Single territories contribute in different ways to the transition towards a more environmentally sustainable development (SD), according to their structural features. This study returns a multi-dimensional picture of the territorial divides of environmental sustainability across Italy, analysing how it correlates with rurality, with a focus on the urban–rural continuum. Italy represents an interesting case study because of its peculiar territorial urban–rural structure. We first assess the environmental sustainability targets across Italian NUTS 3 regions and their capital cities using two composite sustainability indexes, by referring to both standard values (i.e. conforming to legislation) and optimum values (i.e. desired values). Then, we investigate the relationship between environmental sustainability and rurality. Results suggest that a positive link between the two exists, being stronger at city level. Among major policy implications, the environmental dimensions of territorial cohesion should be integrated more strongly in key European policies to reach a more balanced SD. 相似文献

Over the last decade, adaptive co‐management has been recommended as a policy framework to address complex and uncertain resources management issues. Implementing this theoretical management concept requires the integration of multidisciplinary research and local knowledge. Yet practical protocols to link science, policymaking and societies have yet to be developed. We designed a protocol to produce legitimate, credible and relevant solutions to a regional resources management issue. This is a two‐component protocol. A stakeholder grid categorizes stakeholder representatives in three distinct specialized dialogue arenas: institution representatives, technical experts and local end‐users. An iterative co‐design process then builds on these arenas to assess the institutional legitimacy, technical credibility and empirical relevance dimensions of a common solution initiated by an initial plausible promise. We tested this framework in Réunion to address organic waste management issues at the regional level. The plausible solution explored was the introduction of a recycling industry involved in collecting organic waste and producing and selling organic fertilizers tailored for local crop systems. The protocol application outcomes were consolidated and documented scenarios accepted by all, with knowledge exchange and the broad spread of a stabilized expectation contributing to private initiatives and public policy change. 相似文献

Representing hydrologic connectivity of non‐floodplain wetlands (NFWs) to downstream waters in process‐based models is an emerging challenge relevant to many research, regulatory, and management activities. We review four case studies that utilize process‐based models developed to simulate NFW hydrology. Models range from a simple, lumped parameter model to a highly complex, fully distributed model. Across case studies, we highlight appropriate application of each model, emphasizing spatial scale, computational demands, process representation, and model limitations. We end with a synthesis of recommended “best modeling practices” to guide model application. These recommendations include: (1) clearly articulate modeling objectives, and revisit and adjust those objectives regularly; (2) develop a conceptualization of NFW connectivity using qualitative observations, empirical data, and process‐based modeling; (3) select a model to represent NFW connectivity by balancing both modeling objectives and available resources; (4) use innovative techniques and data sources to validate and calibrate NFW connectivity simulations; and (5) clearly articulate the limits of the resulting NFW connectivity representation. Our review and synthesis of these case studies highlights modeling approaches that incorporate NFW connectivity, demonstrates tradeoffs in model selection, and ultimately provides actionable guidance for future model application and development. 相似文献

Abstract: Climate change, particularly the projected changes to precipitation patterns, is likely to affect runoff both regionally and temporally. Extreme rainfall events are expected to become more intense in the future in arid urban areas and this will likely lead to higher streamflow. Through hydrological modeling, this article simulates an urban basin response to the most intense storm under anthropogenic climate change conditions. This study performs an event‐based simulation for shorter duration storms in the Flamingo Tropicana (FT) watershed in Las Vegas, Nevada. An extreme storm, defined as a 100‐year return period storm, is selected from historical records and perturbed to future climatic conditions with respect to multimodel multiscenario (A1B, A2, B1) bias corrected and spatially disaggregated data from the World Climate Research Programme's (WCRP's) database. The cumulative annual precipitation for each 30‐year period shows a continuous decrease from 2011 to 2099; however, the summer convective storms, which are considered as extreme storms for the study area, are expected to be more intense in future. Extreme storm events show larger changes in streamflow under different climate scenarios and time periods. The simulated peak streamflow and total runoff volume shows an increase from 40% to more than 150% (during 2041‐2099) for different climate scenarios. This type of analysis can help evaluate the vulnerability of existing flood control system and flood control policies. 相似文献

Nitrate and phosphate export coefficient models were developed for coastal watersheds along the Santa Barbara Channel in central California. One approach was based on measurements of nutrient fluxes in streams from specific land use classes and included a watershed response function that scaled export up or down depending on antecedent moisture conditions. The second approach for nutrient export coefficient modeling used anthropogenic nutrient loading for land use classes and atmospheric nutrient deposition to model export. In an application of the first approach to one watershed, the nitrate and phosphate models were within 20% of measured values for most storms. When applied to another year, both nitrate and phosphate models generally performed adequately with annual, storm‐flow, and base‐flow values within 20% of measured nutrient loadings. Less satisfactory results were found when applied to neighboring watersheds with difference percentages of land use and hydrologic conditions. We consider how ecosystem services can be incorporated into water infrastructure planning by studying the projected deepening of the Lower Weser river channel in Germany. We recalculate the project's benefit–cost ratio by integrating the monetary value of changes in different ecosystem services, as follows: (1) the restoration costs of a mitigation measure for a loss in fresh water supply for agricultural production in the estuary region, (2) the costs of a loss in habitat services, transferring the willingness to pay from a contingent valuation study to the area assessed in the environmental impact assessment, and (3) the benefits of emissions savings induced by more efficient shipping, taking a marginal abatement cost approach. We find that including monetary values for ecosystem service changes leads to a substantial drop in the benefit–cost ratio. On this basis, we argue for a reform of the standard cost–benefit analysis to facilitate more complete welfare assessments. 相似文献

Scientific expertise plays an important role in the complex field of climate policy. Consequently, science–policy interactions have been institutionalized in many countries. However, science–policy arenas vary considerably across countries. Scholars mainly attribute these differences to the influence of specific political cultures. The literature has primarily compared science–policy arenas of countries with diverging political cultures, whereas comparisons of countries with similar political cultures are rare. The latter is especially true for neo-corporatist cultures. Against this background, we compare the climate science–policy arenas of three neo-corporatist countries, Austria, the Netherlands, and Switzerland. Conceptually, we draw on the literature regarding politico-cultural imprints in science–policy arenas. We operationalize national science–policy arenas along four dimensions: the knowledge actors, the organizational formats, the styles of science–policy interactions, and their transparency and visibility. Overall, the three arenas reveal many similarities and much fewer differences. Most similarities correspond to neo-corporatist patterns. However, some similarities consistently deviate from neo-corporatist patterns. Interestingly, almost all differences between the countries match national variations of neo-corporatism. In light of these observations and the specific problem structure of climate policy, we develop research questions to investigate potential explanations for correspondence to and deviation from neo-corporatist patterns. 相似文献

In an analysis of North Sea eutrophication science and policies, focusing on the period 1980–2005, it was investigated how scientific information was used in policy-making. The analysis focused on the central assumptions of the rational policy-making model, i.e. that scientific information can be used to formulate decisions, based upon objective scientific information (rational decision-making), and secondly, can support implementing these decisions (rational management). In general terms, the following was concluded:
- •More knowledge has increased rather than reduced uncertainty;
- •In order to handle the problem of dealing with complexity and uncertainty at the political level, a simplification of facts has occurred, in this case focusing on nutrients as the main cause of the problem, at the same time excluding other possible causes;
- •Both the limited scientific view (i.e. the nutrient view) and the exaggeration of the seriousness of the problem (impacts, scope) have been used as an authoritative basis for the justification of political decisions. Both were not supported by the majority of the scientific community;
- •New scientific knowledge, not in support of existing policies, has been excluded from the policy process;
- •The science–policy interface, mainly consisting of “civil-servant scientists”, that emerged and increased its influence over the period of investigation, has been the central element in the simplification and exclusion process.

We report a case of Pallister-Killian syndrome initially diagnosed prenatally as tetrasomy 21. A 33-year-old primiparous woman was noted at 24 weeks' gestation to have moderate polyhydramnios. Ultrasonography showed diminished fetal stomach filling, hydronephrosis, and prominence of the cisterna magna. Cytogenetic analysis of cultured amniocytes was initially interpreted as mosaic tetrasomy 21: 46,XX/47,XX,+i(21q). The patient was then referred to our centre for genetic counselling. At 34 weeks' gestation, a dysmorphic infant was delivered and died within 30 min. Physical features were consistent with the Pallister-Killian syndrome. Renal, gastrointestinal, and central nervous system anomalies were found at post-mortem examination. Analysis of peripheral lymphocytes revealed 5 per cent of cells with a marker chromosome, while 92 per cent of cultured fibroblasts had this same marker. Fluorescent in situ hybridization (FISH) using an alpha-satellite probe for chromosomes 13 and 21 failed to hybridize to the marker, while a chromosome 12 centromeric probe unequivocally identified it as an i(12p). Use of FISH can provide rapid, specific prenatal diagnosis of ambiguous marker chromosomes and improve prenatal counselling. 相似文献
