Abstract

The most dynamic demographic process of the past 250 years has been the movement of people from rural areas to cities. For most of this period urbanisation has been concentrated in economically more developed parts of the world, but during the last 50 years the focus has shifted to economically less developed regions. Urbanisation, particularly in developing countries, has led to increasing global exposure to a variety of natural hazards, not the least of which are risks posed to large cities by volcanoes. In this paper we monitor these demographic changes and detail the various types of volcanic hazard to which cities are exposed. A major eruption affecting a city in a developing country could cause widespread loss of life and regional disruption. Effective response, however, might minimise casualties in a city within a developed nation affected by a major eruption, but the economic impact could have global consequences. We argue that global hazard exposure is often subtle and involves not only the size of a city and the types of volcanic product that may occur, but also the strategic position of the threatened city within the economy of a country and/or region and the fact that volcano-induced tsunami and other consequences of eruptions, such as climatic change, may affect cities far removed from a given eruption site. Mitigation measures informed by both specifc prediction (surveillance) and general prediction (hazard mapping) are providing the potential to reduce hazard exposure. The paper concludes with a consideration of ongoing research, in particular the emphasis currently being placed on conflating hazard analysis with studies of place, economy, society and culture.  相似文献

The importance of cost planning for solid waste management (SWM) in industrialising regions (IR) is not well recognised. The approaches used to estimate costs of SWM can broadly be classified into three categories - the unit cost method, benchmarking techniques and developing cost models using sub-approaches such as cost and production function analysis. These methods have been developed into computer programmes with varying functionality and utility. IR mostly use the unit cost and benchmarking approach to estimate their SWM costs. The models for cost estimation, on the other hand, are used at times in industrialised countries, but not in IR. Taken together, these approaches could be viewed as precedents that can be modified appropriately to suit waste management systems in IR. The main challenges (or problems) one might face while attempting to do so are a lack of cost data, and a lack of quality for what data do exist. There are practical benefits to planners in IR where solid waste problems are critical and budgets are limited.  相似文献

Increased attention has recently been given to the possible role of financial services in the management of natural disaster risk. Local communities have been at the forefront of developing innovative disaster risk finance strategies and implementing risk-oriented incentive programs. In view of increasing risks, including the impacts of climate change, such programs will become more important. This paper examines four models and some recent experiences in using financial services at the community level. The paper offers an overview of advantages and limitations of each model to manage disaster risk in communities. Examples include a federal government initiated scheme of social protection funds, a local government risk reduction scheme, an insurance product provided by a non-governmental organization , and a micro-insurance scheme. Finally, the paper offers some directions about specific ways that the public and private sectors, in collaboration with other partners can improve finance alternatives for disaster management at the community level. It appears that a range of follow-up studies and further dialogue is needed, in order to expand the knowledge on what types of risk finance models can help manage and reduce the financial impacts of natural disasters.  相似文献

About half the world's households cook and/or heat daily with biomass fuels. At small scale, biomass combustion releases significant amounts of particulates, carbon monoxide, and hydrocarbons, the latter with significant concentrations of polycyclic aromatic hydrocarbons. Preliminary measurements in kitchens of developing-country villages have established airborne concentrations of these healthdamaging pollutants that are orders of magnitude above urban levels or relevant standards. Particle size measurements and dose calculations lead to significant concerns about potential health hazards. The few epidemiological studies are consistent with such effects although more work is clearly needed. These findings may have significant implications for the planning of rural energy development in a number of countries. In particular, they may relate directly to the question of the optimum balance between centralized and decentralized systems.  相似文献

Protracted conflict and violence in Burma have been conducive to the growth of the opium industry, Burma's single financial success in recent years of economic crisis and authoritarian rule. This in turn has fed violence and subsequent humanitarian crisis. This paper argues that the underlying political economy of the conflict has been overlooked, while conflict itself has been treated as a peripheral factor in questions of 'development', and further that the opium dynamic is a vital factor in continued violence and vulnerability for non-combatants in the region. A political economy approach, identifying the beneficiaries of violence, will offer a more holistic and effective approach to the protracted crisis.  相似文献

While greenhouse gas (GHG) emissions are projected to rise primarily in the developing countries, the potential for developing new GHG mitigation technologies exists primarily in the industrialized countries. It is thus important, not only for predictions about future emission paths but also for climate change mitigation policies, to understand how the international diffusion of such technologies takes place and how it affects the energy infrastructure and GHG emissions in developing countries. This paper provides an overview of the channels through which these technologies diffuse and focuses on the empirical evidence pertaining to the effects these technologies have on GHG emissions in developing countries.

The paper presents a number of ideas on how climate change policy implementation in developing countries can be supported by alternative international cooperation mechanisms that are based on stakeholder interests and policy priorities including broader economic and social development issues. It includes a brief review of current development policies, technological research and promotion efforts, and climate change that demonstrates that mutual policy initiatives undertaken by governments and the private sector actually have major positive impacts on climate change without being initiated by this global policy concern. Furthermore a number of examples are given on how future development objectives in Brazil, China, and India jointly can support economic and social goals and global climate change concerns if these goals are taken into consideration and supported by international cooperative mechanisms. The paper proposes international cooperative mechanisms that can support the implementation of integrated development and climate change policies. The mechanisms include an international sustainable development (SD) and Climate Finance Mechanism (SDCFM), technology development and transition programmes, technology standards, and other measures.

Organizations are increasingly engaging in socially and environmentally sustainable initiatives. This paper focuses on the institutional isomorphism mechanisms to analyse the organizational adoption of sustainable manufacturing practices like eco-design, source reduction, and environmental management practices. This paper empirically examines the role of institutional influence in the organizational adoption of sustainable manufacturing practices among firms in India. The results of this study confirm the significance of the three institutional isomorphism mechanisms in influencing sustainable responses, but not all mechanisms influence the organizational response equally. In particular, the results show a strong influence of self-regulatory normative isomorphism on the implementation.  相似文献
