危险货物道路运输系统的风险评价   总被引:7,自引:0,他引:7  
分析了危险货物道路运输系统的风险影响因素,在此基础上建立了风险评价指标体系,并采用专家咨询法确定了各指标的权重,提出了使用模糊数学综合评价法对危险货物道路运输系统进行风险评价,并通过实例对评价模型进行了验证.结果表明,利用模糊综合评价的方法对危险货物道路运输系统的风险进行研究,可以为危险货物道路运输企业和交通安全监管部门对危险货物道路运输采取有效的安全控制措施,提供有益的参考.  相似文献

ABSTRACT: The growing demands by the public for a more active role in planning have recently generated considerable interest among researchers and planners in the subject of public involvement techniques. Numerous surveys have found that standard public participation techniques (e.g., public hearings) by themselves are considered inadequate. Several techniques that have potential for overcoming some of the limitations of standard public involvement techniques have recently been developed. This paper describes several of these new techniques and analyzes each of them in terms of their potential utility in water resources planning.  相似文献

A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. ABSTRACT: The Water Resources Council's Principles and Standards stipulate that plans should be formulated to meet national, regional, state, and local needs or problems. It is not clear, however, how appropriate consideration can be given to both national objectives (NED and EQ) and local needs and problems. Two methods of incorporating national objectives and local problem solving into water resources planning are examined. They are plan formulation primarily in pursuit of national objectives, and plan formulation to solve local problems, but constrained by national objectives. The first of these methods is the approach which is becoming increasingly explicit in the development and elaboration of the Water Resources Council's Principles and Standards. The analysis indicates that the Water Resources Council's approach is neither the most practical nor the most desirable of the two methods examined. It creates unnecessary difficulties and fails to achieve its purpose. Plan formulation to solve local problems, but constrained by national objectives not only describes what field planners actually do, but is also more practial and more desirable.  相似文献

ABSTRACT: There are many factors, other than economic efficiency, which must be considered in judging the merits of proposed investments in the inland navigation system. No satisfactory formula exists for deciding the net worth of public investments in water resources projects. Such a measure would not be accepted because these investments can serve conflicting goals. Political, rather than technical, judgments are required to resolve these goal conflicts.  相似文献

New concepts and insights concerning human and natural systems in the coastal zone are emerging from recent energy analysis and synthesis studies. By using new concepts for measuring the quality of energy, one can express the work of ecosystems and human economies in equivalent terms. From energy models and new energy quality evaluations, one can learn what kinds of coastal systems maximize power, are competitive, economically vital, and likely to have a survival advantage.Energy analysis and synthesis is aided by energy circuit diagrams. Models of the coastal zone that emphasize the change in external driving functions related to world energy sources provide insights and some predictive abilities that are not found in economic studies, since money flows alone do not evaluate external driving energies.This paper suggests four procedures for coastal planning: 1) calculation of investment ratio in units of equal quality to determine which projects are economic in a broad sense, 2) development of energy signatures for coastal ecosystems, 3) determination of which interface ecosystems develop the best energy flows, and 4) development of regional models that include the main features of human and natural ecosystems.  相似文献

ABSTRACT: This paper describes a method of analyzing the nonquantifiable parameters which should be considered in the evaluation of engineering alternatives. The nonquantifiable parameters can include environmental impact, feasibility of implementation, and performance. The method considers rating all the alternatives on the basis of a set of criteria which reflect these parameters. A procedure is discussed for obtaining review and guidance in the evaluation of engineering alternatives from the local elected officials or governing bodies and for obtaining the views and desires of the local communities. This is achieved through the formation of project review committees and an evaluation procedure which allows for the technical rating of alternatives by the engineer and the weighing of the evaluation criteria by the political and social groups. With the growing environmental concern and the high cost of engineering projects, the involvement of the public during the evaluation of engineering projects is becoming increasingly important to the final success of the project.  相似文献

水电开发对河流生态系统的影响不容忽视,科学评估其影响有助于建立更可持续的水电开发模式。以武江干流为例,利用当量因子法和功能价值评估法,分析了武江干流梯级水电开发对受淹没影响的河岸带陆地生态系统和河流生态系统服务的效益及损失,并就其对河流生态系统服务的综合效应进行了评估。结果显示:武江干流水电开发使受淹没影响的河岸带生态系统和河流生态系统本身的服务价值均出现增加,价值增量主要体现在水文调节、水资源供给等服务方面;武江干流水电开发对河流生态系统服务的正效应大于负效应,正效应主要体现在发电、水文调节、气体调节等方面,负效应主要体现在维持生物多样性、土壤保持等支持服务方面。研究认为不同规模水电站的正负效应侧重点不同,不同流域单位电能的生态损失难以直接横向比较。结合多年来武江鱼类资源跟踪调查数据,分析了鱼类生物损失指数的变化趋势,探讨了水电开发在时间上的累积生态效应及水电服务的空间格局差异。由于生物多样性等服务的影响难以用货币直接衡量,加上水域的单位面积服务价值远高于其他生态用地类型,导致负效应的价值评估偏保守,武江干流水电开发的正负效应之比偏大。  相似文献

针对专家评分法对较小分数差异对象的评价结果存在较大误差,提出了一种模糊灰色综合评价方法.该方法的实质是通过灰色隶属度算子U的作用,放大系统内各种信息的差异,并使相似信息得到压缩,同时,根据类别之间的隶属度信息确定类别权系数.应用结果表明,模糊灰色综合评价方法和专家评分方法相比更符合实际情况.  相似文献
