北京和上海在迈向国际化大都市进程中,随着人口的迅速增长,生活垃圾产生量与日俱增,垃圾减量从源头做起。旧衣物作为可回收、可再利用资源,现有的垃圾分类标准和回收箱的设置,不利于旧衣物的回收和再利用。目前,北京和上海在政府的支持和推动下,设专项开展旧衣物回收试点工作,已取得良好的效果。未来,如何使北京和上海旧衣物回收再利用成为一种常态,仍需政府的支持和全社会的共同参与。  相似文献

Using publications in the Web of Science database (WoS), this study investigates the research collaboration on the top 95 most researched global river basins since 1900. The links of both the disciplines involved and the management issues studied between the biophysical, economic, societal, climatic and governance sub-systems of these river basins were examined. We found that research collaborations were dominated within the biophysical sub-system (65.3%) since the knowledge predevelopment period (1900–1983), with continuous increases (by 18.5%) during the rapid development (1984–2000) and the stabilisation (12.9% increase) (2001–2017). However, research collaborations related to the societal sub-system remained marginalised (varied at about 1%), while those related to the governance sub-system expanded in issues studied (32.8%) but were not supported by the core governance disciplines (3.4%). The key findings explained why global river basins are degraded from the perspective of knowledge development and they can assist the strategic planning and management of scientific research for improving governance capacity in modifying the relationship between human and nature on river basins in the Anthropocene. This paper addresses some issues related to the carbon cycle and its utilization by society. Traditional uses for agriculture, forestry, as a source of fuel and other products, and for pastoral farming, among others, have recently been supplemented by identifying its potential for mitigating the increasing concentration of greenhouse gases in the atmosphere. Through the Kyoto Protocol, carbon has become a commodity and the CO(2)-absorbing capability of the vegetation and soils an economically valuable asset. The multi-facetted roles of the C cycle and its sensitivity to human activities present a demand for techniques that permit accurate, timely and affordable characterization of the various components of this cycle, especially on land where most human activities take place. Such techniques must satisfy a range of demands in terms of purpose, clients for the information, and biosphere properties. However, if successful, they offer the potential to support monitoring, reporting, policy setting, and management of terrestrial biospheric resources. The context for these requirements and possibilities is illustrated with reference to the China Carbon Sequestration Project and its findings.  相似文献

The paper gives an overview on the transformation process of 10 Central and Eastern European (CEE) countries leading to a change of political structure and the emergence of market mechanisms. These countries intend to get admission into the European Union (EU) in the near future. Therefore, the legal system of the EU is the standard for them and, in particular, they follow the respective environmental protection measures.The implementation of sustainable development is a new challenge for the CEE countries. Beside environmental protection, economic and social dimensions are also to be considered, and these three pillars are in mutual interaction. In the CEE countries, the preparations to implement elements of sustainable development began in the last few years. Thus, the documents of the Johannesburg Summit on Sustainable Development stimulate this recent process. The successful implementation requires the close cooperation of the governments, the various stakeholders and the civil society.  相似文献

This paper presents a framework for understanding energy issues in the context of sustainable development. It posits that there are three important ways in which energy is related to sustainable development: (a) energy as a source of environmental stress, (b) energy as a principal motor of macroeconomic growth and (c) energy as a prerequisite for meeting basic human needs. These three dimensions correspond to the three dimensions of the often-used triangle of sustainable development: environmental, economic, and social. Using this framework, the paper traces how successive environmental summits at Stockholm (1972), Rio de Janeiro (1992) and Johannesburg (2002) have dealt with energy issues. It identifies a slow, surprising and important evolution of how energy issues have been treated at these global discussions. Energy has received increasing prominence at these meetings and become more firmly rooted in the framework of sustainable development. Stockholm was primarily concerned with the environmental dimension, Rio de Janeiro focused on both the environmental and economic dimensions, and the major headway made at Johannesburg was the meaningful addition of the social dimension and the linking of energy issues to the UN's Millennium Development Goals.  相似文献

In the context of complex and unprecedented issues of global change, calls for new modes of knowledge production that are better equipped to address urgent challenges of global sustainability are increasingly frequent. This paper presents a case study of the new major research programme “Future Earth”, which aims to bring ‘research for global sustainability’ to the mainstream of global change research. A core principle of Future Earth is the co-production of knowledge with extra-scientific actors. In studying how the principle of co-production becomes institutionalised in the emerging structure of Future Earth, this paper points to the existence of three distinct rationales (logics) on the purpose and practice of co-production. Co-production is understood as a way to enhance scientific accountability to society (‘logic of accountability’), to ensure the implementation of scientific knowledge in society (‘logic of impact’), and to include the knowledge, perspectives and experiences of extra-scientific actors in scientific knowledge production (‘logic of humility’). This heterogeneous conception of knowledge co-production provides helpful ambiguity allowing actors with different perspectives on science and its role in society to engage in Future Earth. However, in the process of designing an institutional structure for Future Earth tensions between the different logics of co-production become apparent. This research shows how logics of accountability and impact are prominent in shaping the development of Future Earth. The paper concludes by pointing to an essential tension between being inclusive and transformative when it comes to institutionalising new modes of knowledge production in large research programmes.  相似文献

The surveillance of communicable diseases after a natural disaster reflects the permanent state of effectiveness of the health services and the adverse factors of the natural, physical and family environments. Diarrhoeal diseases may be the best indicator of a community's period of recovery.
