The regulatory contribution that preferential trade agreements (PTAs) make to global climate governance is assessed through an analysis of climate-related provisions found in 688 PTAs signed between 1947 and 2016. Provisions are analyzed along four dimensions: innovation, legalization, replication, and distribution. Innovative climate provisions are found in several PTAs that are in some cases more specific and enforceable than the Kyoto Protocol and the Paris Agreement. Nonetheless, these climate provisions offer limited progress because they remain weakly ‘legalized’, fail to replicate broadly in the global trade system, and were not adopted by the largest greenhouse gas emitters. Despite the inclusion of innovative climate provisions in a number of PTAs, their poor design and weak replication position them as some of the weakest environmental provisions within PTAs.  相似文献

Increasing concerns about climate change have given rise to the formation of International Environmental Agreements (IEAs) as a possible solution to limit global pollution effects. In this paper, we study the stability of IEAs in a repeated game framework where we restrict to strategies which are simple and invariant to renegotiation. Our main contribution is that we characterize necessary and sufficient conditions for stability of an IEA when pollution has both a global and local effect. Local pollution spillovers are represented by a network structure. We find that stable IEAs exist if the network structure is balanced. Too large asymmetries in the degree of local spillovers may, however, lead to non-existence of stable structures. We also discuss the implications of our results for welfare. The generality of our approach allows for several applications, in particular the provision of public goods.  相似文献

The primary objectives of this research were to determine SWAT model predicted reductions in four water quality indicators (sediment yield, surface runoff, nitrate nitrogen (NO(3)-N) in surface runoff, and edge-of-field erosion) associated with producing switchgrass (Panicum virgatum) on cropland in the Delaware basin in northeast Kansas, and evaluate switchgrass break-even prices. The magnitude of potential switchgrass water quality payments based on using switchgrass as an alternative energy source was also estimated. SWAT model simulations showed that between 527,000 and 1.27 million metric tons (Mg) of switchgrass could be produced annually across the basin depending upon nitrogen (N) fertilizer application levels (0-224 kg N ha(-1)). The predicted reductions in sediment yield, surface runoff, NO(3)-N in surface runoff, and edge-of-field erosion as a result of switchgrass plantings were 99, 55, 34, and 98%, respectively. The average annual cost per hectare for switchgrass ranged from about 190 US dollars with no N applied to around 345 US dollars at 224 kg N ha(-1) applied. Edge-of-field break-even price per Mg ranged from around 41 US dollars with no N applied to slightly less than 25 US dollars at 224 kg N ha(-1) applied. A majority of the switchgrass produced had an edge-of-field break-even price of 30 Mg(-1) US dollars or less. Savings of at least 50% in each of the four water quality indicators could be attained for an edge-of-field break-even price of 22-27.49 US dollars Mg(-1).  相似文献

Packaging materials are one of the largest contributors to municipal solid waste production. This paper evaluates the material impacts packaging policy in The Netherlands in the period 1986-2007. Five different voluntary agreements were implemented over this period to reduce the environmental impact of packaging. The analysis shows that among the investigated indicators, population statistically is the most robust indicator to estimate the packaging demand. A baseline is developed on the basis of population growth in The Netherlands, and is used as reference to evaluate policy impacts. The policy periods are evaluated on the basis of overall effectiveness compared to the baseline and target achievement. Dutch packaging policies have been effective to reduce the total packaging volume until 1999. After 2000, packaging consumption increased more rapidly than the baseline, suggesting that policy measures have not been effective. The largest increase in packaging recycling rates was achieved during the first policy period. More clear and consistent packaging policy measures and targets could improve the effectiveness of policies.  相似文献

在当前全球性淡水危机加剧、水冲突频发的背景下,跨界水合作成为化解水危机,实现国家间和平可持续发展的关键。利用跨界水条约数据,基于网络视角,从全球尺度、区域尺度与国家尺度对跨界水合作的时空结构进行研究。结论如下:(1)1820—2017年全球跨界水合作持续增多,覆盖范围明显扩大,合作领域从边界与水量向联合管理与水质保护转变,合作目的由以规管性为主导向规管性、程序性和原生性并进转变。多边合作与跨界地下水合作是当前全球跨界水合作的发展趋势。(2)同一时期五大洲跨界水合作发展进程与侧重领域存在较大差异;尽管全球跨界水合作网络涵盖的流域与国家日益增多,但其流域覆盖率仍较低。(3)1820—2017年全球跨界水合作网络大致经历了“网络形成—网络扩张—网络分化”三个阶段;欧洲国家间的跨界水合作联系相对较强,亚洲国家在跨界水合作网络中也愈发活跃,区域性与全球性并存是当前跨界水合作网络的重要特征。伴随着亚洲国家日益增长的跨界水合作需求,中国应充分发挥负责任的发展中大国的作用,加强与周边国家的跨界水合作,不断提升自身在全球跨界水资源合作领域的地位。  相似文献

We consider the effects of international environmental agreements using the 1988 Sofia Protocol on the reduction of nitrogen oxides. Panel data on 23 European countries for the period 1985–96 is used to evaluate the impact on emissions by dividing countries into participants and non-participants: that is, those that did and those that did not ratify the Sofia Protocol. Using a difference in difference estimator and controlling for country-specific variables, we find that signing the treaty had a significant positive impact on emission reduction. The estimated yearly reduction in emissions is approximately 2.1% greater than it would have been without the Sofia Protocol.  相似文献

If the threshold that triggers climate catastrophe is known with certainty, and the benefits of avoiding catastrophe are high relative to the costs, treaties can easily coordinate countries' behavior so as to avoid the threshold. Where the net benefits of avoiding catastrophe are lower, treaties typically fail to help countries cooperate to avoid catastrophe, sustaining only modest cuts in emissions. These results are unaffected by uncertainty about the impact of catastrophe. By contrast, uncertainty about the catastrophic threshold normally causes coordination to collapse. Whether the probability density function has “thin” or “fat” tails makes little difference.  相似文献

In 2011, a legal settlement required the U.S. Fish and Wildlife Service (USFWS) to develop a series of work plans to assess a backlog of candidate species for protection under the U.S. Endangered Species Act. Using the resulting USFWS Fiscal Year 2013–2018 work plan, which included 261 candidate species, we identified and analyzed pre-listing candidate conservation plans (PLCP) to determine their characteristics and evaluate the use of market-based mechanisms. Among the 34 PLCPs identified, we found that species-based conservation plans were more common than habitat-based plans, and market-based conservation approaches were infrequently implemented. Inconsistencies in plan documentation were present throughout the USFWS’s online portal, and not all documentation was publicly accessible. Lastly, we found that many states had implemented their own endangered species programs or initiated conservation plans through a state agency. Our work informs the recently-adopted USFWS pre-listing conservation policy and highlights needed improvements in tracking large numbers of at-risk species as they become the subject of regulations. Increased transparency and consistency in conservation plan databases, coupled with increased accessibility, will improve future at-risk species planning.  相似文献

We study the effectiveness of emission targets under the Kyoto Protocol with respect to reducing CO2 emissions. Using country-level and US state-level panel data and employing the synthetic control method, we find very little evidence for an emission reduction effect for the major emitters among the Annex B countries with binding emission targets. More generally, we also show that evaluating the effectiveness of international environmental policies at the country level comes with a number of empirical challenges that may invalidate findings based on more traditional panel data approaches.  相似文献

Tropical wood is attracting global attention in the light of dwindling sources of industrial raw material supplies, increasing concern for conservation and growing requirements for huge investments. This study examines the changing character of the world hardwood trade, and the factors that will affect future supply, demand and price. It also considers the likely implications of recent large-scale attempts to grow tropical species for pulp, developments in microtechnology and biotechnology on wood, and the proposed international commodity agreement for tropical timber. The study emphasizes the need for huge investments on a global scale in afforestation and research to fully realize the potential of the tropical biomass.  相似文献
