The critical habitat provision of the US Endangered Species Act was believed by many to be a key feature of the Act. It was believed that this provision would benefit federally listed endangered and threatened species. However, only 23% of the listed species in the United States have their critical habitats designated. The current trend is to forego critical habitat designation because the federal government believes that the Endangered Species Act can protect most listed species without resort to the critical habitat provision. Required publication of critical habitat locations in theFederal Register may draw vandals and collectors to rare species. In other cases, existing habitat protection already provides adequate protection for species. In a few instances critical habitat changes over time and is difficult to delineate. Lastly, designating critical habitat is time consuming, delays species listing, and is controversial, detracting from the positive image of the Endangered Species Act.  相似文献

The American crocodile is a rare and endangered species, the range of which has contracted to disjunct locations such as Hispaniola, Jamaica, Cuba, Panama, and southern Florida. In an attempt to determine what factors might be limiting population growth, an extensive collaborative research program was conducted in 1978–82 in southern Florida. Limiting factors explicitly studied included climate, hurricanes, population dispersion, nesting habitat, fertility, predation, nest chamber environment, juvenile survivorship, artificial mortality, disturbance, and environmental contamination. No single natural factor limits the population, although in concert various factors result in low adult recruitment rates. Such natural limitations explain the natural rarity of this tropical species at the temperate limits of its range. Two artificial sources of mortality are death of adults on roads and the flooding of nests by high groundwater tables. These sources of mortality are potentially controllable by the appropriate management agencies. Active management, by such means as protection of individuals, habitat preservation and enhancement, nest site protection, and captive breeding, is also appropriate for assuring the survival of a rare species. The American crocodile has survived in southern Florida in face of extensive human occupancy of parts of its former nesting habitat, demonstrating the resilience of a threatened species. This case history illustrates the efficacy of conducting research aimed at testing specific management hypotheses, the importance of considering biographical constraints limiting population status in peripheral populations, the need for active management of rare species, and the role of multiple reserves in a conservation and management strategy.  相似文献

Hedgerows originated and coexist with agriculture. Their internal structure and species diversity vary widely with origin (planted, spontaneous, or remnant), farming practices in adjacent fields, and the refined art of hedgerow management. Most hedgerow species are forest-edge species, and apparently none is limited to hedgerows. Wide hedgerows composed of trees and shrubs appear to function as corridors for movement of many plants and animals across a landscape. The reduction of crop loss, by dampening pest population fluctuations with hedgerow predators, remains a hypothesis for study.Field microclimate downwind of a hedgerow is modified about 16 times the hedgerow height (h) for evaporation, and approximately 28 h for wind speed. A turbulent wind pattern with harsher microclimate is present at 6–8 h if a second hedgerow is nearby downwind. Zones of higher crop productivity at 3- to 6-h downwind, and 2- to 6-h upwind of a second hedgerow may be expected. Overall, we expect little short-term difference in farm-field production with or without hedgerows.Evidence suggests that hedgerow networks, and especially their mesh size (of fields), exert a major control on many major landscape fluxes. Such fluxes include animal populations, wind speed, evapotranspiration and soil desiccation, soil erosion and nutrient runoff, species movement along network lines, and movement of field species across the network. In a relatively short period, the hedgerow ecosystem, with no unique species, has attained a metastable equilibrium, which is regulated by enormous human inputs.More than 20 economic roles of hedgerows are pinpointed. The roles, providing resources and protection of resources, are poorly known quantitatively. We conclude that hedgerows perform diverse functions for society and the farmer that are both economically and ecologically significant.  相似文献

We propose a biodiversity credit system for trading endangered species habitat designed to minimize and reverse the negative effects of habitat loss and fragmentation, the leading cause of species endangerment in the United States. Given the increasing demand for land, approaches that explicitly balance economic goals against conservation goals are required. The Endangered Species Act balances these conflicts based on the cost to replace habitat. Conservation banking is a means to manage this balance, and we argue for its use to mitigate the effects of habitat fragmentation. Mitigating the effects of land development on biodiversity requires decisions that recognize regional ecological effects resulting from local economic decisions. We propose Landscape Equivalency Analysis (LEA), a landscape-scale approach similar to HEA, as an accounting system to calculate conservation banking credits so that habitat trades do not exacerbate regional ecological effects of local decisions. Credits purchased by public agencies or NGOs for purposes other than mitigating a take create a net investment in natural capital leading to habitat defragmentation. Credits calculated by LEA use metapopulation genetic theory to estimate sustainability criteria against which all trades are judged. The approach is rooted in well-accepted ecological, evolutionary, and economic theory, which helps compensate for the degree of uncertainty regarding the effects of habitat loss and fragmentation on endangered species. LEA requires application of greater scientific rigor than typically applied to endangered species management on private lands but provides an objective, conceptually sound basis for achieving the often conflicting goals of economic efficiency and long-term ecological sustainability.  相似文献

The Surface Mining Control and Reclamation Act of 1977 requires that coal mine sites in the United States be reclaimed to establish vegetative cover that is diverse, native, and capable of plant succession. However, there is a question as to whether vegetation established on coal mine sites reclaimed with biosolids is diverse and capable of plant succession. The influx of nutrients with the addition of biosolids leads to long-term dominance by early-successional species, most notably grasses, and consequently, a low establishment of woody and volunteer species. Additionally, many grass species commonly planted in reclamation have aggressive growth habits that lead to their dominance in coal mine plant communities. The establishment and growth of selected grass mixes was evaluated to determine whether alternative grass mixes would be less competitive with woody and volunteer species as compared to commonly used grass mixes. Percent vegetative cover, species richness, and the survival of direct-seeded woody species were assessed for each treatment grass mixture. It was found that Poa compressa and a mixture of P. compressa, Panicum virgatum, and Trifolium repens provided adequate coverage while still allowing the highest species richness and survival of woody species. Use of these species mixtures in coal mine reclamation with biosolids in the eastern United States would likely lead to establishment of a more species-rich plant community with a greater woody species component while still providing erosion control and site protection.  相似文献

The US Department of Defense (DOD) manages over 10.1 million ha of land, much of which is used for training military personnel. However, vast sections receive little or no use, and military lands have become refuges for many species. At Fort McCoy, Wisconsin, USA, populations of the endangered Karner blue butterfly (Lycaeides melissa samuelis) are found in oak and pine barren communities where wild lupine (Lupinus perennis), a perennial forb required by Karner blue butterfly larvae, still occurs. Oak and pine barren communities are disturbance-dependent, and the barrens ecosystems in the Midwest have declined in extent by 98% because of fire suppression, succession, and habitat fragmentation. We studied the effects of disturbance by military manuever training on the density of lupine and Karner blue butterfly at Fort McCoy. We also wanted to determine whether military training activity could enhance Karner blue butterfly habitat. At locations where tracked vehicles had driven through lupine patches, the abundance of lupine and nectar-producing plants was greater in the median strip between vehicle ruts than in vehicle ruts or 5 m outside the vehicle ruts. The proportion of lupine stems with Karner blue butterfly larvae feeding sign (the ratio of stems fed upon to stems examined) was greater in areas where military vehicles had traveled than where they had not. The proportion of lupine stems with feeding sign and lupine stem density was also positively related to the occurrence of prior bivouacs and fires caused by military munitions. Shrub and forest canopy abundance were lower in areas traveled by tracked vehicles. At the scale of the lupine patch, lupine abundance and the proportion of lupine stems with feeding sign were positively correlated with military training activities, suggesting that maintenance of lupine habitat can be achieved in concert with military training.  相似文献

A mass balance model for mercury based on the fugacity concept is applied to Lake Superior, Lake Michigan, Onondaga Lake and Little Rock Lake to evaluate model performance, analyze cycling of three mercury species groups (elemental, divalent and methyl mercury), and identify important processes that determine the source-to-concentration relationship of the three mercury species groups in these lakes. This model application to four disparate ecosystems is an extension of previous applications of fugacity-based models describing mercury cycling. The model performs satisfactorily following site-specific parameterization, and provides an estimate of minimum rates of species interconversion that compare well with literature. Volatilization and sediment burial are the main processes removing mercury from the lakes, and uncertainty analyses indicate that air-water exchange of elemental mercury and water-sediment exchange of divalent mercury attached to particles are influential in governing mercury concentrations in water. Any new model application or field campaign to quantify mercury cycling in a lake should consider these processes as important.  相似文献

Forest Dynamics in the Eastern Ghats of Tamil Nadu,India   总被引:1,自引:0,他引:1  
The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

Many “natural” areas are exposed to military or recreational off-road vehicles. The interactive effects of different types of vehicular disturbance on vegetation have rarely been examined, and it has been proposed that some vegetation types are less susceptible to vehicular disturbance than others. At Fort Riley, Kansas, we experimentally tested how different plant community types changed after disturbance from an M1A1 Abrams tank driven at different speeds and turning angles during different seasons. The greatest vegetation change was observed because of driving in the spring in wet soils and the interaction of turning while driving fast (vegetation change was measured with Bray-Curtis dissimilarity). We found that less vegetation change occurred in communities with high amounts of native prairie vegetation than in communities with high amounts of introduced C3 grasses, which is the first experimental evidence we are aware of that suggests plant communities dominated by introduced C3 grasses changed more because of vehicular disturbance than communities dominated by native prairie grasses. We also found that vegetation changed linearly with vehicular disturbance intensity, suggesting that at least initially there was no catastrophic shift in vegetation beyond a certain disturbance intensity threshold. Overall, the intensity of vehicular disturbance appeared to play the greatest role in vegetation change, but the plant community type also played a strong role and this should be considered in land use planning. The reasons for greater vegetation change in introduced C3 grass dominated areas deserve further study.  相似文献

The study focuses on understorey-overstorey plant community dynamics in a dry tropical forest to facilitate appropriate management decisions. We compare community composition and species diversity of the understorey vegetation among five dry tropical forest sites in northern India. A total of 1500 quadrats distributed over 15 one-ha permanent plots in five sites differing in the degree of disturbance, were used to enumerate the understorey tree species and the results were compared with overstorey tree layer. The non-metric multidimensional scaling (NMS) ordination revealed that human disturbance intensity, as well as the overall disturbance regimes, and soil water holding capacity controlled the organisation of dry tropical forest understorey composition through effects on soil organic matter. The alpha-diversity and its components decreased with increasing human disturbance intensity, reflecting utilisation pressure and decreased soil fertility, as also revealed by the analysis of overstorey tree layer. There was a significant positive relationship between overstorey and understorey diversity. Results suggest that in the future, the existing understorey tree communities may replace the current dry tropical forest communities under prevailing environmental conditions. The study also asserts that the rate of species accumulation will be greater in more disturbed sites as well as at small spatial scale within each disturbance level.  相似文献
