Scientific expertise plays an important role in the complex field of climate policy. Consequently, science–policy interactions have been institutionalized in many countries. However, science–policy arenas vary considerably across countries. Scholars mainly attribute these differences to the influence of specific political cultures. The literature has primarily compared science–policy arenas of countries with diverging political cultures, whereas comparisons of countries with similar political cultures are rare. The latter is especially true for neo-corporatist cultures. Against this background, we compare the climate science–policy arenas of three neo-corporatist countries, Austria, the Netherlands, and Switzerland. Conceptually, we draw on the literature regarding politico-cultural imprints in science–policy arenas. We operationalize national science–policy arenas along four dimensions: the knowledge actors, the organizational formats, the styles of science–policy interactions, and their transparency and visibility. Overall, the three arenas reveal many similarities and much fewer differences. Most similarities correspond to neo-corporatist patterns. However, some similarities consistently deviate from neo-corporatist patterns. Interestingly, almost all differences between the countries match national variations of neo-corporatism. In light of these observations and the specific problem structure of climate policy, we develop research questions to investigate potential explanations for correspondence to and deviation from neo-corporatist patterns. 相似文献

The experience of home is one of the most basic of daily-life experiences. Traditionally, the home is grounded in a specific place; in commuter partnerships, however, for part of the time one partner lives near the workplace and away from the family residence. This paper provides insight into the sense of home that relates to the dual-residence situation of a commuter partnership. The meaning of the residence near the workplace is analysed through three dimensions: material, activity patterns, and social. We further classified each dimension in a continuum of meanings of space, place or home. Empirical evidence comes from in-depth interviews with 30 commuter couples in the Netherlands. The results show that the material dimension is most often used to create a sense of home. The activity patterns are primarily focused on the job. The social dimension is the most difficult way of experiencing a home because there is yet a strong relationship between being with one's family and experiencing a sense of home. As a result, many feel as living two separated lives: a work life and a private life. Only a small minority experiences the commuter dwelling as a home away from home in all its three dimensions. 相似文献

Spatial planning is increasingly regarded as an important instrument to reduce flood consequences. Nevertheless, there are very few studies that show why local planning authorities do or do not systematically use spatial planning in advance to mitigate flood risks. This paper explores flood reduction strategies in local planning practices in the Netherlands. It also explores why spatial planning was or was not used to reduce flood consequences. Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. During the last few years in the Netherlands an integrated environmental policy has been developed. Solving environmental problems by means of effective and efficient solutions requires that the entire environmental cycle be considered in order to take all relevant compartments and aspects into account. Four different phases can be identified during the treatment of an environmental problem by management: recognition, formulation, solution, and control.Some qualitative and quantitative aspects of the information demand of environmental policy are explored. Special attention is given to the consequences of the integral approach in environmental policy in terms of information requirements. The process of information supply starts with an analysis of the demand. Subsequently data from the environmental cycle have to be selected, aggregated, and presented adequately. A full account for carbon dioxide (CO2) and other greenhouse gas balance is presented for the Dutch forest and nature areas for 1990–2002 at a Tier 2.5 level. The
paper outlines how complex guidelines can be turned into a practical system, appropriate for a small country, making use of
the best knowledge and data available. The net total sink of all processes of the forest and other nature terrains balance
is very stable through time around an average of 1.74 million tonnes of CO2 per year. The sink is to a large extent determined by the growth of forest remaining forest, and the harvest taking place
in there. Newly added processes in this new National System are significant as well, but they compensate each other. The sources
from deforestation and nitrous oxide (N2O) emissions (around 900 ktonne CO2) are for two thirds compensated by the sinks from afforestation, dead wood, soil C changes due to land use changes, and trees
outside the forest. The land use changes between 1990 and 2000 showed that The Netherlands has an annual deforestation of
2504 ha (0.7% of the forest area) and an afforestation of 3124 ha. Deforestation led in total over the 13 years of 1990–2002
to an emission of 11.2 million tonne CO2 compensated by only 1.9 million tonne CO2 due to afforestation.

进入21世纪后,随着城市发展和环境污染的加剧,我国城镇污水处理厂的建设开始加速发展。至2010年,城市污水处理率约为70%,随着大量污水处理厂投入运行,污泥处置问题已经迫在眉睫。本文介绍了荷兰污泥处理的发展历程和方法,以SNB污泥处理中心、慕尼黑Gut Groβlappen污泥处理厂为实例介绍了集中式污泥处理及能源利用。我们认为,荷兰、德国污泥处理的经验和方法对我国的污泥处理具有借鉴价值。 相似文献

In 1990 the Dutch government decided to stop any further long-term landward retreat of the coastline. This policy choice for
a ‘dynamic preservation’ is primarily aimed at safety against flooding and at sustainable preservation of the values and interests
concerning the dunes and beaches. Five years later, a first overview of the benefits and bottlenecks of the new coastal defence
policy could be presented, which was published in the second governmental coastal report ‘Kustbalans 1995’ (coastal balance
1995). This consists of three elements: (1) evaluation of the implementation of ‘dynamic preservation’, (2) the consequences
of several natural and anthropogenic developments in the coastal zone and (3) integrated coastal zone management. The present
report describes experiences of Dutch coastline management and summarizes the main conclusions of the second governmental
report.
The overall conclusion of the evaluation study is that the 1990 choice for ‘dynamic preservation’ was right. Sand supply is
an effective method of coastline maintenance, which also serves functional uses in the beach and dune area. However, nearly
a doubling of the supply volume is necessary to compensate for sand losses in the coastal zone. A more integrated management
of the coastal zone is necessary to find an equilibrium between the interests of socio-economic development and the maintenance
of a natural, dynamic system. 相似文献
