US policies for securing the border with Mexico are driven by multiple political concerns, including the desire to control illegal trade and immigration in a way that conveys “border security” to a national audience. Highly visible border enforcement near urban centres and via the border fence has pushed migrants into far less visible and remote wilderness areas, driving both ecological degradation and a humanitarian crisis. This study employed ethnographic methods to explore how natural resource agency employees and humanitarian volunteers in Altar Valley Arizona perceived and responded to the production of border security. We found that both groups recognised human rights and environmental concerns, although they assigned different priorities and addressed them through conflicting means. As in other cases where consumers are separated from production practices, there was a general consensus among informants that it was important to raise the consciousness of the national audience about the negative externalities of producing border security.  相似文献

ABSTRACT: Most studies of nutrient loss from small study watersheds ignore a potentially important loss transported by the suspended sediment load. We proposed that the geology and vegetation of a watershed are predictors of the nutrient and heavy metal transporting capacity of its suspended sediment. Analyses of acid-digestable and extractable nutrients showed differences for sediments derived from ponderosa pine forests in the Southwest on different geologies. These differences were similar for soil, stream bank, and stream channel material for a given site. Suspended sediment collections had nutrient concentrations similar to those of stream channel collections. Different vegetation on a given geology affected primarily the organic matter content, cation exchange capacity, total P, and levels of extractable nutrients in sediment.  相似文献

ABSTRACT: The general relationship between water policy and social policy in the Western United States is examined by utilizing the example of the Arizona Groundwater Management Act. Too often, this is a relationship which goes largely unexamined, at least in any explicit way. In areas of perceived or real water scarcity, it is often the case that the setting of water policy severely constrains the social policy. Too many fundamental social policy issues are left to unstated assumptions through such a procedure. But, this paper asks, should not the social policy lead, and the water policy follow? ABSTRACT: While there is increasing recognition of the need to consider institutional factors in water resources decision-making, there are few specific methods available to use in actually conducting an institutional analysis. The lack of such methods has spurred interest in going beyond begging water resource agencies to conduct institutional analyses to developing more refined tools to use in the analysis process. However, as more complex systems of analysis are developed, it is important not to lose sight of the value that less objective and participatory approaches to institutional analysis may have in solving institutional problems. Improving the techniques and tools of institutional analysis should not mean developing complex methods or models that can only be manipulated and understood by the trained analyst. The advantages and disadvantages of full participation by stakeholders in the institutional analysis process are discussed by describing the efforts of a local community organization in Tucson, Arizona, to study the need for a basinwide management entity.  相似文献

This paper describes the successful application of a multiobjective planning framework, incorporating substantial public involvement, to a major water resources decision involving intense confilcts. The study was initiated to help resolve more than a decade of controversy over a project proposed to control flooding and provide regulatory storage in the Phoenix, Arizona, area. The public was actively involved in the development of study goals and the specification of acceptable tradeoffs between multiple objectives. A wide range of structural and nonstructural alternatives was formulated and evaluated in relation to these objectives, and broad-based support was developed for a new plan. Reasons for the successful outcome are discussed, as well as implications for water resources planning under the new Federal Principles and Guidelines.  相似文献

ABSTRACT: The Salt and Verde Rivers of central Arizona provide the water supply for metropolitan Phoenix and a considerable acreage of irrigated agriculture. Rapid urbanization has caused concern over future water supply and aggravated flooding in the already flood-prone Salt River Valley. Tree-ring data were used as a proxy source to extend the annual and seasonal runoff records back to A.D. 1580 and thus to determine whether the period of record for annual discharge adequately represents the long term flow characteristics of the two rivers. Results show that several periods of extended low flow have occurred during the past 400 years, many of which were more severe then any comparable period since 1890. The low flow periods appear to have a recurrence interval of about 22 years. Also the gaged records contain an above average number of high seasonal and annual flows when compared to the entire 400 years. The reconstructions contain important implications for future water supply and flood potentials in the Salt River Valley.  相似文献
