云南省土壤环境质量分析系统设计与实现

土壤是人类赖以生存的基本要素之一,然而随着我国经济社会的发展,土壤环境污染日益严重,已威胁到各种陆生动植物的生态平衡。为落实环保部《关于加强土壤污染防治工作的意见》要求,2006年云南省土壤污染调查全面启动。系统运用Microsoft Visual Basic作为开发语言,SQL Server作为数据库,Arc GIS作为地图开发工具,来完成数据的导入和校验,统计、评价和对比的分析与查询,以及各类统计图表的自动生成。系统开发解决了庞大数据的管理与分析问题,对数据进行了生动的图表化表示并通过数据自动更新机制,简化了数据的管理工作,提高了《云南省土壤环境质量报告》的编制效率,对各级管理部门的决策工作具有较大的辅助意义。     

协同推进环境和经济的发展

我国经济在快速发展的过程中付出了相对大的资源环境代价,人们对环保事业的不重视,使得环保与经济发展出现了不平衡现象,这就需要不断促进环保技术的发展,协调推进经济发展与环境保护事业。基于此,本文通过对环保与经济的关系进行分析,提出环保与经济发展相和谐的策略,以确保环境和经济发展的协同推进。     

Corporate Environmental Responsibility and Global Online Cross-sector Alliance Network: A Cross-national Study

With the rise of global environmental issues and the emerging trend of corporate social responsibility (CSR) and corporation–non-governmental organization (NGO) alliances, organizations are developing collaborative alliances across sectors and nations to address environment problems. An international perspective is needed to explain the global structure of cross-sector alliance networks and the divergence or similarity of CSR communication across nations. This exploratory study draws insights from the national business systems (NBS) approach and applies social network analysis to examine the cross-sector alliance network among Global 500 Fortune corporations and 441 environmental international NGOs. Findings suggest that (1) an NBS approach to CSR can explain the network structural features of a cross-sector alliance network; (2) political context and national education level strongly predict green partnerships; and (3) regional differences are apparent in the global network, with Asian corporations lagging behind in cross-sector alliance building.     

浅谈环境污染治理难的原因及对策

针对我国目前环境污染治理难的现象，指出环境污染治理难的原因：一是立法问题；二是执法问题；三是普法问题。只有尽快解决这三个问题，环境污染治理才会见成效。     

Towards a national reference center for environmental information in The Netherlands: A review

For improvement of the accessibility and use of environmental information a prototype national reference center (CIMI) was constructed in the Netherlands in 1986. Target groups were identified on the basis of an analysis of the demand side. They were questioned about their needs in the field of environmental information. On the basis of these experiences an automated integrated system has been built that is composed of subsystems for reference to expertise in organizations (specialisms), literature, research, and databases of site-specific data. This system is also equipped with a thesaurus. The system has been tested and examined in several ways. The outcome of these independent tests and investigations confirm the usefulness of this center for information transfer. The reference center can be helpful in providing overviews on and structuring of environmental information in the Netherlands. The results of the activities have been presented in several ways and were described extensively in a number of reports.     

论人口-资源-环境-灾害恶性循环的严重性与减灾工作的新阶段

人口、资源、环境、灾害.这是当今世界考虑人类的生存与发展的四大基本问题,目前均已发出“黄牌警告”.抑制社会与自然向恶性循环方向发展,需唤起全人类的觉醒和国家领导更高的责任感:保护环境和防御大灾.需组织国际交流与协作:协词社会的发展与生存.需促使环保减灾工作纳入发展规划;提高环保减灾的效能.需推动其内部机制走向综合化和社会化,这是90年代国际和国内共同奋斗的目标. 我国是四大基本问题最为严重的少数国家之一,本文列述了有关的一些重要资料,以求在严酷的四大“黄牌”的总况面前.激起社会更广泛的觉醒和行动.最后,简述了对减灾工作的一些设想.     

环境问题与环境教育

环境问题的实质,是人与自然的矛盾,解决环境问题.首先要提高人的环境意识,形成广泛的群众参与,自觉地 维护人们赖以生存的环境。
