Because of its large population and rapidly growing economy, China is confronting a serious energy shortage and daunting environmental problems. An increased use of fuels derived from biomass could relieve some demand for nonrenewable sources of energy while providing environmental benefits in terms of cleaner air and reduced emissions of greenhouse gases. In 2003, China generated about 25.9 × 108 metric tons of industrial waste (liquid + solid), 14.7 × 108 metric tons/year (t/y) of manure (livestock + human), 7.1 × 108 t/y of crop residues and food-processing byproducts, 2 × 108 t/y of fuelwood and wood manufacturing residues, and 1.5 × 108 t/y of municipal waste. Biofuels derived from these materials could potentially displace the use of about 4.12 × 108 t/y of coal and 3.75 × 106 t/y of petroleum. An increased bioenergy use of this magnitude would help to reduce the emissions of key air pollutants: SO2 by 11.6 × 106 t/y, NOX by 1.48 × 106 t/y, CO2 by 1.07 × 109 t/y, and CH4 by 50 × 106 t/y. The reduced SO2 emissions would be equivalent to 54% of the national emissions in 2003, whereas those for CO2 are 30%. It is important to recognize, however, that large increases in the use of biomass fuels also could result in socioeconomic and environmental problems such as less production of food and damage caused to natural habitats.  相似文献

We analyze how the threat of a potential future regime shift affects optimal management. We use a simple general growth model to analyze four cases that involve combinations of stock collapse versus changes in system dynamics, and exogenous versus endogenous probabilities of regime shift. Prior work in economics has focused on stock collapse with endogenous probabilities and reaches ambiguous conclusions on whether the potential for regime shift will increase or decrease intensity of resource use and level of resource stock. We show that all other cases yield unambiguous results. In particular, with endogenous probability of regime shift that affects system dynamics the potential for regime shift causes optimal management to become precautionary in the sense of maintaining higher resource stock levels.  相似文献

A variety of biodegradable plastics have been developed in order to obtain useful materials that do not cause harm to the environment. Among the biodegradable plastics, aliphatic polyesters such as: poly(3-hydroxybutyrate) (PHB), poly(ε-caprolactone) (PCL), poly(butylene succinate) (PBS), and poly(l-lactide) (PLA) have become the focus of interest because of their inherent biodegradability. However, before their widespread applications, comprehensive studies on the biodegradability and biodegradation mechanisms of these polyesters are necessary. Thus, this paper describes the degradation mechanisms and the effects of various factors on the degradation of polyesters. The distribution of polymer-degrading microorganisms in the environment, different microorganisms and enzymes involved in the degradation of various polyesters are also discussed.  相似文献

There have been calls for an overhaul of regulatory and governance frameworks to incorporate the implications of the water-energy-food nexus. We map one small component of the regulatory space of the nexus and highlight its immense complexity. We draw on insights from the economics and socio-legal literatures to show that a decentralised approach to regulation based upon procedural justice can enable the trade-offs of the nexus to be considered and addressed. We use a nexus case study of micro hydro-electricity generation in Dartmoor National Park in England to show that when we take into account interactions between state and non-state regulation, the economic concepts of interdependencies and transaction costs, and a recognition that regulation of the nexus is a process involving decisions of procedural justice, some existing regulatory frameworks are already well-equipped to deal with the implications of nexus analysis.  相似文献

Over the past decade, the Chinese government has developed several plans regulations and policy measures related to the development of renewable energy technologies and has implemented a series of pilot projects. Chinese policymakers have spent several years studying how renewable energy policy models that have been used internationally could be implemented in China. Programs are currently underway to implement pilot renewable portfolio standards, or mandatory market shares (MMS) for renewable energy, in several provinces. This paper examines the primary institutions that are involved in promoting renewable policies in China, the structure of the policies that currently are being drafted, and the status of the complementary, national-level renewable energy law being drafted to provide a legal basis for ongoing local and national-level policies. It then examines the legal requirements for promoting renewable energy legislation under the Chinese law-making system. Finally, it provides recommendations for  相似文献

There is currently a considerable emphasis on delivering major renewable energy infrastructure projects. Such projects will have impacts on local communities; some impacts may be perceived as positive but others will be viewed more negatively. Any just regulatory process for considering and permitting such infrastructure will need to heed the concerns that local communities voice. But what counts as a local voice? In this paper it is argued that the regulatory process plays a performative role, constructing what counts as a local voice. Furthermore, this has consequences for how regulatory deliberations proceed and the outcomes of regulatory processes. The empirical basis for this argument is a study of major offshore renewable energy infrastructure in England and Wales and the way that it is regulated through a specific regime – the Nationally Significant Infrastructure Projects (NSIPs) regime established by the Planning Act 2008. Through a detailed study of eight projects that have passed through the regime, the analysis unfolds the way that the voices of local residents, local businesses, local NGOs and local authorities are constructed in the key boundary object of the Examining Authority’s report; it then draws out the implications for the mitigation measures that are negotiated. The research suggests that what counts as a local voice is constrained by how the performative role of the NSIPs regulatory regime differentiates between interests and suggests that new ways of giving voice to local people are required.  相似文献

This paper develops a multi-country multi-sector general equilibrium model, integrating high-frequency electricity dispatch and trade decisions, to study the effects of electricity transmission infrastructure (TI) expansion and renewable energy (RE) penetration in Europe for gains from trade and carbon dioxide emissions in the power sector. TI can benefit or degrade environmental outcomes, depending on RE penetration: it complements emissions abatement by mitigating dispatch problems associated with volatile and spatially dispersed RE but also promotes higher average generation from low-cost coal if RE production is too low. Against the backdrop of European decarbonization and planned TI expansion, we find that emissions increase for current and targeted year-2020 levels of RE production and decrease for year-2030 targets. Enhanced TI yields sizeable gains from trade that depend positively on RE penetration, without creating large adverse impacts on regional equity.  相似文献

We study the transition to a carbon-free economy in a model with a polluting non-renewable resource and a clean renewable resource. Transforming primary energy into ready-to-use energy services is costly and more efficient energy transformation rates are more costly to achieve. Renewable energy competes with food production for land and the food productivity of land can be improved at some cost. To avoid catastrophic climate damages, the pollution stock is mandated to stay below a given cap. When the economy is not constrained by the cap, the efficiency of energy transformation increases steadily until the transition toward the ultimate green economy; when renewable energy is exploited, its land use rises at the expense of food production; food productivity increases together with the land rent but food production drops; the food and energy prices increase and renewables substitute for non-renewable energy. During the constrained phase, the economy follows a constant path of prices, quantities, efficiency rates, food productivity and land rent, a phenomenon we call the ‘ceiling efficiency paradox’.  相似文献

This article examines how environmental degradation of fisheries resources in the context of Mauritius is linked up with human investment in education, economic growth, and income inequality. Empirical evidence shows that public-sector investment in education promotes economic growth, but at the expense of greater inequality of income. Among the vulnerable groups affected by this type of development process lies the fisherman community. In fact, children of poor families in coastal Mauritius have constrained access to complete school education because of the persistently high opportunity cost involved. Hence, this community is caught up in a vicious circle, as its children or grandchildren would barely be redeployed elsewhere other than in the fisheries sector itself. We present a simple dynamic model to get some key insights about the substitution of renewable for nonrenewable resources and the consequences for sustainability. We highlight the role of the elasticity of substitution (technological component) to determine the adjustment of production as a response to scarcity and growing ability of resources (environmental component). In some cases, the model predicts a smooth substitution of renewable for nonrenewable resources, but this process could work in the opposite direction if renewable resources are temporarily beyond their maximum sustainable yield, so that their marginal natural growth is negative. If substitution possibilities are high enough, it may be optimal to suspend the extraction of a resource to allow the biomass to regenerate. A production process is more likely to be sustainable the more heavily it depends on renewable, rather than nonrenewable resources.  相似文献
