Security buffers of Department of Defense (DoD) and Department of Energy (DOE) reservations provide long-term habitat protection for many rare and endangered species. The importance of these government-owned reservations as nationally valuable resources has been relatively unrecognized. During the last 50 years, the DOE Oak Ridge Reservation (ORR) has been a relatively protected island in a region of rapidly expanding urbanization and land clearing. Consisting of the Oak Ridge National Environmental Research Park and associated lands surrounding DOE facilities at Oak Ridge Tennessee, the unique nature of the ORR in the surrounding landscape is clearly visible from the air and has been documented using remote sensing data. Although forests dominate much of other regions of eastern Tennessee, this 15,000-ha tract of mostly natural forest habitat is unique in the southern Ridge and Valley physiographic province, which is otherwise widely developed for pasture, marginal cropland, woodlot, and urban uses. Twenty state-listed and federal-candidate plant species are known to be present on the ORR. This richness of species, which are provided protection by state and federal laws, exceeds that of the Great Smoky Mountains National Park on a species area basis and is an index of the value of the ORR both regionally and nationally in conserving biodiversity. With the end of the Cold War, changing DoD and DOE missions combined with increasing development pressure contribute to uncertainty in the future management of security reservations. 相似文献

Cooperation between the United States Department of Agriculture (USDA) Forest Service and the United States Department of
Interior (USDI) National Park Service is most often advocated to protect biological diversity on national forests and parks,
but the agencies, so far, have done little to implement the biodiversity mandates of such laws as the Endangered Species Act
and the National Forest Management Act. The ideological and political history of the Forest Service and Park Service is explored
to determine the roots of interagency conflicts. Several recent models of cooperative reform are also critiqued and found
to be insufficient to stimulate better working relationships. To protect biodiversity, cooperation must be framed within conservation
biology and must place primary emphasis on ecosystem patterns and processes as well as on individual species. Increased education
of agency managers, ecosystem-level research, local and regional public participation, scientific oversight committees, new
legislation, and enlightened leadership also play important roles. Ultimately, management policies must be reframed within

ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution. 相似文献

Five single-treatment methods used to stabilize seeded areas at urban and highway construction sites (asphalt-tacked straw, jute netting, mulch blanket, wood chips, excelsior blanket) were tested for their ability to control erosion of red clay soils by comparisons with exposed sites and multiple treatments. Sediment in runoff from experimental plots was characterized during low and high intensity precipitation from natural rainfall episodes during April, May, and June. Reductions in the total sediment concentration of runoff ranged from 28 percent (asphalt-tacked straw, 50 percent slope) to 90 percent (multiple treatments, 40 percent slope), with 85 percent of the eroded material composed of particles <0.04 mm in diameter. Larger size fractions were effectively reduced by all treatments tested regardless of slope (70 percent decrease). Established grass cover exceeded 90 percent on all plots after 60 days, but sediment release remained similar, attributable to high intensity rainfall, poor establishment of root systems, and piping on plots treated with tacked straw or jute netting. Results indicate that current stabilization methods shift sediment compostion toward a smaller particle size, causing single treatments to be minimally effective for controlling erosion of the major component of red clay soils. Because small particles have the greatest direct effect on aquatic biota, certain impacts of sedimentation may not be measurably lessened by single treatments in regions where red clays predominate even though the total sediment load is reduced by as much as 75 percent. Clearly, a multiple-treatment approach offers significantly greater control of erosion on red clay soils, however, current economic and construction policy represents a substantial deterrent to implementation. 相似文献

The present US Federal wetland management strategy under Section 404 of the Clean Water Act does not account for the differences in the natural values of wetlands and their different vulnerability to development pressure. The strategy, aimed at reducing the regulatory burden, provides for different levels of wetland protection, primarily by designating certain activities in or affecting wetlands as essentially harmless, having only minor impacts even when considered for their cumulative effects. Such activities are authorized under general permits precluding any evaluation of project impacts. A sounder, yet practical, rationale for wetland management and regulatory relief should be linked to the scarcity of certain wetland habitats, the habitat diversity or carrying capacity, the degree of degradation from past development, and the incremental losses already incurred within the same wetland ecosystem. The regulatory effort should be concentrated where these characteristics indicate high-value wetlands.Wetland impacts appear to fit into five basic orders of magnitude; these pertain to the relative cost and difficulty of impact mitigation. Up to 13 ecological and public-interest variables can modify the seriousness of the basic impact. Together, the basic orders of impact and modifying variables describe the theoretical framework for wetland management. 随着交通事业的发展,公路隧道,特别是长大隧道,在整个线路中所占的比重越来越大。由于隧道是个相对闭塞的空间,污染空气不易扩散,致使隧道空气中污染物质的浓度不断增加。目前,国内外普遍采用通风换气法来稀释、控制隧道空气中污染物的浓度,使其达到环保要求。对长大隧道,有时不得不增大隧道断面或设置通风竖井,以满足通风要求。这必然导致增大初期投资和运行费用。因此,国际上正在探索新的技术途径来治理公路长隧道空气污染问题。笔者用脉冲电晕放电技术对公路隧道中的污染空气进行了净化实验研究。实验取得满意效果,除尘效率达90% 以上,CO氧化脱除率可达70% 。该技术为解决公路长隧道污染空气的就地净化问题提供了一条新的途径。 相似文献

Objective: Guaranteeing a safe and comfortable driving workload can contribute to reducing traffic injuries. In order to provide safe and comfortable threshold values, this study attempted to classify driving workload from the aspects of human factors mainly affected by highway geometric conditions and to determine the thresholds of different workload classifications. This article stated a hypothesis that the values of driver workload change within a certain range.Methods: Driving workload scales were stated based on a comprehensive literature review. Through comparative analysis of different psychophysiological measures, heart rate variability (HRV) was chosen as the representative measure for quantifying driving workload by field experiments. Seventy-two participants (36 car drivers and 36 large truck drivers) and 6 highways with different geometric designs were selected to conduct field experiments. A wearable wireless dynamic multiparameter physiological detector (KF-2) was employed to detect physiological data that were simultaneously correlated to the speed changes recorded by a Global Positioning System (GPS) (testing time, driving speeds, running track, and distance). Through performing statistical analyses, including the distribution of HRV during the flat, straight segments and P-P plots of modified HRV, a driving workload calculation model was proposed. Integrating driving workload scales with values, the threshold of each scale of driving workload was determined by classification and regression tree (CART) algorithms.Results: The driving workload calculation model was suitable for driving speeds in the range of 40 to 120 km/h. The experimental data of 72 participants revealed that driving workload had a significant effect on modified HRV, revealing a change in driving speed. When the driving speed was between 100 and 120 km/h, drivers showed an apparent increase in the corresponding modified HRV. The threshold value of the normal driving workload K was between ?0.0011 and 0.056 for a car driver and between ?0.00086 and 0.067 for a truck driver.Conclusion: Heart rate variability was a direct and effective index for measuring driving workload despite being affected by multiple highway alignment elements. The driving workload model and the thresholds of driving workload classifications can be used to evaluate the quality of highway geometric design. A higher quality of highway geometric design could keep driving workload within a safer and more comfortable range.
