/ Public participation in environmental management decisions has frequently led to conflict. This paper examines the role of environmental values in fueling these conflicts, based on a data base and sample content analysis of written public comments solicited in 1994 regarding the highly contentious Clinton Forest Plan (also known as Option 9) proposed for management of federal forests in the US Pacific Northwest. The analysis considered whether those respondents favoring more versus less environmental protection than was offered in Option 9 held entirely different values, identifying which antagonistic values appeared to be most fundamental and where (if at all) values consensus occurred. It also compared values emanating from respondents within and outside the affected region, although few major differences were detected in this regard. Results suggest that strong values differences did exist among those preferring greater versus less environmental protection, in particular as concerned the extent, form, and spatial and temporal scope of justification of their positions, their ideas of forests, and the appropriate role of people in forest management. Disagreement concerned far more than purely environmental values: a major point of difference involved human benefits and harms of the proposed forest plan. Indeed, both sides' positions were overridingly anthropocentric and consequentialist-a values orientation that almost inevitably spells conflict in light of the commonly differentiated social impacts of environmental management decisions. Although public involvement in environmental management thus cannot be expected to lead to a clear and consensual social directive, the Pacific Northwest case suggests that viable environmental management solutions that take this range of values into account can still be crafted.KEY WORDS: Environmental values; Public participation; Clinton Forest Plan; Pacific Northwest  相似文献

/ Spatially explicit models that combine remote sensing with geographic information systems (GIS) offer great promise to land managers because they consider the arrangement of landscape elements in time and space. Their visual and geographic nature facilitate the comparison of alternative landscape designs. Among various activities associated with forest management, none cause greater concern than the impacts of timber harvesting on the composition, structure, and function of landscape ecosystems. A timber harvest allocation model (HARVEST) was used to simulate different intensities of timber harvest on 23,592-ha hypothetical landscapes with varying sizes of timber production areas and different initial stand age distributions. Our objectives were to: (1) determine the relative effects of the size of timber production areas, harvest intensity, method used to extract timber, and past timber harvest activity on the production of forest interior and edge; and (2) evaluate how past management (in the form of different initial stand age distributions) constrains future timber production options. Our simulations indicated that the total area of forest interior and the amount of forest edge were primarily influenced by the intensity of timber harvest and the size of openings created by harvest. The size of the largest block of interior forest was influenced most by the size of timber harvests, but the intensity of harvest was also significant, and the size of nontimber production areas was important when harvests were numerous and widely dispersed within timber management areas, as is often the case in managed forests. The objective of this research was to evaluate the impacts of increasing product removal on biomass and nutrient content of a central hardwood forest ecosystem. Commercial thinning, currently the most common harvesting practice in southern New England, was compared with whole-tree clearcutting or maximum aboveground utilization. Using a paired-watershed approach, we studied three adjacent, first-order streams in Connecticut. During the winter of 1981–82, one was whole-tree clearcut, one was commercially thinned, and one was designated as the untreated reference. Before treatment, living and dead biomass and soil on the whole-tree clearcut site contained 578 Mg ha–1 organic matter, 5 Mg ha–1 nitrogen, 1 Mg ha–1 phosphorus, 5 Mg ha–1 potassium, 4 Mg ha–1 calcium, and 13 Mg ha–1 magnesium. An estimated 158 Mg ha–1 (27% of total organic matter) were removed during the whole-tree harvest. Calcium appeared to be the nutrient most susceptible to depletion with 13% of total site Ca removed in whole-tree clearcut products. In contrast, only 4% (16 Mg ha–1) of the total organic matter and 2% of the total nutrients were removed from the thinned site. Partial cuts appear to be a reliable management option, in general, for minimizing nutrient depletion and maximizing long-term productivity of central hardwood sites. Additional data are needed to evaluate the long-term impacts of more intensive harvests.  相似文献

The Niepoomice Forest is a large forestcomplex (110 km2) situated in southern Poland 10 to 30 kmto the east of the urban industrial Kraków agglomeration andsteelworks, which was built up on the outskirts of the city in1950. Due to prevailing westerly winds, the forest is affectedby pollutants emitted by both the steelworks and the city. Thelevel of heavy metal contamination in the Niepoomice Forestwas described using a sensitive bioindicator – the moss Pleurozium schreberi. Mean concentrations of metals in mosscollected in the Niepoomice Forest were Cd – 0.71, Cr – 2.4,Cu – 8.6, Fe – 673, Pb – 12.7, and Zn – 61 mg/kg.Concentrations of heavy metals in moss in the NiepoomiceForest decreased in time. As compared with the relatively cleanarea in north-eastern Poland (Puszcza Biaowieska), the concentration of Fe was 2–9 fold and Pb 4–6 fold higher in theNiepoomice Forest in 1975, while in 1998 4 fold and 2 fold,respectively. In both 1975 and 1998 the most polluted by heavymetals was the western part of the Niepoomice Forest (closestto the pollution sources) and the area along the roads insidethe forest complex.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

Forest management planners require analytical tools to assess the effects of alternative strategies on the sometimes disparate benefits from forests such as timber production and wildlife habitat. We assessed the spatial patterns of alternative management strategies by linking two models that were developed for different purposes. We used a linear programming model (Spectrum) to optimize timber harvest schedules, then a simulation model (HARVEST) to project those schedules in a spatially explicit way and produce maps from which the spatial pattern of habitat could be calculated. We demonstrated the power of this approach by evaluating alternative plans developed for a national forest plan revision in Wisconsin, USA. The amount of forest interior habitat was inversely related to the amount of timber cut, and increased under the alternatives compared to the current plan. The amount of edge habitat was positively related to the amount of timber cut, and increased under all alternatives. The amount of mature northern hardwood interior and edge habitat increased for all alternatives, but mature pine habitat area varied. Mature age classes of all forest types increased, and young classes decreased under all alternatives. The average size of patches (defined by age class) generally decreased. These results are consistent with the design goals of each of the alternatives, but reveal that the spatial differences among the alternatives are modest. These complementary models are valuable for quantifying and comparing the spatial effects of alternative management strategies.  相似文献

The general perceptions of prescribed burning were elicited from forest users for an area that has been subject to this form of land management for at least 20 years. The largest group consisted of local residents living in and around the Wombat State Forest with two smaller groups of students from a nearby university campus and local professional land managers. A questionnaire was given to each participant in order to explore how the forest was used, to determine the level of knowledge of burning in the targeted forest and Victoria and the perception of the appearance, effectiveness of protection, and accessibility to the forest after prescribed burning. Generally all groups had similar responses with community members having stronger views on the effectiveness and practicalities of prescribed burning, whereas students were more neutral in their opinions. All participants claimed knowledge of prescribed burning activities within Victoria, but fewer had experience of planned fires in the Wombat State Forest. All groups agreed that areas that had not been recently burned had a better appearance than those that had, but this result may have included a range of value judgments. Land managers had a greater understanding of the ecological importance of season and timing of burning; however, some students and community members were equally knowledgeable. Prescribed burning did not impede access to the forest, nor did smoke from prescribed burns pose any great problem. The majority of the participants felt that the amount of prescribed burning done in the forest was adequate for engendering a feeling of protection to life and property, yet many were still suspicious of this management practice. These initial findings indicate several areas in which further research would be useful including the efficacy of education programs for community members and improved communication of burn plans by land managers.  相似文献

This paper presents the results of a household survey designed to qualitatively evaluate the impacts of the invasive alien species Senna spectabilis on the distribution of welfare across dependent communities in the Budongo Forest Reserve (BFR) in Uganda. The BFR is the largest forest reserve in Uganda, with globally significant conservation values. The study establishes that households in the BFR have high levels of knowledge as to its conservation values; they are aware of the invasiveness of S. spectabilis and its potential to compromise the conservation values of the BFR, and that S. spectabilis confers tangible benefits to dependent households, whose levels significantly vary with proximity to the reserve. The study concludes by evaluating strategies that are designed to manage the spread of S. spectabilis in the BFR and which consider its demonstrated socio‐economic impacts.  相似文献
