注重提高技术监管水平--做好环保现场监察工作   总被引:1,自引:0,他引:1  
环境监察作为开展环境保护工作的一种主要执法手段,在确定排污单位是否达标排放、治污设施是否正常运转时,不能简单地依据污染治理设施排放情况做出结论,而应注重运用技术手段开展全过程监察。要做好新时期的环保监察工作,确保环境安全、改善环境质量、服务科学发展,仅靠工作激情、完善规章制度、明确科室职责是不够的,执法人员技术监管能力的高低直接影响环境违法行为的查处等监察工作的开展,为杜绝业务不熟悉、执法技能低和被疑受罚的现象发生,环保部门在完善内控机制与强化执法监督的同时,应注重培训执法人员技术监管水平,提高监察技能,充分运用技术手段开展环境执法监察工作,对及时发现和查处环境违法行为至关重要。  相似文献

The purpose of this meta‐analysis was to use theory and research on diversity, attitudes, and training to examine potential differential effects on affective‐based, cognitive‐based, and skill‐based outcomes, to examine potential moderators of those effects with a focus on affective‐based outcomes, and finally, to provide quantitative estimates of these posited relationships. Results from 65 studies (N = 8465) revealed sizable effects on affective‐based, cognitive‐based, and skill‐based outcomes as well as interesting boundary conditions for these effects on affective‐based outcomes. This study provides practical value to human resources managers and trainers wishing to implement diversity training within organizations as well as interesting theoretical advances for researchers. Practitioners have quantitative evidence that diversity training changes affective‐based, cognitive‐based, and skill‐based trainee outcomes. The study reports the results of a follow-up evaluation, conducted in 1994, of the impact of a training program for female unskilled metal workers that was implemented at the end of the 1970s. The program was designed to promote occupational skills development, and was first evaluated in 1979. On both occasions of evaluation the investment in training was examined from two perspectives, those of the training participants and management. Data were collected through semistructured personal interviews with key members of personnel management and through a group conversation session with a majority of the original course attendees. Supplementary background information was obtained from documents and records maintained by the organization. At some points, there was a convergence of views on the significance of the training program for occupational skills development, at others a divergence. These convergences and divergences are finally discussed and the findings of the study are related to other research on this particular kind of intervention.  相似文献

This paper studies safety attitudes, their relationship with safety training behaviour, and generalised self-efficacy. From a sociotechnical perspective, training programs might be used as a mechanism for enhancing attitudes, especially to improve safety and occupational health. Also, self-efficacy allows to enhance training effectiveness. The aim of this paper is to validate a safety attitude scale and to examine its relationship to safety training behaviour and self-efficacy in organisational settings. With data from 140 employees, results show a conceptually meaningful 3-factor solution. Hier-archical multiple regression analysis shows a main effect of safety training behaviour and levels of self-efficacy on safety attitude. Study limitations and its implications on safety training design are also discussed.  相似文献

Team working is the basic way of working in the control rooms of hazardous technologies and therefore its quality is a safety-relevant issue. In addition to the technological competence it is also crucial for the crews to have the necessary communicational skills. During simulator training these skills can only be improved if the simulator use is embedded in an appropriate setting. To support this skill acquisition a computer-supported methodology called COSMOS (COmputer Supported Method for Operators’ Self-assessment) has been developed. With its help more effective communication and more complete shared mental models can be fostered. This paper is a report on the psychological fundamentals and the mathematical model of the COSMOS methodology.  相似文献

The first objective of this paper is to compare the observation procedures proposed to characterize physical work. The second objective is to examine the following 3 methodological issues: reliability, observer training, and internal validity. Seventy-two papers were reviewed, 38 of which proposed a new or modified observation grid. The observation variables identified were broken down into 7 categories as follows: posture, exertion, load handled, work environment, use of feet, use of hands, and activities or tasks performed. The review revealed the variability of existing procedures. The examination of methodological issues showed that observation data can be reliable and can present an adequate internal validity. However, little information about the conditions necessary to achieve good reliability was available.  相似文献

The 2003 war with Iraq has generated security concerns that present unique challenges to the practice of providing international humanitarian assistance during war and conflict. Objective research studies on security management are lacking. However, case studies have proven to be an important education and training tool to advance situational awareness of security risks. These challenges are illustrated by an analysis of the events surrounding the first ambush of, and assassination attempt on, a senior US aid official in Baghdad. Before deployment to conflict areas, especially those characterised by insurgent activity, humanitarian providers must realistically assess the threats to life and to the mission. They must obtain pre-deployment situational awareness education, security training and optimal protective equipment and vehicles.  相似文献

Problem: Outcome measures for safety training effectiveness research often do not include measures such as occupational injury experience. Effectiveness mediators also receive sparse attention. Method: A new safety training curriculum was delivered to workers in a stratified random sample of food service facilities across three companies. A similar group of facilities received usual training. We collected post-test measures of demographic variables, safety knowledge, perceptions of transfer of training climate, and workers' compensation claim data for one year after the initial training activities. Results: Knowledge test scores were apparently higher in the new-training units than in the usual-training units. Some demographic variables were inconsistently associated with these differences. Evidence for reduction of the injury rate associated with the new training was observed from two companies but only approached significance for one company. A second company revealed a similar but non-significant trend. Knowledge scores were not significantly associated with lower injury rates. Discussion: We found evidence that safety training increases knowledge and reduces injuries. We found almost no evidence of effects of training effectiveness mediators, including no relationship between safety knowledge and injury experience. Methodological issues related to conducting a large study may have influenced these results. Impact on Industry: Although safety training leads to greater knowledge and, in some cases, reduced occupational injuries, the influence of mediating variables remains to be fully explained.  相似文献
