ABSTRACTRecent research has allowed us to quantify the costs and benefits of adopting renewable energy in specific municipalities, but how do these outcomes vary among communities at the national scale? This study uses survey responses from 47 Japanese municipalities to model these impacts and identifies key technological, social, and demographic factors that shape which communities benefit more from the renewable energy transition. On average, introducing renewable energy improves social equity, any financial burden on electricity prices is born most by wealthier residents, not the poor, and towns are predisposed to benefit from renewables no matter the amount introduced. To improve these impacts, towns can increase the amount of solar they host, or they can adjust the amount of CO2 emissions, PM emissions, tax revenue, jobs gained, or unpopular renewable power plants in their town. However, preferences and demographics matter as well. Age, education, and local preferences in favor of employment and community development all significantly relate to equity potential outcomes. Policymakers should consider adjusting their local energy priorities using these levers if they hope to engineer a renewable energy transition that is both positive and popular for their constituents. 相似文献

ABSTRACTInformation communication technologies (ICTs) generate new forums for transparency via governance-by-disclosure initiatives designed to improve environmental management and policy. Data generated by these programs are a means to empower citizens, narrowing the accountability gap between governments and people and enhancing public service. There is little empirical evidence, however, that supports the theory that citizen-generated data can be used to improve the accountability of local government officials. Citizen-led transparency efforts are emerging in China, as the country undergoes an information revolution that has brought ICTs to near ubiquity. We evaluate the transformative potential of a new ICT initiative, the ‘Black and Smelly Waters’ program, which China’s government launched to help enforce local government water remediation efforts. Many examples of citizen-generated transparency are grassroots initiatives, yet the Black and Smelly Waters program is distinct in its top-down structure. An empirical evaluation of preliminary data illuminates Black and Smelly Waters’s early successes and challenges as a means to generate transparency and accountability. We discuss these findings and propose a broad application of this new type of disclosure to reshape environmental management in China. 相似文献

Water is a salient issue in the Intermountain West of the United States (U.S.), with concerns ranging from water scarcity and drought to intermittent flooding and water quality risks. This paper investigates coverage of water issues across seven newspapers in the core of the U.S. Intermountain West region. Newspapers have the potential to set agendas and influence perceived salience of issues among consumers. The Intermountain West region shares common concerns about water supply and demand, climate change, and water quality. We investigate whether or not local daily newspaper coverage of water issues provides a more local or regional sensitivity. Findings from this exploratory study reveal differences in water coverage across local daily newspapers. The overall volume of water‐related articles differed across newspapers as did proportion of articles on specific water topics and connecting issues. Coverage of local issues was more dominant than might be expected given mass media trends, but water geography in articles extended across the U.S. and the world in every newspaper studied. Variations in newspaper coverage of water issues suggests more local nuance persists despite the experience of common water issues across the region. 相似文献

The rapid growth of rural enterprises has transformed the Chinese countryside. Although rural industrialisation has resulted
in increased financial well-being, it has also contributed to decreased environmental quality. While China has strong environmental
protection laws, this paper will demonstrate that they are not being effectively implemented in a rural region in Zhejiang
Province. This is due to a number of social, political, and economic barriers that prevent agencies from effectively enforcing
environmental policies and regulatory mechanisms.
This paper investigates the implementation of China's environmental policies through a case study in Yuhang County, Zhejiang
Province. It demonstrates that the implementation of environmental impact assessment, discharge fees, and limited time treatment
is limited by inadequate technology, low finances, limited human resources, poor public environmental awareness, faulty data,

This paper provides a conceptual overview of economists′ attempts to learn about the effects of taxes on extractive resources. The emphasis is on research methods and techniques, with no attempt to provide a comprehensive tabulation of previous empirical results or policy conclusions regarding preferred tax instruments or systems. We argue, in fact, that the nature of such conclusions largely depends on, and is limited by, the researcher′s choice of modeling framework. Waterbirds are highly mobile, moving over large distances to access resources. Although consistent migration routes are observed in highly seasonal and predictable environments, movement patterns to utilize ephemeral resources in dryland environments are largely unknown. This makes conservation planning and water policy challenging as the relative importance of widely dispersed wetlands is difficult to rank. We addressed this challenge by combining a citizen science project with the novel application of X-ray fluorescence of feathers to detect continental scale movement of waterbirds using elemental signatures. By doing so, we gained important insight into the movements of 24 waterbird species, including the significance of the Murray–Darling basin as a key source of waterbirds across the continent. Our approach highlights the benefits of elemental signatures to identify key areas of habitat use and priorities for wetland management. 相似文献

In the 6th (2011–15) and 7th (2016–20) Five Year Plans (FYP), Bangladesh's policy makers have set ambitious national environmental targets and goals to move the country towards more a sustainable economy and society. The goals were dictated by the economic, social and political interests of the political elites. This has resulted in limited stakeholder participation in environmental policy formulation. The 6th FYP aimed at achieving Millennium Development Goal (MDG) 7: ‘Ensure Environmental Sustainability’. It failed due to shortcomings in local implementation and due to a lack of community participation. The 7th FYP is based on the newly adopted Sustainable Development Goals (SDGs) 13, 14, 15. The obvious paradox within Bangladesh's environmental planning is the big gap between central government's policy making and community participation and local government involvement. This paper examines environmental policy formulation, implementation and monitoring in the last two FYPs in Bangladesh. Contemporary deliberative democratic theory provides important theoretical and applied insights that are often unexamined in the environmental planning literature. A theoretical framework is developed to analyse to what degree environmental planning arrangements incorporated deliberative elements and how they contribute to decision-making. A case study of the environmental planning process tests its effectiveness in explaining observed outcomes. Elsewhere, deliberative democratic approaches have been central to the success of the environmental planning process. The central government's failure to apply this approach produced a policy gap. Plan targets cannot be met unless local participation is ensured through the deliberative framework. 相似文献

The traditional culture of Ghana stressed a strong relationship with the environment, and a culturally acceptable environmental management resulted from strictures and taboos related to the land. Following its independence in 1957, Ghana has enacted laws that reflect an enlightened environmental policy. These are especially important because of the difficulties Ghana has had in its economic development using Western technology that has damaged the fragile tropical ecosystem. A key aspect of Ghana's policy is the attempt to marry scientific knowledge and traditional beliefs for environmentally sound management of Ghana's resources. 相似文献
