After introducing soft defence techniques as an alternative to hard defence techniques, the need is emphasized to consider the coastal area as an integral system. By recalling the main driving factors for coastal management: conflict resolution, resilience and sustainability, we logically arrive at the concepts of ecological engineering and ecotechnology, which are increasingly acknowledged as possible solutions to achieve sustainable use of coastal space as a resource. In this context, we refer to the principles of self design and of ecosystem conservation. In order to deal with real situations we are in need of fundamental ‘tools’ for the application of the soft intervention technology approach. We therefore introduce the concept of physiographic units and develop an initial elaboration for a coastal stretch and for coastal wetlands. The latter deserve more attention because of the already established practices of ecotechnology, at least as far as water and soil quality are concerned, but certainly also concerning morphology, especially in the future. We conclude by briefly discussing how activities undertaken in two research projects currently being conducted under the framework of the Marine Science and Technology Program of the Commission of the European Communities are expected to contribute to the concepts introduced here.  相似文献

There is a well-recognised need to transform existing systems of production and consumption towards a more sustainable orientation. However, there is much uncertainty about how to achieve sustainability transitions in practice, and what transition advocates and actors can do to catalyse and steer regime transformation. We therefore need evidence of how transitions are operationalised, in order to better understand the on-ground dynamics of regime change. To address this gap, this research paper examines three contemporary cases of transformational change in the Australian urban water sector and the dominant strategic approach to change adopted in each city. It focuses on the strategic behaviour of actors, in particular examining how agents navigate and respond to the opportunities and constraints of their context, and what initiatives (or combination thereof) can facilitate innovation diffusion and regime transformation. The results reveal three distinct patterns of change, each of which favour particular strategic interventions by transition proponents.In order to incubate transformational change, the results suggest that actors may be best served by initially employing strategies that are immediately compatible with their existing context. However, examination of the strengths and weaknesses of each pattern confirm that no single strategic approach is in itself sufficient, and in order to embed a novel innovation and bring about regime change, actors will eventually need to broaden the range of interventions used. The results also reveal the possibility of a ‘pattern-dependence’ that actors need to deliberately work to overcome in order to fully mainstream the desired change. These findings therefore provide insight into the links between regime transformation, patterns of change and actor strategies while also offering practical guidance that can be used to inform the design and implementation of regime transformation agendas and programs.  相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible.  相似文献

Production facilities serve to transform raw materials into products, usually with the goal of achieving a designated output, in terms of quantity and quality, with the minimum of cost and labour. With the aid of production planning and controlling (PPC) systems, raw material inputs, and labour can be planned to achieve a determined output of products. In general, the role of environmental and social aspects is neglected in production planning processes. Because of the growing pressure from politics and customers, sustainable production of products is becoming more important. One possibility for supporting sustainable manufacturing is, to integrate sustainable aspects in the production planning process. This paper presents input and output information for current PPC systems and discusses the need for additional information necessary for sustainable PPC. For this approach, a text review of cooperate social responsibility (CSR) reporting indicators provided by the GRI was performed. Based on the text review, an input-output model has been developed for conventional and another one for sustainable PPC systems. Through the comparison of the two input-output models, challenges and requirements for sustainable PPC systems have been defined as a basis for future work and analyses.  相似文献

This paper discusses the relationship of new information and communication technologies (ICTs) and sustainable development. It deconstructs popular myths about a sustainable information society. One myth is that telework has reduced the need to travel and hence environmental pollution. The reality is that teleworkers make up only a small share of the total workforce, telework can generate new social relationships and hence the need for more travelling, work-related travel produces only a small amount of the total carbon dioxide emissions, and that the total distance travelled per employee is constantly rising. Another myth is that information economy is weightless and dematerialized which reduces environmental impacts. The energy and resource intensities of the ICT sector are indeed lower than the one of the total economy. The ICT sector also emits less CO2 than the total economy. But the ICT sector constitutes only a small portion of the total value added and fossil fuel combustion is still the dominant activity of modern industrial economies. Some stakeholders argue that virtual products allow resource, energy, and transport savings. But burning digital music on compact discs and DVDs, printing digital articles and books, etc. results in rebound effects that cause new material and energy impacts, computers have a low life span of 2–3 years, reusable and upgradeable computers and computer equipment are hardly used and might not be as profitable as non-reusable ones, computers are consuming much energy. Alternatives such as energy consumption labels on ICTs and green ICTs that consume less energy contradict dominant economic interests. A sustainable information society is a society that makes use of ICTs and knowledge for fostering a good life for all human beings of current and future generations by strengthening biological diversity, technological usability, economic wealth for all, political participation of all, and cultural wisdom. Achieving a sustainable information society costs, it demands a conscious reduction of profits by not investing in the future of capital, but the future of humans, society, and nature.  相似文献

Resource depletion is of concern to both present and future generations in terms of access to resources. It is a prominent impact category within life cycle assessment (LCA) and sustainability assessment. This paper examines existing resource depletion approaches and indicators in the context of natural gas depletion, and their limitations in modelling the wider environmental consequences of resource consumption. Some existing models assume substitution of scarce fossil fuels with an alternative fossil fuel or mix, but do not consider all of the subsequent change in impacts. An additional methodology is proposed to measure the impact changes when fossil fuel substitution occurs as a result of scarcity. The methodology will demonstrate the effect of resource scarcity for individual processes but also multiple processes which operate at different levels of resource consumption with varying degrees of impacts. The methodology is applied to a scarcity situation of natural gas in Australia, where black coal is substituted for gas. It is first applied to natural gas consumed for electricity generation only. In the second case, the methodology is applied to the substitution of natural gas for both electricity generation and hydrogen production. The varying impacts on emissions to air and water, together with solid waste generation and water depletion, as a result of the substitution are used to reflect the consequences of fossil fuel depletion. The indicators also provide information on the impacts of substitution in each product, thus enabling users to prioritise products based on the impacts produced during natural gas allocation.  相似文献

This article examines the concept of sustainability (sustainable development, sustainable societies) with a view to providing a means of considering the idea in such a way as to be more useful to concerns of policy. A brief background is given, covering the historical development of the concept, the constituent ecological and social concerns that lie behind it, and some aspects of the sustainability debate in Australia. Some attributes of a sustainable future, as evident from the literature, are listed. The value base of the concept is recognized, and the correct place for sustainability concerns is identified within a simple policy-making model. The complexity of such a model in the real world is explored using a list of thecontexts of sustainability, illustrated with examples from Australian natural resource management. Finally, the more dynamic and flexible nature of patterns of production and consumption in more sustainable societies is recognized and explained, as are two guiding directives to be applied in the search for models which display characteristics of sustainability.  相似文献
