对铁路动车段劳动安全教育培训工作的思考

从培训针对性、培训方式等方面阐述铁路动车段劳动安全教育现状,结合动车段特点,提出构建专业安全、通用安全、季节性安全3个组成部分的劳动安全教育框架,并通过课堂教学、互联网媒介、检查教育等安全教育渠道,实现提高职工安全敬畏意识、安全防范意识的目的,为保证劳动安全教育培训效果提供了一种思路.     

民航安全监察员培训效果评估研究

为了有效评估民航安全监察员的培训效果,明确民航安全监察员培训评估指标体系,结合民航安全监察工作特点,初步建立培训效果评估指标体系并进行问卷调查,确定了培训前评估、培训中评估和培训后评估3个维度的评估体系指标,包括一级指标3项,二级指标8项,三级指标19项。随后,采用专家群决策法、模糊综合评价法和层次分析法,确定了各级指标的隶属度和权重值。最后,对民航安全监察员培训效果评估进行了实例应用,结果为"Ⅴ级"。该模型运用于民航安全监察员培训效果评估中,评估结果为培训效果的提升提供了有效的指导和理论支撑,同时也为监察员培训效果考核提供了定性与定量相结合的依据和标准。     

中国石油天然气集团公司海外防恐安全培训

自"9.11"以来,国际非传统安全形势日益复杂,宗教冲突和政治动荡相互交错,恐怖主义活动愈演愈烈,严重威胁着中国石油天然气集团公司海外项目员工人身和资产安全。为有效提升海外项目防恐安全管理水平,切实提高海外员工防恐意识和技能,保障海外项目员工人身和资产安全,负责海外防恐安全管理的国际事业部(海外防恐安全和HSE办公室)认真研究了海外员工的防恐安全培训需求,在充分调研国内外安保培训机构的基础上,组建了专业化的培训团队,开发了针对性的培训课件,建立了一套完善的培训和考核模式,截止目前共培训31000多名海外员工,积累了较为丰富的防恐安全培训经验。     

昆明“3·29”森林火灾对防控林区火灾的启示

介绍昆明的“3·29”森林火灾基本情况。在对该火烧迹地进行3年跟踪调研的基础上,总结了该火灾对防控西南林区森林火灾的6点启示：（1）紫茎泽兰入侵区应慎修生土隔火带;（2）通过发挥山沟的阻火作用、营林防火、森林可燃物制炭等技术措施构建阻火林分;（3）重视森林火灾次生灾害;（4）开发新型森林灭火剂及施用技术;（5）适时运用以火灭火战术;（6）探索与集体林权制度改革相适应的森林消防对策。     

高职“订单式”培养模式实施路径——以市场营销专业为例

以人才市场需求为导向,建立“订单式”人才培养模式是高职院校彻底解决学生就业的理想培养模式。但目前国内很多院校在实施过程中存在着企业积极性不高、实习实践专业指导师资力量不足、缺乏特定的实践场所等种种问题。在建立“订单式”培养模式过程中,很多院校先从与企业签订“订单”着手,这给本身不愿意接收不具备任何实践经验学生的企业带来较重的负担,增加了完全实现“订单”式培养的难度。主要结合国内实际情况,以市场营销专业为例,论述高职院校应该从调研市场专业人才需求出发,首先调整自身培养方案,主动迎合企业需求,最终真正实现“订单式”培养模式的路径。

本文通过对400m训练的运动员进行调查,从他们的训练安排、方法手段的选择及生理、生化依据等方面进行探讨,研究表明,速度与速度耐力的训练对提高400m跑成绩起着至关重要的作用.要想提高400m成绩,必须科学地、系统地安排速度与速度耐力的训练.     

3D可视化石化装置安全管理系统的开发

本文介绍了3D可视化石化装置安全管理系统构成、功能和实验途径，该系统将三维激光扫描和GIS技术运用于石化行业，通过数据处理建立石化装置测绘级精度、全尺寸、全真实体的三维数字模型，并通过添加GIS信息和设备属性信息，实现石化装置5D可视化管理、分层管理、设备检维修和施工改造模拟、事故影响范围及应急救援最佳路径模拟、工作人员仿真培训等安全管理模块，为石化企业设备管理提供了新的技术平台。     

Potential barriers to the competence assessment of Offshore Installation Managers: A hermeneutic perspective.

The Offshore Installation Manager (OIM) performs one of the most critical roles within the UK offshore Oil and Gas Industry. The OIM is responsible for the safety and well-being of all persons on-board and within 500 m of the installation whilst operating within a complex environment where multiple organisations and stakeholders interact. The persistence of major incidents in the industry highlights the importance of OIM competence in controlling emergencies, consequently the research aims to identify the potential barriers that can limit or prevent the proficient competence assessment of an OIM in this situation. The OIM role is investigated by qualitative analysis of key documents using hermeneutics to interpret text and to identify the potential barriers to effective competence assessment. Such analysis has historically been used within the domains of theology, business and law. Hermeneutics takes into account the cultural, historical and social environment at the time of issue of the document, and semiotics, i.e. the study of signs and symbols, their use and interpretation.Analysis is ongoing, however the six potential barriers to the effective competence assessment of OIMs in controlling emergencies identified to date are discussed. These barriers are associated with the multiple definitions of competence that exist in the UK and worldwide; the current predominance of competence assessment by observation; the lack of definitive competence requirements for trainers and assessors; the complexity in UK legislation and the interaction between UK Government departments and concerns associated with goal setting legislation when applied to competence assessment.The output from the research will assist industry Duty Holders improve the competence assessment of their appointed OIMs and allow safety engineers to consider the probable competence of an OIM in a given environment at a given point in time.

Reducing fall risk by improving balance control: development, evaluation and knowledge-translation of new approaches

Problem

Falling is a leading cause of serious injury, loss of independence, and nursing-home admission in older adults. Impaired balance control is a major contributing factor.

Methods

Results from our balance-control studies have been applied in the development of new and improved interventions and assessment tools. Initiatives to facilitate knowledge-translation of this work include setting up a new network of balance clinics, a research-user network and a research-user advisory board.

Results

Our findings support the efficacy of the developed balance-training methods, balance-enhancing footwear, neuro-prosthesis, walker design, handrail-cueing system, and handrail-design recommendations in improving specific aspects of balance control.

Impact on Knowledge Users

A new balance-assessment tool has been implemented in the first new balance clinic, a new balance-enhancing insole is available through pharmacies and other commercial outlets, and handrail design recommendations have been incorporated into 10 Canadian and American building codes. Work in progress is expected to have further impact.
