Best Available Techniques (BATs) contribute significantly to the reduction of industrial environmental burdens with respect
to air pollution, wastewater, and solid wastes. In Europe, the application of BATs is prescribed by Directive 96/61/EC, which,
however, leaves the selection of specific BATs to plant operators. In making their choices, installations have to consider
not only the environmental benefits of BATs, but also all relevant cost components. In assessing the economic attractiveness
of potential BATs and their combinations, as well as incentives and disincentives to be instituted, the cost of environmental
externalities, usually not reflected in market prices, should be taken into account. In this paper, a decision-aid framework
combining an assessment of environmental externalities and the utilization of multicriteria methods and, more specifically,
Multiobjective Mathematical Programming, capable of addressing all these issues in a comprehensive and coherent manner, is
presented. This is illustrated by its application for the region of Attica in Greece, where over 50% of the industrial basis
and Athens, with its 4 million inhabitants, are located. The implementation of the framework and its associated tools to 800
installations led to the identification of the specific BATs, alone or in combination, that provide the most cost-effective
reductions of four air pollutants (PM10, SO2, NOx, VOC) and CO2. The results also clearly demonstrate the increased pollution reductions that would result from the adoption of BATs made
economically attractive by the inclusion of externalities. Estimates of investments and net present values with and without

Problems associated with the disposal of municipal solid waste have become a source of public concern worldwide as awareness
of potential adverse environmental impacts and health threats from solid waste has increased. Communities are concerned about
the generation and management of solid waste to the extent of refusing to allow new disposal facilities near their homes,
often after witnessing the legacy of existing facilities. Under these conditions, the development of national policies for
the management of solid waste becomes highly political, all while requiring appropriate technical solutions that ensure environmental
protection and proper management plans that support an acceptable solution for the disposal of municipal solid waste. In some
locations, the conversion of old quarries into well-engineered and controlled landfills appears as a promising solution to
a continuously increasing problem, at least for many decades to come. This paper describes the environmental impacts associated
with solid waste disposal in a converted quarry site and the mitigation measures that can be adopted to alleviate potential
adverse impacts. Environmental management and monitoring plans are also discussed in the context of ensuring adequate environmental

An ecosystem modelling approach was used in two areas of the Eastern Mediterranean in order to examine the effects of aquaculture on the ecology of the water column. Aquaculture expansion to meet demands of a growing population is followed by concerns about keeping impacts within socially acceptable limits. Primarily the study aimed at investigating the fate of nutrients from finfish culture and evaluating changes in chemical and biological characteristics of the water body. The model used, Aquaculture Integrated Model (AIM), is based on a complex generic biogeochemical model coupled to a 3D hydrodynamic model. Selected areas included a finfish farm in the Northern Aegean, Greece and an aquaculture development area in Vassiliko, Cyprus. Ecosystem effects were evaluated on the basis of scale and importance. Scenarios under different production levels and hydrodynamic conditions were explored at the sites. Model results showed that farm discharges are rapidly dispersed from their point source in addition to a tendency for effluents to accumulate at distances not normally associated directly with farming activity. The wide range of parameters available in the model helped identify parameters more likely to be affected by the farming activities. There was a satisfactory correlation between observed and predicted model outputs. This study demonstrates the importance of approaching aquaculture impacts at an ecosystem level and the utility of a modelling tool to this end. 相似文献

The development of methods for process analysis has contributed to the improvement of production systems. In this context, many models and methodologies have been established in the literature in order to evaluate environmental performance of industrial processes, since it has become an important issue for society. However, few of them analyze environmental impacts and related costs simultaneously. So, this work presents an integrated methodology to perform this evaluation, based on Life Cycle Assessment (LCA) and Activity-Based Costing (ABC) principles. The proposed methodology was applied in a metallurgical industry in Brazil. As the primary interface with the human body during rear impact, the automotive seat holds great promise for mitigation of Whiplash Associated Disorders (WAD). Recent research has chronicled the potential influence of both seat geometrical and constitutive properties on occupant dynamics and injury potential. Geometrical elements such as reduced head to head restraint, rearward offset, and increased head restraint height have shown strong correlation with reductions in occupant kinematics. The stiffness and energy absorption of both the seating foam and the seat infrastructure are also influential on occupant motion; however, the trends in injury mitigation are not as clear as for the geometrical properties. It is of interest to determine whether, for a given seat frame and infrastructure, the properties of the seating foam alone can be tailored to mitigate WAD potential. Rear impact testing was conducted using three model year 2000 automotive seats (Chevrolet Camaro, Chevrolet S-10 pickup, and Pontiac Grand Prix), using the BioRID P3 anthropometric rear impact dummy. Each seat was distinct in construction and geometry. Each seat back was tested with various foams (i.e., standard, viscoelastic, low or high density). Seat geometries and infrastructures were constant so that the influence of the seating foams on occupant dynamics could be isolated. Three tests were conducted on each foam combination for a given seat (total of 102 tests), with a nominal impact severity of Delta V = 11 km/h (nominal duration of 100 msec). The seats were compared across a host of occupant kinematic variables most likely to be associated with WAD causation. No significant differences (p < 0.05) were found between seat back foams for tests within any given seat. However, seat comparisons yielded several significant differences (p < 0.05). The Camaro seat was found to result in several significantly different occupant kinematic variables when compared to the other seats. No significant differences were found between the Grand Prix and S-10 seats. Seat geometrical characteristics obtained from the Head Restraint Measuring Device (HRMD) showed good correlation with several occupant variables. It appears that for these seats and foams the head-to-head restraint horizontal and vertical distances are overwhelmingly more influential on occupant kinematics and WAD potential than the local foam properties within a given seat. 相似文献

Recreational use of streams in the Great Smoky Mountains National Park has increased remarkably during recent years. To better manage the stream resource for visitor needs and at the same time preserve it for future generations, a user study was initiated in 1978. Use patterns, both spatial and temporal, and possible accompanying ecological impacts at three streams were investigated. Sampling was conducted at several sites per stream. The findings indicated that use was concentrated during afternoons and at certain streams and study sites. In addition, different types of users partitioned the streams according to stream morphology (form or structure of pools, riffles, etc.). Major impacts observed were soil compaction and erosion along the streambanks and physical disturbance of the stream bottoms by moving and placing stones to construct dams and raceways. 相似文献

Use of off-road vehicles (ORVs) in permafrost-affected terrain of Alaska has increased sharply over the past two decades.
Until the early 1960s, most ORV use was by industry or government, which employed heavy vehicles such as industrial tractors
and tracked carriers. Smaller, commercial ORVs became available in the 1960s, with the variety and number in use rapidly increasing.
Wheeled and tracked ORVs, many used exclusively for recreation or subsistence harvesting by individuals, are now ubiquitous
in Alaska. This increased use has led to concern over the cumulative effects of such vehicles on vegetation, soils, and environmental
variables including off-site values.
Factors affecting impact and subsequent restoration include specific environmental setting; vegetation; presence and ice content
of permafrost; microtopography; vehicle design, weight, and ground pressure; traffic frequency; season of traffic; and individual
operator practices. Approaches for mitigating adverse effects of ORVs include regulation and zoning, terrain analysis and
sensitivity mapping, route selection, surface protection, and operator training.

Coastal vulnerability assessments still focus mainly on sea-level rise, with less attention paid to other dimensions of climate
change. The influence of non-climatic environmental change or socio-economic change is even less considered, and is often
completely ignored. Given that the profound coastal changes of the twentieth century are likely to continue through the twenty-first
century, this is a major omission, which may overstate the importance of climate change, and may also miss significant interactions
of climate change with other non-climate drivers. To better support climate and coastal management policy development, more
integrated assessments of climatic change in coastal areas are required, including the significant non-climatic changes. This
paper explores the development of relevant climate and non-climate drivers, with an emphasis on the non-climate drivers. While
these issues are applicable within any scenario framework, our ideas are illustrated using the widely used SRES scenarios,
with both impacts and adaptation being considered. Importantly, scenario development is a process, and the assumptions that
are made about future conditions concerning the coast need to be explicit, transparent and open to scientific debate concerning
their realism and likelihood. These issues are generic across other sectors.

The estimation of nutrient fluxes, the determination of spatial and temporal response and the understanding of biogeochemical changes in the past, present and future in the Axios River catchment, in Greece, as well as the impacts to the coastal zone of Thermaikos Gulf were accomplished by the use of harmonized watershed and coastal zone models. The mathematical model MONERIS was the watershed management model that was used to model the export loads of nutrients in Axios River. MONERIS was developed to estimate the nutrient inputs into river basins by point sources and various diffuse pathways. Watershed hydrologic and water quality data were collected and synthesized to develop input data sets for the simulation of Axios River catchment. The model was modified to better assess organic nitrogen export loads in Mediterranean watersheds. The results showed the importance of agricultural and livestock activities, concerning their nutrients emissions in the River. MONERIS was integrated with the coastal zone model WASP 6.0 to assess the impacts of the nutrient loads to the eutrophication status of the coastal zone. Several management scenarios were assessed. Management scenarios included measures for reduction in the emissions from the fertilizer plant of Veles, removal of phosphorous from the detergents in FYROM, treatment of urban wastes to EU Standards, reduction in N-fertilizer input, reduction in erosion and the green scenario that represented the maximum reduction scenario of all the measures together. The model simulations indicated that the coastal zone of Axios mouth will be eutrophic for nitrate (2.69–3.34 μM) and phosphate (0.2–0.68 μM) and upper mesotrophic for chlorophyll-a (0.74–1.45 μg/l) for the scenarios tested. The results suggest that the impact of the management scenarios will be largely negligible (no change in trophic status) for the Thermaikos Gulf sector nearby the Axios River due to additional sources such as the loads from Thessaloniki's waste water treatment plant which appear to affect the region to a greater extent. The integration of watershed and coastal zone models can be used to assess management scenarios in order to illustrate the significance of various land use practices to the eutrophication of the Gulf. 相似文献
