers and practitioners from the United States, Canada, Australia, and New Zealand to document the current science of graduated driver licensing (GDL) and to outline research needs. Participants reviewed 12 background papers and discussed the papers in depth. The symposium's background papers are published in this issue of the Journal of Safety Research.This paper summarizes and provides a quick reference to information from the symposium papers and participant discussions. It cites the 12 symposium papers, which in turn provide more information and cite original sources. Issues and recommendations not followed by a citation were raised in the symposium discussions.This paper is divided into seven sections. The first six sections summarize information from the symposium papers and discussions. The sections are: (1) The need for graduated driver licensing; (2) Effectiveness of GDL as implemented; (3) The learner's permit phase; (4) The provisional license phase; (5) The roles of teens, parents, and public agencies; and (6) Enacting and implementing GDL. In each of these six sections, research needs are classified as either high priority (important for designing and implementing effective GDL programs) or lower priority (useful but not critical for GDL at this time).The final section summarizes the discussion of research issues and priorities from the symposium's closing session. This section has three topics: general research, issues involving parents, and issues involving graduated licensing legislation and implementation. It presents participants' collective views on both broad priorities and specific issues.In providing a concise summary of presentations and discussions from the symposium, this paper necessarily omits some information and points of discussion. The views and judgments expressed are the authors' best attempt to capture the symposium's consensus, but they do not necessarily represent the views of the authors, their organizations, or any other individual symposium participant.
