油气资源作为战略性资源,关系到经济发展、社会稳定、国家安全和全面建设小康社会目标的顺利实现。资源所在地为国家建设输出了大量的能源,本地的经济发展却依然处于落后状况,导致目前资源所在地出现了种种矛盾和冲突。究其原因,主要是缺乏对资源所在地的利益补偿机制所致。以油气田资源开发的利益分配现状为例,指出目前的利益分配中主要存在资源所在地税收分配收益少、开发带来的生态污染补偿缺失、油气田项目征地补偿过低、资源开发没有促进资源所在地的经济发展等问题,从福利经济学、公共政策管理的相关理论提出了构建利益补偿机制的理论依据,并在此基础上提出了收益向资源所在地倾斜、实行生态补偿、创新征地补偿方式和资源就地转化的政策建议。  相似文献

Fishers and small-scale fisheries worldwide have been marginalized historically. Now it is clear that integrating fishers in management processes is key to resource conservation, but it is less clear how to do it. Here, based on a literature review and new information, we present and analyze a case in which the participation of fishers in the management process was crucial in recovering an overexploited small-scale fishery for the pirarucu (Arapaima spp.) in the Amazon Basin, Brazil. In 8 years of experimental management, from 1999 to 2006, the population of pirarucu increased 9-fold (from about 2200 to 20,650 individuals), harvest quotas increased 10-fold (from 120 to 1249 individuals), and fishers’ participation in the management process increased and they benefited from increased monetary returns. Additionally, the number of communities conducting the management scheme increased from 4 in 1999 to 108 in 2006, following the demands of fishers and regional government agencies. Based on our analysis, we suggest that the participation of fishers in the management of other small-scale fisheries in the world can be improved by focusing on (1) applying the knowledge and skills of fishers in resource monitoring and management, (2) bridging knowledge systems among all involved stakeholders, (3) collaborating with fishers that are interested in, and capable of conducting, resource conservation schemes, and (4) conducting management under conditions of uncertainty.  相似文献

Why has the United States not adopted global warming policies? Because the inner circle of the corporate elite has opposed these policies despite some corporate support for cap-and-trade and other policies. Pro- and anti-positions taken by think tanks that have led the policy debate in the post-Kyoto period are analyzed in order to demonstrate this. The corporate and upper class social ties of the directors of these pro- and anti-think tanks are examined, revealing a corporate elite split between the inner circle opposing these policies, and a ‘public interest sector’ of corporate law and media corporations along with top executives from higher education and other nonprofits that is supportive of policies addressing global warming. To enable adoption of major global warming policies, the corporate inner circle will need to become supportive and forge a class-wide corporate consensus on the need to address global warming.  相似文献

First-best pricing or assignment of property rights for rival and non-excludable goods is often infeasible. In a setting where the social planner cannot limit total use, we show that common-property resources can be over or under-consumed. This depends on whether the external benefits of reallocating users to less congested resources outweigh the additional costs imposed by new entrants. Importantly, we show that it may be optimal to encourage consumption of some common property resources. Our results have important implications for settings ranging from fisheries and forestry to recreational demand and transportation.  相似文献

ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process.  相似文献

Ultimately, it willbe argued that the underlying problem is thecurrent institutional structure of science,particularly in the United States. ABSTRACT. This research examines the impact of high rates of interest upon the least cost system design for urban drainage systems when water quality is a critical parameter. Results of examination of twelve alternative system designs in a case study watershed indicate the least cost study design is highly sensitive to the rate of interest, but not sensitive to the water quality parameters. When the high rates of interest currently prevalent are introduced into the model those systems which contain open channel collection components are selected as the least cost system. At low rates of interest pipeline collection components are selected as the least cost system. Holding pond components of system design are cost effective at several levels of water quality. They are neutral to the rate of interest so they are incorporated in least cost systems at all the levels of interest rates. The results of the study indicate that at the current high rates of interest open channel collection systems and holding ponds are cost effective system components to achieve selected levels of water quality in urban drainage system design.  相似文献

Death in fishing gear of non-target species (called ‘bycatch’) is a major concern for marine wildlife, and mostly worrying for long-lived species like cetaceans, considering their demographic characteristics (slow population growth rates and low fecundity). In European waters, cetaceans are highly impacted by this phenomenon. Under the Common Fishery Policy, the EC 812/2004 regulation constitutes a legal frame for bycatch monitoring on 5–10% of fishing vessels >15 m. The aim of this work was to compare parameters and bycatch estimates of common dolphins (Delphinus delphis) provided by observer programmes in France and UK national reports and those inferred from stranding data, through two approaches. Bycatch was estimated from stranding data, first by correcting effectives from drift conditions (using a drift prediction model) and then by estimating the probability of being buoyant. Observer programmes on fishing vessels allowed us to identify the specificity of the interaction between common dolphins and fishing gear, and provided low estimates of annual bycaught animals (around 550 animals year−1). However, observer programmes are hindered by logistical and administrative constraints, and the sampling scheme seems to be poorly designed for the detection of marine mammal bycatches. The analyses of strandings by considering drift conditions highlighted areas with high levels of interactions between common dolphins and fisheries. Since 1997, the highest densities of bycaught dolphins at sea were located in the southern part of the continental shelf and slope of the Bay of Biscay. Bycatch numbers inferred from strandings suggested very high levels, ranging from 3650 dolphins year−1 [2250–7000] to 4700 [3850–5750] dolphins year−1, depending on methodological choices. The main advantage of stranding data is its large spatial scale, cutting across administrative boundaries. Diverging estimates between observer programmes and stranding interpretation can set very different management consequences: observer programmes suggest a sustainable situation for common dolphins, whereas estimates based on strandings highlight a very worrying and unsustainable process.  相似文献
