The risk posed by natural hazards to the technological systems is known as Natech risk. It is different from the more widely known and studied risk posed by such sites to the environment and society. Though currently, available risk assessment techniques recognize Natech, the specific qualitative technique for Natech risk assessment and reduction has not yet been developed. After analyzing past data of Natech accidents, relevant guide words have been suggested in this study. These guide words will help anticipate Natech risk and visualize the Natech scenario. Hazardous extent predictions that ensure process safety while avoiding overestimation have been a challenge for hazardous area classification. Specific leak scenarios can be addressed to build rapid empirical models to accurately determine hazardous extent considering several factors that are not included in general approaches. In view of that, this work aims to propose a novel CFD-based empirical model for gas emissions in open and unobstructed areas. It considers a wide range of variables such as storage temperature and pressure, orifice diameter, molecular weight, gas concentration, and wind velocity. A sensitivity analysis was performed to evaluate each variable's contribution to the gas cloud extent. The linear regression model resulting from the combination of all variables contribution was coupled with Ewan and Moddie's model to minimize the prediction errors due to the non-monotonic wind effects. The suggested algorithm accurately calculates the hazardous extent with a coefficient of determination equals to 0.9842 and a RMSE of 0.0151 for a dataset of 600 cases of generic gases release. The proposed model was also validated for 60 cases of hydrogen releases under different storage conditions, giving a coefficient of determination equal to 0.9829 and a RMSE of 0.0680, indicating a good agreement with the data. 相似文献

The hazardous chemicals maritime transportation system (HCMTS) belongs to a typical complex tech-social system, which is comprised of multiple functions with interactions. To quantitatively assess the risks triggered by failure coupling links (CLs) between upstream and downstream functions, a hybrid method integrating the Functional Resonance Analysis Method (FRAM), fuzzy set theory, and risk matrix is proposed in the present study. A total of 10 essential functions and 16 CLs involved in HCMTS were identified by FRAM. The fuzzy set theory was adopted to aggregate the weights of risk consequence and likelihood for CLs. A risk matrix with a continuous scale was utilized to assess and rank the CLs’ risks. The results have been demonstrated by the comparisons, indicated that the risk indexes (RIs) of the CLs between the functions < Consignment of HCs> and <Undertaking the transportation>, <Consignment of HCs> and <Declaration of HCs>, <Loading HCs in port> and <Ship navigation at sea > are higher in the whole chain of HCMTS. 相似文献

In recent years, hazardous chemicals road transport accidents have occurred frequently, causing huge casualties and property losses, and accident risk assessment has become the focus of researchers' research. To predict the risk probability value of hazardous chemical road transport accidents, first, we compiled data on road transportation accidents of hazardous chemicals in China in the past five years. And the nine nodes in the Bayesian network (BN) structure were defined in combination with relevant classification standards. The optimal Bayesian network structure for hazardous chemical road transport accidents was determined based on the K2 algorithm and the causalities between the nodes. Second, the node conditional probabilities were derived by parameter learning of the model using Netica, and the validity of the model was verified using the 5-fold cross-validation method. Last, the Bayesian network model of hazardous chemical road transport accidents is used to analyze accident examples, and the accident chain of “rear-end-leakage” is predicted, and the accident is most likely to be disposed of within 3–9 h. The study shows that the derived accident prediction model for hazardous chemical road transportation can reason reasonably about the evolution of accident scenarios and determine the probability values of accident risks under different parameter conditions. 相似文献

为了明确铝灰渣的环境危害特征,于2019年4月和9月分别对广西典型铝冶炼、加工、再生企业进行了调查。利用铝灰渣与水反应的氨气释放率测定分光光度法等方法,对不同环节产生铝灰渣的浸出毒性、反应性、腐蚀性、易燃性进行评价分析。结果表明,铝灰渣浸出液中主要危害因子是氟化物,而非金属元素。氟化物质量浓度为2~1370 mg/L,原铝冶炼环节所产生的铝灰渣质量浓度最高。铝合金加工原辅料和末端处理方式会改变氟化物浸出质量浓度。铝灰渣反应性的氨气释放率为3.3~6.0 mg/kg,释放率和环境风险属于较低水平。铝灰渣在纯水中浸出液pH值为8.65~11.98,不具备腐蚀性;在1200℃条件下无法点燃,不具备易燃性。氟化物浸出和氨气释放是铝灰渣最需防范的环境危害,可作为其分类管理和无害化处置的依据。 相似文献

Hazardous areas are defined as a result of a variety of variables as storage temperature, pressure, leak orifice size, physical properties of flammable substance, and wind characteristics. The potential formation of an explosive atmosphere must be accurately assessed to ensure process safety. Therefore, computational fluid dynamics (CFD) arises as an important tool for accurate predictions as recommended by the international standard IEC 60079-10-1 (2015). This study aims to analyze the influence of wind velocity magnitude and direction on the hazardous area classification. The authors evaluated the extent and volume for methane, propane, and hydrogen leakages from a CFD model. For each flammable gas, the wind velocity magnitude and direction were regularly varied. The outcomes show that the behavior of the plume size as the wind varies mainly depends on the gas concentration. Counter-flow wind directions lead to zero relative velocity closer to the release point, which concentrates the gas, and wind in the release direction promotes a higher dilution of the gas cloud increasing the hazardous extent while decreases the volume. As a consequence, the wind also influences the zone type, which was accurately predicted from CFD simulations and significant differences were found when compared to the standard analyses. The environmental targets of the recently agreed Baltic Sea Action Plan (BSAP) targets are likely associated with a considerable
cost, which motivates a search for low-cost policies. The following review shows there is a substantial literature on cost-efficient
nutrient reduction strategies, including suggestions regarding low-cost abatement, but actual policies at international and
national scale tend to be considerably more expensive due to lack of instruments that ensure a cost-efficient allocation of
abatement across countries and sectors. Economic research on the costs of reducing hazardous substances and oil spill damages
in the Baltic Sea is not available, but lessons from the international literature suggest that resources could be used more
efficiently if appropriate analysis is undertaken. Common to these pollution problems is the need to ensure that all countries
