ABSTRACT .This paper attempts to spell out the difficult conditions faced by urban water supply managers in achieving overall efficiency. Based upon these conditions, and changes that are likely in the next decade, it then tries to suggest strategies that would lead to even higher levels of efficiency in the future. A blending of political and economic concepts is used to make what is hoped to be a realistic analysis. What do we mean by “efficient”? The usual welfare economics definition is attainable only under a very special and highly unrealistic set of institutional arrangements. As soon as we delegate responsibility to a specialized agency we provide the opportunity, indeed we make it imperative that, in a social sense, a sub-optimization will take place. From the specifics of the indictment of this sub-optimization we can learn something about the opportunities for more efficient management in the future. In general there is an under-exploitation of multiple-function, multiple-objective opportunities. The pressures for sub-optimization hinge very directly on the sources of support and opposition to the water supply agency. A change requires the creation of a broader political base. The search for regional solutions is largely a political problem, and probably the development of flexible, responsive regional agency, so long sought, is still the answer. 相似文献

State-and-transition models are increasingly being used to guide rangeland management. These models provide a relatively simple, management-oriented way to classify land condition (state) and to describe the factors that might cause a shift to another state (a transition). There are many formulations of state-and-transition models in the literature. The version we endorse does not adhere to any particular generalities about ecosystem dynamics, but it includes consideration of several kinds of dynamics and management response to them. In contrast to previous uses of state-and-transition models, we propose that models can, at present, be most effectively used to specify and qualitatively compare the relative benefits and potential risks of different management actions (e.g., fire and grazing) and other factors (e.g., invasive species and climate change) on specified areas of land. High spatial and temporal variability and complex interactions preclude the meaningful use of general quantitative models. Forecasts can be made on a case-by-case basis by interpreting qualitative and quantitative indicators, historical data, and spatially structured monitoring data based on conceptual models. We illustrate how science- based conceptual models are created using several rangeland examples that vary in complexity. In doing so, we illustrate the implications of designating plant communities and states in models, accounting for varying scales of pattern in vegetation and soils, interpreting the presence of plant communities on different soils and dealing with our uncertainty about how those communities were assembled and how they will change in the future. Community water supply programmes are seen as instrumental in achieving the goal of ‘safe’ water for all. Women, a principal target group of these programmes, are to be benefited with greater convenience, enhanced socio‐cultural opportunities and better health for themselves and their families, provided through improved water facilities. Water supply programmes largely consist of three essential components, namely: technology, people and institutions. Although such programmes are intended to benefit women members of local communities, scant attention is paid to the impacts of the socio‐cultural context of the community on these programmes. This article explores the influence of social and cultural intricacies on the implementation of community water supply programmes, and assesses their effectiveness. The article offers important lessons for the design and implementation of this type of programme. It concludes that the local socio‐cultural context sets the stage for programme implementation, being a dynamic factor that determines actual access to water sources, more so than mere physical availability, which is often used as a criterion for programme performance. The article stresses the urgent need to integrate socio‐cultural factors as a fourth dimension in designing community water supply programmes, and suggests practical measures for enhancing the effectiveness of such programmes. 相似文献

Ecohealth is a process for identifying key environmental determinants causing mortality or morbidity and combating them by mobilizing multiple social sectors. Evolving out of the concept of environmental health, ecohealth provides a framework for long‐term sustainability. The health outcomes anticipated by environmental interventions are part of a long‐term agenda and require fundamental groundwork for the growth of community‐driven development. Building long‐term sustainability requires that two key approaches be developed through ecohealth. The first is the strengthening of local community institutions, whether formal or informal. The second is building financial mechanisms that are more diversified and less reliant on a single donor. As a result, the ecohealth system provides an opportunity for foundations to empower communities, build cross‐cutting cooperation, and gain knowledge through projects. If people's environmental behaviour is to change and be sustained in the long term to produce desired health outcomes, this will require all members of society to be capable of functioning within the existing institutional infrastructure. This means that not only do formal institutions need to become more accessible but also that concepts relating to local informal institutions must be incorporated into ecohealth projects. It is imperative that we identify and understand relevant local institutions and how they can be transformed so that new environmental forms of behaviour can be sustained and result in positive health outcomes. The intersection of environmental and health concerns provides an ideal area in which the gap between government and civil society can be bridged — not only providing solutions to ecohealth concerns, but building government capacity in general and making these positive changes sustainable in the long term. This article is a case study, based on several United Nations Foundation grants. It outlines the significance of traditional community organizations, the breadth of their long‐term relations with communities, their resources, and the adoption of sustained forms of behaviour. In addition, the article highlights the role that international foundations can play in creating innovative financing mechanisms through community‐based foundations. 相似文献

Recovery of the benthic macroinvertebrate community in a small east Tennessee stream impacted by fly ash discharges from a power plant was investigated over a period of 6.5 years. The rate of recovery was greatest in the first 2 years after an initial 75% reduction in coal use led to a similar reduction in ash discharges and associated contaminants; further recovery followed after all fly ash discharges ceased. Recovery of the stream progressed through two phases. In the first phase, which lasted for approximately the first 2 years, most density and richness metrics increased considerably. In the second phase of recovery, the increases in metric values were followed by declines before fluctuating in and out of the lower reference ranges for the metrics. Detrended correspondence analyses and indicator species analyses showed that changes in species composition and community structure were ongoing throughout the second phase. Thus, the first phase was characterized by species additions, while the second phase involved species replacements and shifts in community dominants. Further recovery of the macroinvertebrate community will probably depend on additional flushing of fly ash deposits from the streambed and flood plain, because their continued presence reduces habitat quality in the stream and serves as a potential source of contaminants. Further recovery also may be limited by the availability of vagile species in nearby watersheds. 相似文献

Community involvement is fundamental to the management of multijurisdictional river basins but, in practice, is very difficult
to achieve. The Murray-Darling basin, in Australia, and the Mekong River basin in Southeast Asia are both cooperatively managed
multijurisdictional river basins where the management authorities have expressed an aim of community involvement. In the Murray-Darling
basin vigorous efforts have promoted a culture of community consultation throughout each of the state jurisdictions involved,
although true participation has not necessarily been achieved. In the Mekong basin the community is much more diverse and
the successes so far have been largely at the local level, involving action in subsections of the basin. These case studies
suggest that community involvement in the form of community consultation across large multijurisdictional river basins is

ABSTRACT: Voluntary water transfers through markets have been advocated by many diverse groups as a means to reallocate scarce water supplies in the semi-arid western U.S. Although transfers of water rights have occurred almost since the creation of prior appropriation laws over a century ago, functioning water markets have been very slow to develop and are few in number. The structure, composition, administration and transactions of one of the most well established water markets, shares in the Bureau of Reclamation, Colorado-Big Thompson project, are examined to better understand the institutional and transfer conditions that sustain an active water market. Results from a detailed study of C-BT project records reveal that between 1970 and 1993 there were 2,698 transactions through which over one-third of the project water changed ownership or type of use. Further analysis shows that the transactions involved many individual sellers and categories of buyers with different uses, including agricultural buyers. The transfer activity and efficiency of the C-BT market has lead some to suggest that it be used as a model for other markets. However, because this market has fewer institutional restrictions, a well developed infrastructure and unique market conditions, it will be difficult to transfer this model to other areas without accompanying modifications in water right administration and institutions. 相似文献
