省级环境监测站在建设项目竣工验收监测中的地位和作用

建设项目竣工验收监测是环境监测工作的一项重要工作,也是"一控双达标"工作的重要一环.从锻炼队伍、保护队伍、巩固队伍、稳定队伍和纯洁队伍等方面综合分析,省级监测站在此项工作中应承担相应的责任,才能更好地发挥技术中心、信息中心、网络中心和培训中心的作用.     

铁路职工健康教育与健康促进模式研究

健康教育和健康促进是推动“三个健康”管理工作扎实推进的重要措施,结合某铁路局集团公司健康维护过程,从落实健康教育与健康促进责任主体、开展个性化健康教育与促进、实施岗位与家庭健康教育和健康促进无缝对接等方面阐述健康教育和健康促进模式,进而提出实施健康教育与健康促进的体会,即做好全程健康教育与健康促进、提高健康管理依从性、提升管理人员专业素养、把握健康教育与健康促进关键环节,以期为深入开展健康教育与健康促进工作提供借鉴。     

Development of inherent safety and health index for formulated product design

The numerous formulated products which are introduced to the market consist of chemical ingredients that may cause various safety and health hazards to the consumers. Therefore, it is extremely important to practice a systematic methodology to formulate products with acceptable safety and health performances. This work presents an index-based methodology to assess the safety and health hazards of the ingredients during the early formulation stage of product design. Hence, new inherent safety and health sub-indexes are introduced to improve the current safety and health hazards that are needed in formulated product design. The inherent safety and health sub-indexes are assigned with scores based on the degree of potential hazards. A higher score indicates a higher safety risk or severe health effect, and vice versa. The proposed methodology will greatly assist the users to identify the adverse safety and health effects caused by the ingredients. Hence, it is pivotal to eliminate or reduce the safety and health impacts from product usage. A case study on common ingredients used in the formulation of paint is presented on this study to describe the proposed method.     

中国职业安全卫生概论及建筑业安全生产经验

保护劳动者在劳动过程中的安全与健康,明载于《中华人民共和国宪法》,是我国的一项基本国策,中国政府为贯彻执行这一国策,在职业安全卫生工作中实行了“安全第一,预防为主”的方针,实行了“国家劳动安全监察制度”,建立了国家监察、检测检验、宣传教育、科学研究和信息的五大保证系统,并加快了职业安全卫生立法工作的进程,为降低伤亡事故,改善劳动条件做出了很大的贡献。随着经济建设的迅速发展,中国大陆的建筑队伍不断扩大。为确保建筑施工安全,国家对建筑队伍、对起重机械和机动车辆、对建筑企业经理与特殊工种的操作人员、对施工现场均采取了一系列行之有效的安全监察措施,促进了建筑安全工作的开展。     

GAME-THEORETIC ANALYSES OF ENFORCEMENT OF ENVIRONMENTAL LAWS AND REGULATIONS1

ABSTRACT: Game-theoretic models are developed for describing and analyzing the inspection and enforcement process, especially as it relates to environmental laws and regulations in North America. Based on these models, systems using irrevocable control orders can be compared to those relying on court determination of guilt and punishment. The cost-effectiveness of environmental enforcement can be systematically assessed in terms of factors such as the private gains for violators, the costs of inspection, penalties, and the social value of deterring violations. The policy implications of the analysis, especially with reference to environmental protection, are emphasized.     

空调环境的室内空气质量与健康问题

各国采取节能措施以来,空调环境的室内空气质量(IAQ)与健康问题日益受到政府和国际组织的关注,并开展了许多研究工作。本文着重讨论空调环境的IAQ与健康问题,例如病楼综合症、建筑楼相关综合症;同时讨论空调环境的IAQ标准法规与控制措施;介绍国外对IAQ与健康问题的研究动向;最后,笔者提出了应采取的对策。     

A synergetic model for implementing an integrated management system: an empirical study in China

The implementation and certification of quality, environmental and occupational health and safety management systems have become a priority for many organizations. They are viewed as symbol for success and prerequisite for survival. However, it has been proved to be difficult to operate multiple parallel management systems covering quality, environment, and occupational health and safety and to ensure their alignment with the organization's strategy. To investigate the current status of integrated management system (IMS), a structured questionnaire survey was administrated. It is concluded that the major problems for enterprises to operate multiple parallel management systems include: it causes complexity of internal management, it lowers management efficiency, it incurs cultural incompatibility, it causes employee hostility, and increases management costs. The survey also examined the internal and external factors that affect the implementation of IMS. The internal factors include: (1) human resources, (2) organizational structure, (3) company culture, and (4) understanding and perception. The external factors consist of: (1) technical guidance, (2) certification bodies, (3) stakeholders and customers, and (4) the institutional environment. The article proposes a multi-level synergy model (strategic synergy, organizational structural-resource-cultural synergy, and documentation synergy) for an effective implementation of IMS.     

试行高校学生体质健康标准的情况分析

本文通过对我校试行高等学校《学生体质健康标准》，对04级827人的身高体重指数、分数、耐力指数、握力指数等测试结果进行统计学分析和总结评价，从而得出了对《学生体质健康标准》的几点初步认识。     

京华大厦深基坑降水方案的设计与施工

本文在全面分析了位于北京市朝阳区劲松东口京华大厦基坑的工程地质及水文地质资料后，结合多年的工程经验，对该基坑的降水方案提出了合理的设计与施工措施，并取得了非常理想的降水效果，保证了工程的顺利完成。     

锚杆锚固质量安全检测

通过对高速公路坡锚杆的无损检测效果分析，锚杆无损检测是公路系统对锚杆锚固安全检测的行之有效的方法。随着今后应用的增多，锚杆的设计和施工进一步接近无损检测条件，声频应力波法将对锚杆锚固质量的无损检测及高速公路的建设提供更可靠的质量保障。
