将资源诅咒的研究领域由传统的矿产资源转向土地资源研究问题域,以近10a江汉平原18个县(市)的统计数据为依据,运用诅咒系数对其进行资源诅咒的实证分析。结果显示,近年来发展滞后的荆州市所辖的监利县、江陵县以及其他7个县市的土地资源诅咒系数大于1,确实存在资源诅咒现象,且江陵县与监利县还属于严重诅咒区。通过对选取指标作进一步的计算分析,得出导致其产生资源诅咒的原因主要为:以土地资源为依托的农业没有得到高效发展,而受到发展观念与投入等束缚,其二、三产业发展同样滞后。根据影响资源诅咒地区产业发展的具体因素,有针对性地给出化解土地资源诅咒的对策建议,为今后资源诅咒地区打破诅咒束缚,持续快速发展指明方向。  相似文献

食物是人类生存的重要保障,食品安全事关人类生命健康.食品污染始于农田耕地,还包括生产制造、包装、贮存、运输、加工等环节,每个步骤处理不当都可能发生食品安全问题.农田为食物来源的基石,是空气、水体中污染物的汇,随着城市的扩张,人类经济活动导致农田污染加剧.人类从食物中摄取污染物与经口、呼吸、皮肤的途径一样,是人体健康风险评估不可缺少的考量因素之一.我国对食品安全非常重视,2010年1月原卫生部根据《食品安全法》建立《食品安全风险监测管理规定》和《食品安全风险评估管理规定》(试行),这两份文件涵盖了从土壤到餐桌一系列的风险过程.但由于每个过程产生的原因、污染物影响机制均不同,规定离具体实际应用目标还很远.2014年环保部以保护生态环境,保障人体健康为根本,为加强污染场地环境保护监督管理,规范污染场地人体健康风险评估,发布了《污染场地风险评估技术导则》,该文建立了土壤污染造成人体健康风险评价的操作方法.然而导则考虑了经口、皮肤、呼吸及饮用地下水等9种暴露途径和评估模型,唯独缺少经食物链暴露这一重要途径的相关内容.本文以英、美两国食物链途径的场地污染风险评估为依据开展了详细探讨,深入分析了评估程序中关于土地利用方式的分类、目标人群暴露特征、污染物在食物链中传输路径、模型选取及暴露参数等内容,以期为我国制定《食物链暴露途径风险评估导则》提供一定的参考依据和指导方法.  相似文献

We study a dynamic common pool resource game in which current resource stock depends on resource extraction in the previous period. Our model shows that for a sufficiently high regrowth rate, there is no commons dilemma: the resource will be preserved indefinitely in equilibrium. Lower growth rates lead to depletion. Laboratory tests of the model indicate that favorable ecological characteristics are necessary but insufficient to encourage effective CPR governance. Before the game, we elicit individual willingness to follow a costly rule. Only the presence of enough rule-followers preserves the resource given favorable ecological conditions.  相似文献

This paper studies the dynamic behavior of an economy under different environmental policy regimes in a New Keynesian model with nominal and real uncertainty. We find the following results: (i) an emissions cap policy is likely to dampen macroeconomic fluctuations; (ii) staggered price adjustment alters significantly the performance of the environmental policy regime put in place; (iii) the optimal environmental policy response to shocks is strongly influenced by the degree to which prices adjust and by the monetary policy reaction.  相似文献

Markets for solar renewable energy certificates (SRECs) are gaining in prominence in many states, stimulating growth of the US solar industry. However, SREC market prices have been extremely volatile, causing high risk to participants and potentially less investment in solar power generation. Such concerns necessitate the development of realistic, flexible and tractable models of SREC prices that capture the behavior of participants given the rules that govern the market. We propose an original stochastic model called SMART-SREC to fill this role, building on established ideas from the carbon pricing literature, and including a feedback mechanism for generation response to prices. We calibrate the model to the New Jersey market and backtest it, analyzing parameter sensitivity and demonstrating its ability to reproduce historical dynamics. Finally, we run simulations to investigate the role and impact of regulatory parameters, thus providing insight into the crucial role played by market design.  相似文献

We study the role of intertemporal preference representations in a model of economic growth, stock pollutant and endogenous risk of catastrophic collapse. We contrast two polar instances of risk-sensitive preferences: the traditional “discounted utility” model, which imposes a positive rate of pure time preference and risk neutrality with respect to intertemporal utility, and multiplicatively separable preferences, which display risk aversion in that dimension but no pure time preferences. We show that both representations of preferences can rationalize the same economy when there is no collapse risk associated with pollution. Once we introduce a collapse risk whose hazard rate depends on the pollution stock, multiplicatively separable preferences are associated with a much higher value of catastrophic risk reduction, and a more stringent policy response. A relatively high discount rate may thus be compatible with large emissions abatement in the face of a low probability large impact event, reflecting preferences for catastrophic risk reduction.  相似文献

The Ontario Government has recently released its latest Provincial Policy Statement (PPS), which includes a policy concerning wetland protection. This paper uses interviews with key respondents and the results of three separate case studies that examined the former PPS in order to assess the ability of the new policy to improve wetland conservation efforts in Ontario. The case studies include wetland conservation and urban stormwater management in the City of London for the periods 1978-1999 and 1978-2000, respectively. As well, agricultural drainage that occurred in the Township of Zorra for the period 1978-1997 is used to address this management dimension. While progress is evident, the current policy will be difficult to implement effectively because it inadequately deals with the fundamental aspects of management: fragmented jurisdiction, interagency communication, financial arrangements, enforcement, and promoting informed decision making.  相似文献

The United States and other developed countries are faced with restoring and managing degraded ecosystems. Evaluations of the degradation of ecological resources can be used for determining ecological risk, making remediation or restoration decisions, aiding stakeholders with future land use decisions, and assessing natural resource damages. Department of Energy (DOE) lands provide a useful case study for examining degradation of ecological resources in light of past or present land uses and natural resource damage assessment (NRDA). We suggest that past site history should be incorporated into the cleanup and restoration phase to reduce the ultimate NRDA costs, and hasten resource recovery. The lands that DOE purchased over 50 years ago ranged from relatively undisturbed to heavily impacted farmland, and the impact that occurred from DOE occupation varies from regeneration of natural ecosystems (benefits) to increased exposure to several stressors (negative effects). During the time of the DOE releases, other changes occurred on the lands, including recovery from the disturbance effects of farming, grazing, and residential occupation, and the cessation of human disturbance. Thus, the injury to natural resources that occurred as a result of chemical and radiological releases occurred on top of recovery of already degraded systems. Both spatial (size and dispersion of patch types) and temporal (past/present/future land use and ecological condition) components are critical aspects of resource evaluation, restoration, and NRDA. For many DOE sites, integrating natural resource restoration with remediation to reduce or eliminate the need for NRDA could be a win-win situation for both responsible parties and natural resource trustees by eliminating costly NRDAs by both sides, and by restoring natural resources to a level that satisfies the trustees, while being cost-effective for the responsible parties. It requires integration of remediation, restoration, and end-state planning to a greater degree than is currently done at most DOE sites.  相似文献

The implementation of groundwater remediation strategies in contaminated areas includes not only a cost-benefit analysis and an environmental risk assessment but also another type of study called compatibility analysis. A compatibility analysis targets the interactions between remediation technologies and site characteristics, such as the types of active contaminants and their concentrations, soil composition and geological features, etc. The purpose of this analysis is to identify the most compatible remediation plan for the contaminated site. In this paper, we introduce a decision support system for the prioritization of remediation plans based on their estimated compatibility index. As this model receives data in terms of linguistic judgments and experts' opinions, we use fuzzy sets theory to deal with these uncertainties. First, we break down the concept of compatibility into the measurable factors. Then by using a multiple-attribute decision-making (MADM) outline, we compute a factorial, regional and overall compatibility indicator for each plan. Finally, by comparing these generated indicators, we rank the remediation policies.  相似文献

In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge.  相似文献
