In recent years there has been an increased concern regarding the potential use of chemical and biological weapons for mass urban terror. In particular, there are concerns that ricin could be employed as such an agent. This has been reinforced by recent high profile cases involving ricin, and its use during the cold war to assassinate a high profile communist dissident. Nevertheless, despite these events, does it deserve such a reputation? Ricin is clearly toxic, though its level of risk depends on the route of entry. By ingestion, the pathology of ricin is largely restricted to the gastrointestinal tract where it may cause mucosal injuries; with appropriate treatment, most patients will make a full recovery. As an agent of terror, it could be used to contaminate an urban water supply, with the intent of causing lethality in a large urban population. However, a substantial mass of pure ricin powder would be required. Such an exercise would be impossible to achieve covertly and would not guarantee success due to variables such as reticulation management, chlorination, mixing, bacterial degradation and ultra-violet light. By injection, ricin is lethal; however, while parenteral delivery is an ideal route for assassination, it is not realistic for an urban population. Dermal absorption of ricin has not been demonstrated. Ricin is also lethal by inhalation. Low doses can lead to progressive and diffuse pulmonary oedema with associated inflammation and necrosis of the alveolar pneumocytes. However, the risk of toxicity is dependent on the aerodynamic equivalent diameter (AED) of the ricin particles. The AED, which is an indicator of the aerodynamic behaviour of a particle, must be of sufficiently low micron size as to target the human alveoli and thereby cause major toxic effects. To target a large population would also necessitate a quantity of powder in excess of several metric tons. The technical and logistical skills required to formulate such a mass of powder to the required size is beyond the ability of terrorists who typically operate out of a kitchen in a small urban dwelling or in a small ill-equipped laboratory. Ricin as a toxin is deadly but as an agent of bioterror it is unsuitable and therefore does not deserve the press attention and subsequent public alarm that has been created.  相似文献

Marine governance of oil transportation is complex. Due to difficulties in effectively monitoring procedures on vessels en voyage, incentives to save costs by not following established regulations on issues such as cleaning of tanks, crew size, and safe navigation may be substantial. The issue of problem structure is placed in focus, that is, to what degree the specific characteristics and complexity of intentional versus accidental oil spill risks affect institutional responses. It is shown that whereas the risk of accidental oil spills primarily has been met by technical requirements on the vessels in combination with Port State control, attempts have been made to curb intentional pollution by for example increased surveillance and smart governance mechanisms such as the No-Special-Fee system. It is suggested that environmental safety could be improved by increased use of smart governance mechanisms tightly adapted to key actors’ incentives to alter behavior in preferable directions.  相似文献

Seven polybrominated diphenyl ethers (PBDEs) congeners (BDE-28, BDE-47, BDE-99, BDE-100, BDE-153, BDE-154 and BDE-183) and six indicator polychlorinated biphenyls (PCBs) congeners (CB-28, CB-52, CB-101, CB-138, CB-153 and CB-180) were measured in 24 pooled human milk samples comprised of 1237 individual samples from 12 provinces in China. The samples were taken to estimate the background body burden of general population and assess nursing infant exposure via human milk in China. The median concentrations of ∑7PBDEs and ∑6PCBs were 1.49 and 10.50 ng g−1 lipid weight (lw), respectively. BDE-28, BDE-47 and BDE-153 were predominant PBDE congeners accounting for nearly 70% of ∑7PBDEs. As for indicator PCBs, CB-153 was the most abundant congener, followed by CB-138. In our study, there was no significantly statistical relationship between concentrations of PBDEs in milk samples and maternal age as well as dietary habits. ∑7PBDEs did not correlate to ∑6PCBs in Chinese mothers’ milk. The human exposure to indicator PCBs in China was found to be significantly determined by maternal age, dietary habits and geographical factors. It is suggested that Chinese general population is probably exposed to PBDEs with multiple sources and pathways. The estimated daily intakes (EDI) of BDE-47, BDE-99 and BDE-153 for the Chinese nursing infant were much lower than corresponding threshold reference values suggested by USEPA.  相似文献

We tested the effects of the herbicide metsulfuron-methyl on growth of the submerged macrophyte Myriophyllum spicatum under laboratory conditions using different exposure scenarios. The exposures of each scenario were comparable in the concentration × time factor, viz., the same 21-d time-weighted average (TWA) concentrations but variable in peak exposure concentrations (ranging from 0.1 to 21 000 ng ai L−1) and exposure periods (1, 3, 7, 14 or 21 d). To study recovery potential of the exposed M. spicatum plants we continued the observation on shoot and root growth for another 21 d in herbicide-free medium so that the total observation period was 42 d. Non-destructive endpoints, length and number of new shoots and roots, were determined weekly from day 14 onwards. Destructive endpoints, dry-weight (DW) of main shoots, new shoots and new roots, were measured at the end of the experiment (t = 42 d).Metsulfuron-methyl exposure in particular inhibited new tissue formation but was not lethal to main shoots. On days 21 and 42 after start exposure, EC10/EC50 values for new tissues expressed in terms of peak concentration (=measured concentration during exposure periods of different length) showed large differences between exposure scenarios in contrast to EC10/EC50 values for days 21 and 42 expressed in terms of 21-d and 42-d TWA concentrations, respectively. At the end of the experiment (day 42), 42-d TWA ECx values were remarkably similar between exposure scenarios, while a similar trend could already be observed on day 21 for 21-d TWA ECx values. For the macrophyte M. spicatum and exposure to the herbicide metsulfuron-methyl the TWA approach seems to be appropriate to use in the risk assessment. However, the data from the toxicity experiment suggest that on day 21 also the absolute height of the pulse exposure played a (minor) role in the exposure - response relationships observed.  相似文献

The risk of chemicals for ecological communities is often forecast with species sensitivity distributions (SSDs) which are used to predict the concentration which will protect p% of species (PCp value). However, at the PCp value, species richness in nature would not necessary be p% less than at uncontaminated sites. The definition of species richness inherent to SSDs (contaminant category richness) contrasts with species richness typically measured in most field studies (point richness). We determine, for salinity in eastern Australia, whether these definitions of stream macroinvertebrate species richness are commensurable. There were strong relationships (r2 ≥ 0.87) between mean point species, family and Ephemeroptera, Trichoptera and Plecoptera species richness and their respective contamination category richness. Despite differences in the definition of richness used by SSDs and field biomonitoring, their results in terms of relative species loss from salinity in south-east Australia are similar. We conclude that in our system both definitions are commensurable.  相似文献

Previous research has suggested that pesticide losses at the field scale can be dominated by a small proportion of the field area. The objective of this study was to investigate whether site-specific applications (i.e. avoiding high-risk areas) at the field scale can contribute to a reduction of pesticide leaching despite uncertainty in the underlying model-based leaching risk map. Using a meta-model of the dual-permeability model MACRO, the annual average pesticide leaching concentrations were estimated for 162 sample sites on a 47 ha field. The procedure was repeated for different scenarios describing different patterns of spatial variation of degradation half-lives and the partition coefficient to soil organic carbon. To account for interpolation uncertainty, maps of predicted pesticide leaching risk were produced by the method of sequential Gaussian simulation. The results of the case study show that larger reductions of predicted leaching were achieved by site-specific application than by that of a comparable uniform dose reduction. Hence, site-specific-applications may be a feasible method to reduce pesticide leaching at the field-scale providing that the model approach gives reasonable estimates of the spatial pattern of pesticide leaching.  相似文献

A rapid biological method for the determination of the bioavailability of naphthalene was developed and its value as an alternative to extraction-based chemical approaches demonstrated. Genetically engineered whole-cell biosensors are used to determine bioavailable naphthalene and their responses compared with results from Tenax extraction and chemical analysis. Results show a 1:1 correlation between biosensor results and chemical analyses for naphthalene-contaminated model materials and sediments, but the biosensor assay is much faster. This work demonstrates that biosensor technology can perform as well as standard chemical methods, though with some advantages including the inherent biological relevance of the response, rapid response time, and potential for field deployment. A survey of results from this work and the literature shows that bioavailability under non-equilibrium conditions nonetheless correlates well with Koc or Kd. A rationale is provided wherein chemical resistance is speculated to be operative.  相似文献

Impoverished stream communities in agricultural landscapes have been associated with pesticide contamination, but conclusive evidence of causality is rare. We address this deficiency by adopting an experimental approach to investigate the effects of the insecticides cypermethrin and chlorpyrifos on benthic macroinvertebrates. Three treatments were established and a combination of biomarker, bioassay and biomonitoring approaches was employed to investigate, individual, population and community-level effects. Animals deployed during pesticide application had altered enzyme activity, depressed feeding rate and reduced survival, but these effects were only observed where pesticide was sprayed to the stream edge. There were no clear pesticide-related effects on macroinvertebrate community structure or on the population densities of individual species. Hence, short-term pesticide exposure did cause individual-level effects in stream macroinvertebrates, but these were not translated to effects at the population or community-level and were effectively mitigated by the adoption of a no-spray buffer zone.  相似文献

Concentrations of seven metals were measured in over 1000 samples as part of an integrated survey. Sixteen metal pairs were significantly positively correlated. Cluster analysis identified two clusters. Metals from the largest (Cr, Cu, Ni, V, Zn), but not the smallest (Cd, Pb) cluster were significantly negatively correlated with spatial location and soil pH and organic matter content. Cd and Pb were not correlated with these parameters, due possibly to the masking effect of recent extensive release. Analysis of trends with soil properties in different habitats indicated that general trends may not necessarily be applicable to all areas. A risk assessment indicated that Zn poses the most widespread direct risk to soil fauna and Cd the least. Any risks associated with high metal concentrations are, however, likely to be greatest in habitats such as arable and horticultural, improved grassland and built up areas where soil metal concentrations are more frequently elevated.  相似文献
