新疆玛纳斯河流域农业水资源可利用潜力分析 总被引:2,自引:0,他引:2
结合新疆玛纳斯河流域水文水资源、种植结构和节水技术发展等资料,从开源、节流两方面对流域近期(至2010年)、中远期(2010-2030年)农业水资源极限潜力、可挖掘潜力进行了估算。结果表明,就目前水资源的利用水平和开发趋势,玛纳斯河流域未来农业水资源的主要利用途径是开源与节流相结合,以节流为主。全流域尚有的农业灌溉水资源极限潜力为10.75×108m3,近期农业水资源可挖掘潜力为2.13×108m3,其中开源增水潜力0.40×108m3,占18.8%,节流增水潜力1.73×108m3,占81.2%;中远期农业水资源可挖掘潜力5.33×108m3,其中开源增水潜力1.12×108m3,占21.0%,节流增水潜力4.21×108m3,占79.0%。该研究对区域制订节水灌溉规划及水资源系统优化配置具有重要参考价值。 相似文献

Landsat 7s recent malfunctioning will result in significant gaps in long-term satellite monitoring of Earth, affecting not only the research of the Earth science community but also conservation users of these data. To determine whether or how important Landsat monitoring is for conservation and natural resource management, we reviewed the Landsat programs history with special emphasis on the development of user groups. We also conducted a bibliographic search to determine the extent to which conservation research has been based on Landsat data. Conservation biologists were not an early user group of Landsat data because a) biologists lacked technical capacity – computers and software – to analyze these data; b) Landsats 1980s commercialization rendered images too costly for biologists budgets; and c) the broad-scale disciplines of conservation biology and landscape ecology did not develop until the mid-to-late 1980s. All these conditions had changed by the 1990s and Landsat imagery became an important tool for conservation biology. Satellite monitoring and Landsat continuity are mandated by the Land Remote Sensing Act of 1992. This legislation leaves open commercial options. However, past experiments with commercial operations were neither viable nor economical, and severely reduced the quality of monitoring, archiving and data access for academia and the public. This study proposes an improved integrated water resource management (IWRM), in which water conservation was analyzed for the entire water use process. A multi-objective optimization method was applied to optimize the IWRM, which investigated the reduction of freshwater consumption and the total water supply cost. Customer's preference for saving water and an end use analysis (EUA) was applied in the water conservation analysis. Taking Tianjin as the study area, a reduction in customer's economic pressure (EP) was utilized to evaluate the degree of the customer's preference for saving water. The results revealed that agriculture had a greater preference for saving water than other sectors, where as the public had the weakest motivation for saving water. Improving the transportation method could contribute 62.1% of the total water savings in the agriculture sector. The optimization of the IWRM demonstrated that the local freshwater savings would be 21.5%, and the total cost for water supplies would decrease by 13%. However, a government subsidy of 87.5 million Yuan would be needed. Additionally, by analyzing the change in the amount of water savings affected by water price, the appropriate water price increase range was suggested to be 1.5–1.7 times the original price. 相似文献

One of the primary challenges in resource and environmental planning is successful implementation of plans. Plan implementation is a complex process influenced by many factors. This study identifies 19 criteria affecting implementation success and tests the impact of these criteria through a case study of collaborative plan implementation in British Columbia, Canada. The significance of criteria and degree to which they are met is assessed by a survey of senior officials responsible for plan implementation. This paper aims to give practical meaning to ‘capacity building’ through (a) identifying a suite of practical measures, such
as mentoring or best practice guidelines, that have been shown to or are considered to build human, social, institutional,
and economic capital; (b) placing these measures within a broader systems framework; and (c) exploring stakeholder feedback
on specific measures to inform framework implementation. The 29 measures described provide actors, whether government or nongovernment,
with a suite of practical investment choices for building capacity. These measures are then clustered into eight groups according
to their primary purpose and placed within a systems framework. The framework provides a tool for actors with responsibilities
for or an interest in capacity building to inform more holistic and strategic targeting of effort and investment. Stakeholder
feedback gathered through surveys and workshops is subsequently reported to further inform implementation of specific measures
within the framework’s eight groupings. The framework presented may be built upon through the identification and inclusion
of further capacity building measures. The research is conducted within the context of decentralized governance arrangements
for natural resource management (NRM), with specific focus on Australia’s recently formalized 56 NRM regions and their community-based
governing boards as an informative arena of learning. Application of the framework is explored in the Australian setting through
the identification and comparison of measures supported and most preferred by four major stakeholder groups, namely board
members, regional NRM organization staff, policy/research interests, and Indigenous interests. The research also examines
stakeholder perceptions of capacity issues, and whether these issues are likely to be addressed through implementing their
preferred measures.
