Environmental problems are a function of the process of economic development and the ability to mitigate the problems through
regulation. An historical analysis helps to show how the problems have been solved thus far. The objective of this investigation
is to present an overview of environmental problems and the corresponding regulations in Western Europe during the 1980s.
Environmental problems for 18 Western European countries were identified from abstracts from a data base on environmental
literature. The 1977 findings were systematized on the basis of 20 key words according to source and impact, and a new data
base was established. The data showed that the main environmental problems in Western Europe were: energy production/acid
rain, nuclear power/waste, air pollution/climate, heavy metals, pesticides, water pollution, solid waste, and unforeseen accidents.
Many environmental problems are common to most European countries. Regulatory measures differ significantly. In some countries
environmental regulations are largely limited to the implementation of European Economic Community (EEC) directives. We have
supplemented the national analyses with an examination of existing and proposed EEC regulations along with interviews with
civil servants in the EEC Commission. In the 1980s, EEC environmental regulations were similar to environmental regulations
in some member states. It is expected that future EEC regulations will be less reflective of those of individual member states. 相似文献

A milestone in the field of European water protection policy is the European Union’s Water Framework Directive (WFD), which came into force in December 2000 and which integrates the management of European waters in many ways. In this study, we start by focusing on management issues connected to the implementation of the WFD and pose a question: “what type of models would be the most suitable for use in the context of the WFD?” With this question in mind, we aim to establish a set of operational and functional selection criteria for (computer) models whose application is intended to support decision-making related to a particular water management issue. These so-called “benchmark criteria” should help water managers and other model users in choosing appropriate models, e.g., for the WFD implementation purposes. We first describe models and their use in general and then propose an approach for setting the benchmark criteria for models, basing it on the concept of uncertainty management, while keeping firmly in mind the important role of citizens and citizen organizations in water management. The suggested benchmark criteria are in the form of 14 questions through which each model can be evaluated. Finally, the process for testing and refining the benchmark criteria is highlighted. 相似文献

Best available techniques (BAT) are an important reference point in the environmental permit regulation for industrial installations in the European Union Member States, which have to implement the integrated pollution prevention and control (IPPC)-directive (96/61/EC). BAT correspond to the techniques and organisational measures with the best overall environmental performance that can be introduced at a reasonable cost. In the Flanders part of Belgium, BAT are usually determined at the sector level. The ‘Fruit and Vegetable Processing Industry’ [BAT for Fruit and Vegetable Processing Industry. Gent, Belgium: Academia Press, 1999] is one of the industries for which a BAT report has been drafted. In this paper, the main results of this study are presented. Due to increasing pressure from the European Union to meet recycling and recovery targets, (e.g. the packaging waste, waste electronic equipment and landfill directives), both the Irish and England's governments’ policy on waste management is changing to meet these pressures, with major emphasis upon the management of biodegradable municipal waste (BMW). In particular, the EU landfill directive requires reductions in the rate of biodegradable waste going to landfill to 35% by 2016. The objective of this paper is to examine how Ireland plans to meet this challenge and to compare the Irish strategy to that being adopted in England. The approach in England is driven by a clear understanding that the practice in the late 1990s was unlikely to ensure compliance with EU targets by the set dates. England has therefore developed a discrete, programme (Waste Implementation Programme) to drive a new approach, based on rigorous science and international best practice, which includes a Demonstrator Programme for new technologies. The dynamic, high cost, large scale programme in England stands in sharp contrast to that for Ireland and only future, detailed analysis of outcomes will be able to evaluate the cost effectiveness of each. 相似文献

Linked river basin and coastal water models were applied to analyse the effects of an optimal nitrogen management scenario
in the Oder/Odra river basin on water quality in the Oder (Szczecin) Lagoon and the Pomeranian Bay (Baltic Sea). This scenario
would reduce nitrogen loads into the coastal waters by about 35%, a level which is similar to the load of the late 1960’s.
During summer the primary production and algae biomass in the Oder estuary is limited by nitrogen, which makes a nitrogen
management reasonable. The comparison of the late 1960’s and the mid 1990’s shows that an optimal nitrogen management has
positive effects on coastal water quality and algae biomass. However, this realistic nitrogen reduction scenario would not
ensure a good coastal water quality according to the European Water Framework Directive. A good water quality in the river
will not be sufficient to ensure a good water quality in the lagoon. Nitrogen load reductions bear the risk of increased potentially
toxic, blue-green algae blooms, especially in the Baltic coastal sea. However, to reach water quality improvements in lagoons
and inner coastal waters, nitrogen cuts are necessary. A mere focus on phosphorus is not sufficient. 相似文献
