ABSTRACT: Findings of a national survey of the Corps of Engineers construction work force are presented. The purpose of the survey was to obtain information about the construction work force for use in estimating the demand on local community services associated with building Corps projects. Information on numbers of workers and dependents in-migrating to construction sites, the residential location preferences and commuting patterns of this group, and the intentions of this group to remain in local areas after project construction is presented in this paper. An example showing how this information can be used in a community service impact assessment is provided.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

The quality of the coral reefs in the Florida Keys is essential to sustain nature-based tourism in the Keys. The recently established marine reserves (MR) are expected to improve the reef environment, particularly coral and fish abundance and diversity. In this paper, a combined model of travel cost and contingent behavior was estimated in order to measure the non-market recreational benefits of reef quality improvements. The results indicated that an average visitor would undertake 43-80% more number of trips to the Florida Keys and experience a 69% increase in the use values per trip, as a result of the MR-induced reef quality improvements. The above non-market value estimates were further applied to evaluating alternative management proposals for funding the MR program. It was found that the annual management costs of the MR program would constitute an insignificant portion--only around one to 2%--of the annual recreational benefits that the MR would generate. The results provide a strong economic justification for designing user-based funding mechanisms in order to make the MR program self-sustaining in the future.  相似文献

Imposex, i.e., the imposition of male sexual characteristics on female neograstropods, has been used worldwide as a bioindicator of pollution by the antifouling agent TBT as well as to assess the related ecological impact. The recent total ban on the use of TBT in the maritime industry has been partly based on the use of such a biomarker. This is mainly based on the assumption that no other pollutant, or environmental stress, is able to induce such a biological response. Nonetheless, several authors had challenged this idea. The present paper will present further field observations on imposex in Hexaplex trunculus from Malta (Central Mediterranean) which may help clarify this issue. Furthermore, the incidence of imposex in this species will be related to body burdens and to the environmental levels of organotins as measured analytically. First histological observations will also be presented which may help clarify the ecological significance of this response in this species. Finally a number of alternative scenarios regarding the relationship between imposex and TBT will be discussed.  相似文献

The present work presents the results of 137Cs concentration in seawater, fish and sediments samples collect in 11 sampling points, crossing the Brazilian Southeastern coastal region, from Vitória (ES) to Santos (SP), on a routine basis from 1997 to 2002. This monitoring program was carried out by the Instituto de Radioproteção e Dosimetria (IRD/CNEN/MCT), in cooperation with the Instituto de Estudos do Mar Almirante Paulo Moreira (IEAPM/Brazilian Navy), aiming at determining artificial radionuclides in marine samples. Additionally to the 137Cs results, 90Sr concentrations in fish samples from 1998 to 2002 are also reported.The 137Cs in seawater follows a lognormal distribution, with a geometric mean of 1.8 Bq m-3 and a geometric standard deviation of 1.4 (n=54), decay corrected to June/2002. For 137Cs levels in fish samples a geometric mean of 0.19 Bq kg−1 and a geometric standard deviation of 2.9 (n=39), decay corrected to June/2002, with a range of 0.03 to 1.7 Bq kg−1, were obtained. Based on the 137Cs mean concentration in fish as well as in seawater, a transfer factor of 1 × 102 was calculated, which is quite in agreement with the recommended value found in the Safety Report Serie 19.  相似文献

The communities of intestinal helminths found in the winter sample of ide (December–May, 45 fish) and in the summer sample (August–September, 42 fish) were compared. They consisted of 10 and 11 species, respectively, with Sphaerostomum globiporum being dominant in both communities. The species Parasymphylodora markewitschi and Capillaria tomentosa were found only in the summer community. Dominance and diversity (the Simpson and Brillouin indices) in the winter community were higher. All helminth species in the intestinal community of ide were of broad specificity. Therefore, host specialization does not play an important role in the forming of intestinal helminth community in this fish species.  相似文献

Monitoring of the ocean environment in southern California, USA, has been conducted by a diverse array of public and private organizations with different motivations, working on a variety of spatial and temporal scales. To create a basis from which to integrate information from these diverse programs, we conducted an inventory of ocean monitoring activities in the Southern California Bight to address the following questions: (1) How much money is being expended annually on marine monitoring programs? (2) Which organizations are conducting the most monitoring? (3) How are resources allocated among the different types of monitoring programs? This inventory focused on programs existing, or those expected to be in existence, for at least 10 years and that were active at any time between 1994 and 1997. For each program identified for inclusion in this study, information was collected on the number of sites, sampling intensity, parameters measured, and methods used. Levels of effort were translated into cost estimates based upon a market survey of local consulting firms. One hundred fourteen marine monitoring programs, conducted by 65 organizations and costing US $31 million annually, were identified. Most of the effort (81 programs, 65% of samples, 70% of costs) was expended by ocean dischargers as part of their compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements. Federal programs (11 programs, 25% of samples, 10% of total expenditures) expended more than state or local government programs. More than one quarter of monitoring expenditures were conducted to measure concentrations and mass of effluent inputs to the ocean. The largest effort expended on receiving water monitoring was for measuring bacteria, followed by sediments, fish/shellfish, water quality, and intertidal habitats. The large level of expenditures by individual agencies has presented opportunities for integrating small, site-specific ocean monitoring programs into regional- and national-scale monitoring and assessment programs.  相似文献

/ The coastal zone of the Indian Ocean is coming under increasing pressure from human activities. Australia may be one of the few countries in this region that can afford to take adequate conservation measures in the near future. As it also has one of the longest Indian Ocean coastlines, Australia has the opportunity, and responsibility, to make a meaningful contribution to the conservation of Indian Ocean biodiversity. Threatened species, including marine turtles, inshore dolphins, and dugongs are an important component of that biodiversity. The dugong has been exterminated from several areas in the Indian Ocean, and it appears to be particularly threatened by mesh netting andhunting. Its long-term survival may depend on adequate protection in Australia, which contains the largest known Indian Ocean populations. This protection will require, in part, an appropriate system of marine protected areas (MPAs). This paper examines the adequacy of MPAs along Australia's Indian Ocean coast. Dugongs occur in two MPAs in Western Australia. The proposed expansion of the system of marine reserves is based primarily on representative samples of ecosystems from each biogeographic region. It is inadequate because it does not take into account the distribution and relative abundance of threatened species. If the conservation of biodiversity is to be maximized, the system of MPAs should incorporate both representativeness and the needs of threatened species. The level of protection provided by MPAs in Western Australia is low. Community-based ecosystem monitoring activities in Canada are increasing in response to a number of factors including: (i) the needs of decision-makers for timely information on local environmental changes; (ii) limited use of government monitoring data and information by decision makers; (iii) government cuts to monitoring programs; (iv) the increasingly recognized need to include stakeholders in planning and management processes; and (v) the desire of citizens to contribute to environmental protection. To date there has been no network coordination of community based monitoring in Canada. This paper reports on the establishment of the Canadian Community Monitoring Network by Environment Canada's Ecological Monitoring and Assessment Network Coordinating Office and the Canadian Nature Federation. Information on research prepared in support of network establishment is presented along with a discussion of the potential of the network.  相似文献
