Car users underestimate their potential satisfaction with public transport due to a focusing illusion (i.e., focusing on a too narrow range of aspects related to the focal event). To investigate whether a defocusing technique would increase car users’ predicted satisfaction with public transport, the effects of defocusing techniques, generic (Study 1) and self-relevant (Study 2), were investigated. In Study 1 (estimate daily time spent on ten pre-selected activities), the generic defocusing technique did not generate higher predicted satisfaction with public transport. In Study 2, the self-relevant defocusing technique generated higher predicted satisfaction on quality attributes, namely satisfaction with the number of departures, the number of available seats and the condition of the vehicles, in comparison with controls. It is concluded that the self-relevant defocusing technique applied in Study 2 (state your various everyday activities and describe how much time you engage in them) was successful in making car users take into account activities in life that will remain unchanged if they were to use public transport for their daily travel. Additionally, in Studies 1 and 2, it was found that car-use habit, regardless of the experimental condition, influenced the magnitude of predicted satisfaction, that is, the higher the car-use habit, the lower the predicted satisfaction with public transport. 相似文献

The Fukushima nuclear accident revived the question of whether current practices of technical communication can fulfill the needs of various audiences during a complex global crisis. In that context, the Institute of Nuclear Technology and Energy Systems in Stuttgart organized a public presentation on the technical aspects of the Fukushima nuclear accident. Its success indicates that direct encounter was preferred to media representations of the accident by Stuttgart's citizens. This event demonstrated that public presentation can provide a successful model for technical communication in situations of global sociotechnical crisis. 相似文献

Through personal reflections on themes covering past experiences, the author considers selected experiences of disaster risk management (DRM) that span 30 years of DRM, and makes some speculations concerning the future, and ponders whether within the selected themes the future looks positive or negative. The essay interrogates Animal Planet's television show Whale Wars, and the use of footage from that show in a commercial for one of the network's other shows, How Stuff Works, to examine the way these texts interact within the public screen. I argue that the (re)presentation of whale kill footage further instantiates an image event as a commodity and rhetorically reconciles the image event into a capitalist ideology counter to the social movement message constructed on Whale Wars—and by proxy allows the image event to play out only via a profit-motive tied to the death of the whale. 相似文献

The Campania Region in Southern Italy has suffered many problems with municipal solid waste management since the mid-1990s, leading to significant public disturbances and subsequent media coverage. This paper reports on the current views and knowledge of young people (university students) in this region about waste management operations and facilities, specifically the siting of landfills and incinerators. By means of a structured questionnaire, opinion and knowledge were systematically examined by degree type and course year. The study took place in 2011 at the University of Salerno campus. A sample of 900 students, comprising 100 students for each of the nine considered faculties, and 20 students for every academic course year, was randomly selected. Only about a quarter of respondents were not opposed to the siting of a landfill or an incinerator in their city. This clearly highlights that historic opposition to the construction of waste facilities is difficult to overcome and that distrust for previous poor management or indiscretions is long-lived and transcends generations. Students from technical faculties expressed the most reasonable opinion; opinion and knowledge were statistically related (Chi-square test, p < 0.05) to the attended faculty, and the knowledge grew linearly with progression through the university. This suggests that awareness of waste management practices develops with experience and understanding of environmental issues. There is general acceptance that many stakeholders – technicians, politicians and citizens – all have to be part of the decision process when siting a new waste management facility. The Montreal Protocol on Substances that Deplete the Ozone Layer has led to rapid reductions in the use of ozone-depleting substances worldwide. However, the Protocol provides for "essential use exemptions" (EUEs) if there are no "technically and economically feasible" alternatives. An application that might qualify as an "essential use" is CFC-powered medical metered-dose inhalers (MDIs) for the treatment of asthma and chronic obstructive pulmonary disease (COPD), and the US and other nations have applied for exemptions in this case. One concern is that exemptions are necessary to ensure access to medications for low-income uninsureds. We examine the consequences of granting or withholding such exemptions, and conclude that government policies and private-sector programs are available that make it economically feasible to phase out chlorofluorocarbons (CFCs) in this application, thereby furthering the global public health objectives of the Montreal Protocol without compromising the treatment of patients who currently receive medication by means of MDIs. 相似文献

Institutions are the rules and norms that guide societal behavior. As societies evolve—with more diverse economies, increased
populations and incomes, and more water scarcity—new and more complex water management institutions need to be developed.
This evolution of water management institutions may also be observed across different constituencies, with different societal
needs, in the same time period. The Red River of the North basin is particularly well suited for research on water management
issues. A key feature of water management in the Red River Basin is the presence of three completely different sets of water
law. Minnesota’s water law is based upon riparian rights. North Dakota’s water law is based upon prior appropriation. Manitoba
has a system of water allocation that features provincial control. Because the basin is fairly homogeneous in terms of land
use and geographic features, its institutional diversity makes this an excellent case study for the analysis of local water
institutions. This article reviews the local water management institutions in the Red River Basin and assesses the ongoing

Communities neighboring federally protected natural areas regularly weigh the costs and benefits of the administering agency’s
programs and policies. While most agencies integrate public opinion into decision making, efforts to standardize and formalize
public involvement have left many local communities feeling marginalized, spurring acrimony and opposition. A significant
body of research has examined barriers to effective public participation as well as strategies for relationship building in
planning processes; many of which point to trust as a key factor. Trust is especially tenuous in local communities. This paper
explores perceptions of trust, expectations for management, as well as constraints to building trust. In-depth interviews
were conducted with 21 community members and USDA Forest Service personnel at the Midewin National Tallgrass Prairie in northeastern
Illinois. The interviews revealed that trust is perceived as important to effective management. Distinct expectations for
management outcomes and processes emerged, including the values, knowledge, and capacity demonstrated in management decisions
and actions and opportunities provided for communication, collaboration, and cooperation within the agency-community relationship.
The case study identified several constraints to building trust, including competing values, knowledge gaps, limited community

Forest policy decisions are often a source of debate, conflict, and tension in many countries. The debate over forest land-use
decisions often hinges on disagreements about societal values related to forest resource use. Disagreements on social value
positions are fought out repeatedly at local, regional, national, and international levels at an enormous social cost. Forest
policy problems have some inherent characteristics that make them more difficult to deal with. On the one hand, forest policy
decisions involve uncertainty, long time scales, and complex natural systems and processes. On the other hand, such decisions
encompass social, political, and cultural systems that are evolving in response to forces such as globalization. Until recently,
forest policy was heavily influenced by the scientific community and various economic models of optimal resource use. However,
growing environmental awareness and acceptance of participatory democracy models in policy formulation have forced the public
authorities to introduce new participatory mechanisms to manage forest resources. Most often, the efforts to include the public
in policy formulation can be described using the lower rungs of Arnstein’s public participation typology. This paper presents
an approach that incorporates stakeholder preferences into forest land-use policy using the Analytic Hierarchy Process (AHP).
An illustrative case of regional forest-policy formulation in Australia is used to demonstrate the approach. It is contended
that applying the AHP in the policy process could considerably enhance the transparency of participatory process and public

生态系统服务是保障乡村生态安全、环境健康以及经济可持续发展的重要基础,农户作为乡村地域生态系统与乡村经济发展的重要关联主体,其生产生活以及对生态系统服务的认知与感知变化对维护生态系统功能具有重要影响。以南方丘陵山地重点生态功能区——湖南省慈利县6个不同发展类型的农村社区为研究对象,基于农户访谈与入户调查,探究了2008—2018年农户对各类生态系统服务的多样性感知变化,采用多元线性回归方法构建农户对生态系统服务多样化感知指数模型,分析其影响因素,在此基础上提出两者协同发展的建议策略。结果表明:(1)农户对各类生态系统服务感知变化以及不同区域之间的感知均呈现差异性,农业生产主导区感知强于生态保护核心区和生态经济发展区;(2)农户对林地、农田、园地、湿地生态系统服务的多样性感知以及属性感知依次减弱;(3)自然环境、资源禀赋、个体特征等是影响农户生态系统服务属性感知的重要因素。研究结果以期为维护区域生态系统服务,提升农户福祉推进生态服务提升及乡村协同发展提供参考。 相似文献
