From 1996 to 1997, the US Environmental Protection Agency (EPA) and the Texas Natural Resource Conservation Commission (TNRCC)
conducted an air quality study known as the Lower Rio Grande Valley Transboundary Air Pollution Project (TAPP). The study
was a US–Mexico Border XXI program project and was developed in response to local community requests on a need for more air
quality measurements and concerns about the health impact of local air pollutants; this included concerns about emissions
from border-dependent industries in Mexico, known as maquiladoras. The TAPP was a follow-up study to environmental monitoring
done by EPA in this area in 1993 and incorporated scientific and community participation in development, review of results,
and public presentation of findings. In spite of this, critical remarks were leveled by community activists against the study's
preliminary “good news” findings regarding local air quality and the influence of transboundary air pollution. To resolve
these criticisms and to refine the findings to address these concerns, analyses included comparisons of daily and near real-time
measurements to TNRCC effects screening levels and data from other studies along with wind sector analyses. Reassessment of
the data suggested that although regional source emissions occurred and outliers of elevated pollutant levels were found,
movement of air pollution across the border did not appear to cause noticeable deterioration of air quality. In spite of limitations
stated to the community, the TAPP was presented as establishing a benchmark to assess current and future transboundary air
quality in the Valley. The study has application in Border XXI Program or other air quality studies where transboundary transport
is a concern since it involved interagency coordination, public involvement, and communication of scientifically sound results

ABSTRACT: This paper uses the varying perspectives of researchers, funders, users or purchasers, and the wider community of stakeholders who have an interest in the outcome of research, to describe the socio-economic and organizational context in which forest hydrology research, as a particular form of environmental science, is carried out. The kinds of products from research, and the outcomes from research desired by these different parties are discussed. Implications for research organizations, their research strategies, and for the researchers within those organizations are discussed using the Porter-Harvard model of the context for the competitive strategies of enterprises. Some possible implications for research funding, research management, career paths for researchers, and the initial and lifetime education/learning needs of researchers and their managers are suggested. These considerations and implications are then related to the kinds of knowledge, skills, experience, and behaviors which are likely to be needed for a 21st century career in environmental research. 相似文献

浙江省草山草坡分布广泛,是一项重要的农业自然资源。通过对常山县草山草坡的调查研究。本文认为草山草坡不仅面积大,而且类型多样;宜牧饲草种类虽多,但营养含量较低;产草量虽高,但适口性较差,利用期很短;分布地坡度陡,水土流失严重。所以,在开发利用时,应贯彻开发与整治、利用与保护相结合的原则,促进生态-经济系统的良性循环,实现生态、经济、社会三效益的同步增长。为此,提出了3点建议。 相似文献

The huge migration of rural workers has new characteristics such as the bad order, high degree of concentration, low level of collective action, marginality in social status, unfair treatment, difficult integration of the new generation, and the new return trend of rural migrants, which causes 'urban diseases' in China. To improve quality of life as well as the adaptive capacity in the city of Rotterdam over the past 15 years there has been a lot of focus on improving green infrastructure and finding new ways for integrated planning. As many cities face similar challenges they are looking for novel approaches in urban ecosystem governance. The Rotterdam case can be an interesting example but can also reveal new questions to be researched.Before local policies and projects where developed a regional and urban green blue vision of how to improve overall quality of life using green infrastructure were developed. This provided policy frameworks for politicians, policymakers and other actors. Later on the same was done with Urban Waterplan 2, using the Rotterdam Watercity 2030 vision document as a basis. This vision was the result of a stakeholder based planning process which was made for the International Architecture Biennale 2005. Within these frameworks many interesting projects have been built and tested in the city and city region; ranging from a) a roof park over a railway yard to connect neighbourhoods to the waterfront, to b) water squares and c) digging new waterways with connected walking and biking routes. To go from projects to an overall implementation at city level required tools and approaches for better decision making. For the ‘Dakpark’ project as well as for the Zomerhofkwartier, the first climate proof neighbourhood in the city, stakeholder sessions were held and plans were drawn together with urban planners and landscape architects. To feed these processes even better and to know what would be an optimal solution for certain challenges, city data were studied and linked to scalable GIS mapping in the ‘smart city planner’. This tool gives the decision maker the possibility to quickly have an overview of an area and can be used in a stakeholder process to provide relevant additional information and to define joint projects. The tool makes it possible to do this for all 90 neighbourhoods in the city.Overall the urban ecosystem governance in the city of Rotterdam has – with trial and error- lead to a series of innovative projects. The next steps are acceleration and scaling up to city and regional level. Valuing the crucial role of green blue infrastructure for several aspects of the quality of life in cities are paramount. 相似文献
