In this article a comprehensive approach for the evaluation of possible health effects in an environmental impact assessment (EIA) is described, illustrated with the example of Amsterdam Airport Schiphol. Unlike many EIAs, we estimated quantitatively the impact of aircraft-related pollution in terms of the number of affected people for aircraft noise annoyance, odour annoyance and hypertension. In addition, an analysis of health registry data on cardiovascular and respiratory diseases and a short survey on annoyance and risk perception were carried out. The scope of a health impact assessment depends on the situation, available knowledge and data, concern in the population about the impact and the number of people concerned. It is important to pay attention to the perception of risks and concerns from all parties involved. Moreover, the results demonstrate that far more people outside the area for which standards apply were affected than inside.  相似文献

The process industry has made major advancements and is a leader in near-miss safety management, with several validated models and databases to track close call reports. However, organizational efforts to develop safe work procedures and rules do not guarantee that employees will behaviorally comply with them. Assuming that at some point, every safety management system will need to be examined and realigned to help prevent incidents on the job, it is important to understand how personality traits can impact workers' risk-based decisions. Such work has been done in the mining industry due to its characteristically high risks and the results can be gleaned to help the process industry realign goals and values with their workforce. In the current study, researchers cross-sectionally surveyed 1,334 miners from 20 mine sites across the United States, varying in size and commodity. The survey sought to understand how mineworkers' risk avoidance could impact their near miss incidents on the job – a common precursor to lost-time incidents. Multiple regressions showed that as a miner's level of risk avoidance increased by 1 unit in the 6-point response scale, the probability of experiencing a near miss significantly decreased by 30% when adjusting for relevant control variables. Additionally, a significant interaction between risk avoidance and locus of control suggested that the effect of risk avoidance on near misses is enhanced as a miner's locus of control increases. A one-unit increase in locus of control appends the base effect of risk avoidance on near misses with an additional 8% decrease in the probability. Findings are discussed from a near-miss safety management system perspective in terms of methods to foster both risk avoidance and locus of control in an effort to reduce the probability of near misses and lost time at the organizational level within the process industry and other high-hazard industries.  相似文献

Sequential sampling is a method for monitoring benthic macroinvertebrates that can significantly reduce the number of samples required to reach a decision, and consequently, decrease the cost of benthic sampling in environmental impact assessments.Rather than depending on a fixed number of samples, this analysis cumulatively compares measured parameter values (for example, density, community diversity) from individual samples, with thresholds that are based on specified degrees of precision.In addition to reducing sample size, a monitoring program based on sequential sampling can provide clear-cut decisions as to whethera priori-defined changes in the measured parameter(s) have or have not occurred. As examples, sequential sampling programs have been developed to evaluate the impact of geothermal energy development on benthic macroinvertebrate diversity at The Geysers, California, and for monitoring the impact of crude oil contamination on chironomid midge [Cricotopus bicinctus (Meigen) andC. mackenziensis Oliver] population densities in the Trail River, Northwest Territories, Canada.  相似文献

Direct biological monitoring is essential for effective assessment efforts. Past approaches to biomonitoring are too simplistic (for example, toxicity testing, indicator species) or conceptually invalid (diversity indexes). Assessments that use ecological guilds use ecological principles in a more integrative fashion. The best long-term approach is development of suites of metrics, like those used in the index of biotic integrity (IBI), to reflect individual, population, community, and ecosystem attributes in an integrative framework. Efforts to use the conceptual content of IBI in a wider diversity of habitats should be encouraged and followed up with effective control actions.  相似文献

Potential effects of oil drilling fluid discharges uponThalassia seagrass ecosystems were examined using seagrass core microcosms. Observed experimental effects, summarized in this article, included changes in both autotrophic (Thalassia and epiphyte) and heterotrophic (dominant benthic macroinvertebrates) species, and the processes of primary productivity and decomposition. The physical disturbance related to greater turbidity and sedimentation caused some effects, while others seemed a direct response to the toxic constituents of drilling fluids. Using these experimental results and the case ofThalassia and drilling fluids as a case study, we explore general methodological and philosophical issues for ecotoxicology and, furthermore, focus upon the challenge of providing a scientific basis for judging acceptability of environmental changes likely to ensue from human activities.  相似文献

The 1983 National Academy of Sciences paradigm for conducting human health risk assessment is considered with respect to ecological risk assessment. This four-step paradigm fails to capture key intrinsic differences between the two types of analysis, specifically: identity of risk targets and receptors; identity of the appropriate level of ecological organization at which the risk is expressed; variability of endpoint with respect to risk receptor; and the existence ofrisk cascades through ecological feedback loops. We propose an alternative paradigm that includes a preliminary step,receptor identification, in which chemical partitioning is combined with a conceptual model of the ecosystem to identify appropriate risk targets. In addition, we propose formal inclusion ofendpoint identification and explicit consideration of risk cascades in arelationship assessment in which interactive feedback loops are considered in an iterative process. The proposed paradigm preserves the steps of hazard identification, exposure assessment, dose-response assessment (renamedresponse assessment) and risk characterization, although specific modifications are recommended.  相似文献

ABSTRACT: A pilot study undertaken to develop and test analytical methodologies for application in comprehensive flood plain information studies is described. The methodology permits and encourages comprehensive, systematic, practical assessments of present and alternative future basin-wide development patterns as reflected by alternative land use patterns and physical works in terms of flood hazard, economic damage potential and selected environmental consequences. The analysis methodologies are centered about integrated use of computerized spatial, gridded geographic and resource data files. A family of special purpose utility computer programs access the data file and extract appropriate variables and interpret and format the data into specific analytical parameters that are subsequently formatted for input to traditional modeling computer programs. An example application to Trail Creek in Clarke County, Georgia, is described.  相似文献

Islands have many problems in common with certain continental areas. Yet, at the same time they provide a special case in development, largely owing to specific characteristics of their natural resources, their economies, and their culture. The rational management of small island ecosystems (less than 10,000 sq km, population 50,000 or less) is one of the main aspects of the multidisciplinary research project promoted by the “Man and the Biosphere” Program (MAB) of UNESCO. This article aims to shed light on some important methodological and conceptual issues confronted during almost two decades of fieldwork.  相似文献
