Sustainable development of coastal zones must balance economic development that encourages human visitation from a larger population with desires that differ from the local residents with the need to maintain opportunities for the local resident society and conserve ecological capital, which may serve as the basis for residents.We present a case study in which the sustainability level of a coastal zone (Riviera del Beigua), located along the Ligurian coast of north-western Italy, was assessed through the lens of systems ecology using emergy synthesis to integrate across economic, social and environmental sub-systems.Our purposes were (1) to quantify the environmental sustainability level of this coastal zone, (2) to evaluate the role of tourism in affecting the economy, society and environment, and (3) to compare emergy synthesis to Butler's Tourism Area Life Cycle model (TALC). Results showed that 81% of the total emergy consumption in the coastal zone was derived from external sources, indicating that this tourist-heavy community was not sustainable. Tourism, as the dominant economic sub-system, consumed 42% of the total emergy budget, while local residents used the remaining 58%. The progressive stages of the TALC model were found to parallel the dynamic changes in the ratio of external emergy inputs to local emergy inputs, suggesting that emergy synthesis could be a useful tool for detecting a tourist region's TALC stage. Use of such a quantitative tool could expedite sustainability assessment to allow administrative managers to understand the complex relationship between a region's economy, environment and resident society so sound policies can be developed to improve overall sustainability. 相似文献

Many cities worldwide seek to understand local policy priorities among their general populations. This study explores how differences in local conditions and among citizens within and across Mumbai, India shape local infrastructure (e.g. energy, water, transport) and environmental (e.g. managing pollution, climate-related extreme weather events) policy priorities for change that may or may not be aligned with local government action or global environmental sustainability concerns such as low-carbon development. In this rapidly urbanizing city, multiple issues compete for prominence, ranging from improved management of pollution and extreme weather to energy and other infrastructure services. To inform a broader perspective of policy priorities for urban development and risk mitigation, a survey was conducted among over 1200 citizens. The survey explored the state of local conditions, the challenges citizens face, and the ways in which differences in local conditions (socio-institutional, infrastructure, and health-related) demonstrate inequities and influence how citizens perceive risks and rank priorities for the future design and implementation of local planning, policy, and community-based efforts. With growing discussion and tensions surrounding the new urban sustainable development goal, announced by the UN in late September 2015, and a new global urban agenda document to be agreed upon at ‘Habitat III’, issues on whether sustainable urbanization priorities should be set at the international, national or local level remain controversial. As such, this study aims to first understand determinants of and variations in local priorities across one city, with implications discussed for local-to-global urban sustainability. Findings from survey results indicate the determinants and variation in conditions such as age, assets, levels of participation in residential action groups, the health outcome of chronic asthma, and the infrastructure service of piped water provision to homes are significant in shaping the top infrastructure and environmental policy priorities that include water supply and sanitation, air pollution, waste, and extreme heat. 相似文献

A critical review of the multidisciplinary literature on sustainable development reveals a lack of a comprehensive theoretical
framework for understanding sustainable development and its complexities. A critical review shows that the definitions of
sustainable development are vague; there is a lack of operative definitions and disagreement over what should be sustained;
the concept is unclear in terms of emotional commitment; and it “remains a confused topic”, “fraught with contradictions”.
This article aims to theoretically synthesize the interdisciplinary literature on sustainable development, and then identify
the results by broad categories. Therefore, this article uses conceptual analysis, which reviews multidisciplinary literature
on sustainable development, which recognizes patterns and similarities within the literature, then it synthesizes the patterns
to different categories and independent concepts, where each concept has distinctive meanings and represents close ideas on
sustainability. The analytical process elaborates seven concepts that together assemble the theoretical framework of ‘sustainable

Ecosystem services provided by the landscapes of regions and cities are critical to human and environmental health, quality of life, environmental justice, biodiversity and climate mitigation and adaptation. In the Pacific Northwest region of the US, a team led by the University of Washington Green Futures Lab is working to identify, conserve and enhance regionally-significant landscapes and to evaluate their contributions as ecosystem or “open space” services. This paper outlines the goals and planning methods of the ongoing Regional Open Space Strategy for Central Puget Sound (ROSS) project, and the frameworks and processes being developed to evaluate ecosystem and open space services in order to inform and influence local and regional governance structures and decisions. 相似文献

The involvement of local communities as equity holders in major mineral resource developments dates back over a decade in Papua New Guinea. This article reviews the history and result of landowner equity at two of Papua New Guinea's major mines (Porgera and Lihir), with a particular focus on the contribution of these equity holdings to local sustainable development. It is found that while an equity holding can provide significant returns to a local community, it also exposes them to significant financial risk. A second major area of concern is the structures and instruments by which revenues generated from the equity are distributed and utilized within the local community. Further research and policy redirection is required before local equity holding can be viewed as making a significant contribution to local sustainable development. 相似文献

Coastal management is a collective action. As such, it depends for its effective implementation on the cooperation of a multitude
of stakeholders, i.e. civic organizations, economic interest groups, environmental groups, governmental agencies, scientists
and other individuals. Where ‘effective implementation’ implies the achievement of targeted objectives within targeted time
horizons and ‘cooperation’ connotes that stakeholders elect to pursue cooperative strategies that may yield higher gains for
all stakeholders instead of competitive strategies that may maximize individual benefits. Thus, the fundamental challenge
of Coastal Zone Management (CZM) is to maximize the effectiveness of this management by maximizing and sustaining stakeholder
cooperation. I submit that sustainable cooperation can be maximized and nurtured for its voluntariness only by a process-oriented,
cooperative CZM. The alternative, outcome-oriented, normative CZM can force, directly or indirectly, cooperation but it cannot
sustain it. My purpose in this paper, is to highlight arguments supporting this view as well as the analytical challenges
of cooperative ICZM. Certain points are also viewed in the light of preliminary findings of a research project designed to

Resource allocation is a fundamental and challenging component of common pool resource governance, particularly transboundary fisheries. We highlight the growing importance of allocation in fisheries governance, comparing approaches of the five tuna Regional Fisheries Management Organizations (tRFMOs). We find all tRFMOs except one have defined resources for allocation and outlined principles to guide allocation based on equity, citizenship, and legitimacy. However, all fall short of applying these principles in assigning fish resources. Most tRFMOs rely on historical catch or effort, while equity principles rarely determine dedicated rights. Further, the current system of annual negotiations reduces certainty, trust, and transparency, counteracting many benefits asserted by rights-based management proponents. We suggest one means of gaining traction may be to shift conversations from allocative rights toward weighting of principles already identified by most tRFMOs. Most studies suggest that environmental taxes are regressive, making them less attractive policy options. We consider the distributional effects of a gasoline tax increase using four incidence measures and under three scenarios for gas tax revenue use. To incorporate behavioral responses we use Consumer Expenditure Survey data to estimate a consumer demand system that includes gasoline, other goods, and leisure. Our estimates confirm that when revenues are not recycled, a gasoline tax is regressive. Use of incidence measures that ignore demand responses, however, will substantially overstate this regressivity. In contrast, the differences between the equivalent variation and easier-to-implement consumer surplus measures are relatively small. In addition, our results suggest that using the additional gas tax revenue to fund labor tax cuts makes the policy substantially less regressive while using the revenue to fund lump-sum transfers actually makes it progressive. 相似文献

The frequent charge that environmentalism is elitist is examined conceptually and empirically. First, the concept of elitism is analyzed by distinguishing between three types of accusations made against the environmental movement: (a)compositional elitism suggests that environmentalists are drawn from privileged socioeconomic strata, (b)ideological elitism suggests that environmental reforms are a subterfuge for distributing benefits to environmentalists and/or costs to others, and (c)impact elitism suggests that environmental reforms, whether intentionally or not, do in fact have regressive social impacts.The evidence bearing on each of the three types of elitism is examined in some detail, and the following conclusions are drawn: Compositional elitism is an exaggeration, for although environmentalists are typically above average in socioeconomic status (as are most sociopolitical activists), few belong to the upper class. Ideological elitism may hold in some instances, but environmentalists have shown increasing sensitivity to equity concerns and there is little evidence of consistent pursuit of self-interest. Impact elitism is the most important issue, and also the most difficult to assess. It appears that there has been a general tendency for environmental reforms to have regressive impacts. However, it is increasingly recognized that problems such as workplace pollution and toxic waste contamination disproportionately affect the lower socioeconomic strata, and thus reforms aimed at such problems will likely have more progressive impacts.This is Michigan Agricultural Experiment Station Journal article no. 11508. 相似文献

/ Sociologist Robert Bullard challenged the prevailing paradigm of environmentalism as a consensual issue in the United States by developing the concept of environmental racism. As he claims, ethnic minorities have been put "at greater environmental risk" than has the Caucasian majority in most areas of the country. This study of the Tucson metropolitan area examines this proposition by utilizing data from several sources: interviews with elected officials and other opinion leaders, GIS-generated socioeconomic data, articles in the press, and a literature review. We conclude that Bullard's concept has validity for this metropolitan area but that there also exist widely divergent differences of opinion on the subject. We explain why this is so.
