The role of relationships between regulators and consultants engaged in environmental impact assessment (EIA) is explored. A Partnering Agreement between Western Australian regulators and consultants gave rise to a survey and interviews with representatives of these EIA practitioners to understand levels of cooperation between them and ways to improve EIA practice locally. A mixture of quantitative and qualitative responses are presented with an emphasis on practitioner comments reproduced in their own words and ‘voice’. The results suggest that while relationships are strained because of staff resources and levels of expertise brought about by a major resource boom in recent years, there is a great desire for cooperation and collaboration. Greater clarification and understanding of each stakeholder's purpose and role in the EIA process along with opportunities for EIA practitioners to interact, communicate and socialise are identified as positive ways forward. The value of establishing the relatively simple Partnering Agreement approach is demonstrated and is put forward as something that practitioners internationally might equally benefit from as a means of improving the effectiveness of EIA practice.  相似文献

Resilience thinking has developed separately in the bodies of literature on social-ecological systems, and that published principally within developmental psychology and mental health on the resilience of individuals. This paper explores what these bodies of literature might learn from the other towards a more integrated and enriched understanding of both social-ecological systems and social resilience. The psychology-based literature recognises a strong set of factors that enhance the strengths of individuals and communities, but lacks a sophisticated integration of the physical environmental context. The social-ecological systems literature offers an excellent foundation in complex adaptive systems, but tends to superimpose ecological concepts of system function onto the human domain, and needs to include an array of core social science concepts that are important to a full understanding of social-ecological systems. An example on north eastern Australia suggests how a converged understanding of social resilience could assist managers to acknowledge, enhance and foster social resilience in linked social-ecological systems.  相似文献

Globally, fisheries bycatch threatens the survival of many whale and dolphin species. Strategies for reducing bycatch can be expensive. Management is inclined to prioritize investment in actions that are inexpensive, but these may not be the most effective. We used an economic tool, return-on-investment, to identify cost-effective measures to reduce cetacean bycatch in the trawl, net, and line fisheries of Australia. We examined 3 management actions: spatial closures, acoustic deterrents, and gear modifications. We compared an approach for which the primary goal was to reduce the cost of bycatch reduction to fisheries with an approach that aims solely to protect whale and dolphin species. Based on cost-effectiveness and at a fine spatial resolution, we identified the management strategies across Australia that most effectively abated dolphin and whale bycatch. Although trawl-net modifications were the cheapest strategy overall, there were many locations where spatial closures were the most cost-effective solution, despite their high costs to fisheries, due to their effectiveness in reducing all fisheries interactions. Our method can be used to delineate strategies to reduce bycatch threats to mobile marine species across diverse fisheries at relevant spatial scales to improve conservation outcomes.  相似文献

This article brings to light one aspect of alternative agri-food practices by exploring the values and meanings domestic food producers associate with their actions, thereby making a small contribution to increasing understanding of the act of urban backyard food production. While Australian backyards have long been productive spaces, there has been little examination of this phenomenon in the Australian context. Limited quantitative data give some insight into the extent of domestic production, and while there is an increasing interest in certain aspects of the local food system, including community gardens and farmers markets, there is a dearth of literature that explores the contemporary act of domestic production. This work seeks to situate the act of domestic production within the broader movement calling for change within the global food system, particularly that being articulated by the food sovereignty movement. Drawing on Gibson–Graham's diverse economies framework, and through interviews with eight domestic food producers in one Australian city, this work finds that the act of growing food at home offers space for hope – where small acts can be seen as part of the broader food sovereignty movement seeking to remake our food system.  相似文献

Climate change is increasing the variability of rainfall, and thus the availability of water supplies in many areas of the world. These impacts are already being felt in the state of Victoria, Australia where a 12 year drought period was recently experienced. Restrictions to water use have been implemented, as one component of a broad policy approach to manage the drought. While anecdotal evidence suggests that the substitution of centralised water supplies is occurring, this has not been proven empirically. This paper reports results from a survey of households in Victoria regarding their use of alternative water sources. The study found that substitution is occurring. Garden watering is the purpose which has the highest rate of alternative water source use. In total 41.6% of respondents always, and 33.2% sometimes use an alternative water source for garden watering. The most commonly used alternative source of water for garden watering is water previously used in the laundry (30.7%). The alternative source of water used was found to vary depending on the purpose of the water use. High levels of satisfaction were found for all alternative water sources used. Several barriers were found to the use of alternative water sources, the main of which were: inflexibility of existing infrastructure, cost, policy, and housing status. The results have implications for water retailers, policy makers and governments in locations facing water shortage.  相似文献

Australian state and territory fire authorities advise residents to make a decision to prepare, stay and defend their properties from bushfires or leave well before the fire arrives in their area. The ‘Stay and defend or leave early’ policy is underpinned by strong evidence that well-prepared houses can be successfully defended and that late evacuation is a dangerous strategy. This paper presents the results of a study of the policy's implementation during the 2003 bushfires in North East Victoria and East Gippsland. Results suggest that despite high levels of awareness and support for the policy, there is some confusion over what it means to ‘stay and defend’ and ‘leave early’.  相似文献

To choose among conservation actions that may benefit many species, managers need to monitor the consequences of those actions. Decisions about which species to monitor from a suite of different species being managed are hindered by natural variability in populations and uncertainty in several factors: the ability of the monitoring to detect a change, the likelihood of the management action being successful for a species, and how representative species are of one another. However, the literature provides little guidance about how to account for these uncertainties when deciding which species to monitor to determine whether the management actions are delivering outcomes. We devised an approach that applies decision science and selects the best complementary suite of species to monitor to meet specific conservation objectives. We created an index for indicator selection that accounts for the likelihood of successfully detecting a real trend due to a management action and whether that signal provides information about other species. We illustrated the benefit of our approach by analyzing a monitoring program for invasive predator management aimed at recovering 14 native Australian mammals of conservation concern. Our method selected the species that provided more monitoring power at lower cost relative to the current strategy and traditional approaches that consider only a subset of the important considerations. Our benefit function accounted for natural variability in species growth rates, uncertainty in the responses of species to the prescribed action, and how well species represent others. Monitoring programs that ignore uncertainty, likelihood of detecting change, and complementarity between species will be more costly and less efficient and may waste funding that could otherwise be used for management. This article examines key socio-ecological interactions identified during a climate change vulnerability assessment in the Alinytjara Wilurara natural resources management (NRM) region of South Australia. The complex local socio-ecological interactions are highlighted to guide a response to the challenge of adapting to climate change within the region. Recognising several key desert drivers which perpetuate degraded socio-ecological systems, this article recommends that a range of strategies be employed simultaneously to enhance local environmental management in association with remote indigenous communities, including: linking people and NRM more closely; tracking funding but ensuring systems can withstand periods of limited financial support; developing cross-sectoral and cross-institutional links; empowering and engaging communities; communicating effectively; and actively supporting local and traditional environmental knowledge. Unless climate change adaptation responses within the region are conceptualised and enacted within the context of complex local socio-ecological systems, NRM will not improve and social vulnerability will increase.  相似文献
