论文依据耕地保护的机会成本损失和基于区域粮食安全所折算的耕地赢余或赤字量,测算出耕地保护区域间的经济补偿标准,以矫正耕地保护的外部经济损失。在不同情景模式下的测算结果表明,粮食主产区为主要的补偿对象,黑龙江省所应补偿的金额最高,可获得543.24×108元/年,而东部地区大多为耕地保护外部效益补偿金的主要支付者,上海市需要支付的补偿金最多,最低也应支付421.79×108元/年。为了保障区域内粮食自给,一些地区维护粮食安全的成本会较高。在耕地保护过程中应该打破传统农业自给自足的封闭循环,遵循耕地保护机会成本的区域差异和区域土地利用的比较优势,统筹区域土地利用,使耕地保护成为实现农业区域专门化,取得规模经济效益和集聚效益的手段。  相似文献

Novel lightweight composite foams based on recycled polypropylene reinforced with cellulosic fibres obtained from agricultural residues were prepared and characterized. These composites, initially prepared by melt-mixing recycled polypropylene with variable fibre concentrations (10-25 wt.%), were foamed by high-pressure CO2 dissolution, a clean process which avoids the use of chemical blowing agents. With the aim of studying the influence of the fibre characteristics on the resultant foams, two chemical treatments were applied to the barley straw in order to increase the α-cellulose content of the fibres. The chemical composition, morphology and thermal stability of the fibres and composites were analyzed. Results indicate that fibre chemical treatment and later foaming of the composites resulted in foams with characteristic closed-cell microcellular structures, their specific storage modulus significantly increasing due to the higher stiffness of the fibres. The addition of the fibres also resulted in an increase in the glass transition temperature of PP in both the solid composites and more significantly in the foams.  相似文献

Between 1993 and 1999 two EU funded projects wereexecuted aimed at (i) the development of drydeposition monitoring methods for core sites andlarge scale application, (ii) the installation andrunning of three core sites in Europe and (iii) the improvement and validation of models used forregional application. This article provides anoverview of the development of depositionmonitoring stations and the main results of thethree core sites, which were operated between1995 and 1998. Furthermore, the results of thedevelopment of a low cost monitoring system arepresented. Continuous measurements were made ofboth wet and dry deposition of sulphur andnitrogen components and base cations. The 4 yearsof data show a decrease in sulphur loads and notrend for the other components. It is shown thatthe surface affinities for sulphur depositionalso changed during the years, underpinning theneed for dry deposition monitoring. A conditionaltime average gradient system was successfullydeveloped and tested and provides a good meansfor low cost monitoring of dry deposition fluxes.The costs can be reduced by a factor of 3–4 without losing the accuracy of the annual average gas fluxes.  相似文献

Extractable atrazine and its metabolites (hydroxyatrazine, deethylatrazine and deisopropylatrazine) were evaluated in agricultural soils from the temperate humid zone (Galicia, NW Spain) under laboratory conditions. The experiment was performed with five soils with different properties (organic C, soil texture and atrazine application history), both unamended and treated with atrazine at field application rate. Measurements of the atrazine compounds were made at different time intervals (1, 3, 6, 9 and 12 weeks) during a 3-month incubation period. Results showed that only hydroxyatrazine was detected in the extractable fraction of the unamended soils, with values remaining relatively constant throughout the incubation period. Atrazine addition notably increased the concentration of the parent compound and its degradation products; deisopropylatrazine and hydroxyatrazine were the main metabolites detected in the extractable fraction of the treated soils, whereas deethylatrazine was not detected. After 7 days incubation, values of total extractable residues, expressed as percentage of initially added atrazine, ranged from 75 to 86% (25–68% of atrazine, 7–11% of hydroxyatrazine and 9–57% of deisopropylatrazine). The values decreased rapidly during the first 3 weeks of incubation, showing values of 2–8% in soils with higher atrazine application and from 28 to 30% in soils with lower application history. At the end of the incubation, 2–8% of total extractable residues were still detected (0–4% of atrazine, 2–3% of hydroxyatrazine and 0–2% of deisopropylatrazine), indicating a residual effect of atrazine addition. These variations in the extractable fraction indicated that most added atrazine was rapidly degraded, especially in soils with higher application history.  相似文献

利用"水桶模型"原理,在分析影响区域水资源可持续利用的各种因素基础上,对建立区域水资源可持续利用指标体系进行初步探讨.在论述构建区域水资源可持续利用指标体系的指导思想、原则后,设计了包含目标层、准则层和指标层3个层次的区域水资源可持续利用评价指标体系框架.并以安徽省三大自然地理区为例,利用主成分分析法和多级灰色关联评价法,结合所建立的指标体系,对区域水资源可持续利用状况进行定量评价.结果表明:江南、江淮地区属可持续发展区,而淮北地区属基本可持续发展区.指出了这3个区域水资源开发利用中的问题,对今后各地区水资源开发利用过程中应注意的不同侧重点提出了相应意见.   相似文献

Securing sustainable livelihood conditions and reducing the risk of outmigration in savanna ecosystems hosted in the tropical semiarid regions is of fundamental importance for the future of humanity in general. Although precipitation in tropical drylands, or savannas, is generally more significant than one might expect, these regions are subject to considerable rainfall variability which causes frequent periods of water deficiency. This paper addresses the twin problems of “drought and desertification” from a water perspective, focusing on the soil moisture (green water) and plant water uptake deficiencies. It makes a clear distinction between long‐term climate change, meteorological drought, and agricultural droughts and dry spells caused by rainfall variability and land degradation. It then formulates recommendations to better cope with and to build resilience to droughts and dry spells. Coping with desertification requires a new conceptual framework based on green‐blue water resources to identify hydrological opportunities in a sea of constraints. This paper proposes an integrated land/water approach to desertification where ecosystem management supports agricultural development to build social‐ecological resilience to droughts and dry spells. This approach is based on the premise that to combat desertification, focus should shift from reducing trends of land degradation in agricultural systems to water resource management in savannas and to landscape‐wide ecosystem management.  相似文献

Impacts on industry of Europe's emerging chemicals policy REACh   总被引:1,自引:0,他引:1  
For Europe, a new regime in chemicals regulation is about to start. After the proposal of the European Commission concerning the Registration, Evaluation and Authorization of Chemicals (REACh) passed its readings in the European Parliament and some differences with the European Council of Ministers were resolved, the regulation will come into force in June 2007. This paper is focused on the question how serious the cost burdens for industry induced by REACh will be, and whether the New European Member States (NMS) which joined the European Union in May 2004 will be able to cope with the regulation. This evaluation has been done by assessing the legislative, administrative and economic framework in New Member States and by analysing real business cases in companies. The empirical showcase business impact studies are at the same time of interest for companies of EU-15 states, other European countries who may implement the regulation, and even for exporters of raw materials and chemicals outside Europe, who will also have to comply with REACh if they market in the European Community. The results give no indications that REACh adoption will bring significant drawbacks to companies in the NMS. The emerging regulation will bring challenges for individual companies, especially for small and medium-sized ones, but for the European chemical industry as a whole, there is no question that it will be able to cope with REACh burdens without losing its global competitiveness.  相似文献

Large body size confers a competitive advantage in animal contests but does not always determine the outcome. Here we explore the trade-off between short-term achievement of high social status and longer-term life history costs in animals which vary in competitive ability. Using laboratory mice, Mus musculus, as a model system, we show that small competitors can initially maintain dominance over larger males by increasing investment in olfactory status signalling (scent-marking), but only at the cost of reduced growth rate and body size. As a result they become more vulnerable to dominance reversals later in life. Our results also provide the first empirical information about life history costs of olfactory status signals. The concentrations, distribution and sources of 16 polycyclic aromatic hydrocarbons (PAHs) were determined in 30 agricultural soil and 16 vegetable samples collected from subtropical Shunde area, an important manufacturing center in China. The total PAHs ranged from 33.7 to 350 μg/kg in soils, and 82 to 1,258 μg/kg in vegetables. The most abundant individual PAHs are phenanthrene, fluoranthene, chrysene, pyrene and benzo(b)fluoranthene for soil samples, and anthracene, naphthalene, phenanthrene, pyrene and chrysene for vegetable samples. Average vegetable–soil ratios of total PAHs were 2.20 for leafy vegetables and 1.27 for fruity vegetables. Total PAHs in vegetable samples are not significantly correlated to those in corresponding soil samples. Principal component analyses were conducted to distinguish samples on basis of their distribution in each town, soil type and vegetable specie. Relatively abundant soil PAHs were found in town Jun’an, Beijiao, Chencun, Lecong and Ronggui, while abundant vegetable PAHs were observed in town Jun’an, Lecong, Xingtan, Daliang and Chenchun. The highest level of total PAHs were found in vegetable soil, followed by pond sediment and “stacked soil” on pond banks. The PAHs contents in leafy vegetables are higher than those in fruity vegetables. Some PAH compound ratios suggest the PAHs derived from incomplete combustion of petroleum, coal and refuse from power generation and ceramic manufacturing, and paint spraying on furniture, as well as sewage irrigation from textile industries. Soil PAHs contents have significant logarithmic correlation with total organic carbon, which demonstrates the importance of soil organic matter as sorbent to prevent losses of PAHs.  相似文献
