为提高资源利用效率,综合交通枢纽建筑的换乘大厅内常常设置相邻商业。商业场所可燃物众多,火灾危险性大,为阻止火灾蔓延而不影响通透性要求,换乘大厅与相邻商业之间经常采用大量的防火卷帘进行分隔。但防火卷帘的可靠性不高,全国不同地区相继出台规定以限制防火卷帘在防火分隔中的使用比例,这给综合交通枢纽大面积换乘大厅内相邻商业的设置带来了一定的困难。以某交通枢纽换乘大厅为例,采用性能化分析的方法,对防火卷帘设置的不同比例下,商业火灾对换乘大厅内人员安全性的影响进行分析论证,得出在采取一定消防措施的前提下,相邻商业场所与交通枢纽换乘大厅之间的防火卷帘宽度占防火分隔总宽度的设置比例可适当增加,在该文的工程案例中可放宽至40%。 相似文献

Integrating methods for the environmental sustainability: the SPIn-Eco Project in the Province of Siena (Italy) 总被引:1,自引:0,他引:1
This paper shows how different methods can be integrated in order to provide an organic evaluation of the environmental sustainability at the territorial level. A territory is a complex, dynamic and open system where a population develops, uses resources, produces goods and services, consumes, depletes and finally obtains economic results. All these elements characterise human behaviour, which can be monitored, measured and compared to the capacity of the environment to sustain it in the long run. The SPIn-Eco Project for the Province of Siena (Italy) is described as an example of an environmental sustainability assessment of an area, and its methods (Ecological Footprint, Greenhouse Gas Inventory, Extended Exergy Analysis, Emergy Evaluation, Life Cycle Assessment (LCA) and Remote Sensing) are briefly introduced. This Project has been proposed and funded by the most important provincial administrative and financial institutions in the territory (the Administration of the Province of Siena and the Monte dei Paschi Foundation, respectively), and was designed and realised in 4 years (2001-2004) by a research team coordinated by the University of Siena. 相似文献

The National Forest Management Act and National Environmental Policy Act require the use of an interdisciplinary team (ID team) to do integrated resource planning for the National Forests and the concurrent environmental analysis. A survey sent to all National Forest planning officers (82% response) reveals the composition of the ID teams used in integrated resource and land management planning. More than half the National Forests ID teams met NEPA and NFMA compositional requirements. National Forest planners recount their experiences with these ID teams. Despite frustrations with many aspects of the ID teams, the planners strongly support the idea that ID teams are an important part of the land-use planning process and think that their use leads to better National Forest integrated resource plans. 相似文献

In 2000, the Global Water Partnership (GWP) as the main advocate of the concept of Integrated Water Resources Management (IWRM), proposed a definition that is now the reference, despite the ambiguity that persists in its interpretation. At the 2002 World Summit on Sustainable Development, the State representatives committed themselves to launch "plans for integrated water resources management and water efficiency by 2005". Some states immediately honoured this commitment by adopting new national water policies inspired by IWRM principles. Do these implementation plans respond to all the challenges of the IWRM? Or have these states simply reorganized their water resource policies to give an impression of conforming to the framework? In response to these questions, we present a history of IWRM and its conflicting interpretations followed by a case study of reforms enacted in Burkina Faso, to highlight some problems which are inherent to IWRM and how IWRM was transposed on a national scale. 相似文献

The numerous formulated products which are introduced to the market consist of chemical ingredients that may cause various safety and health hazards to the consumers. Therefore, it is extremely important to practice a systematic methodology to formulate products with acceptable safety and health performances. This work presents an index-based methodology to assess the safety and health hazards of the ingredients during the early formulation stage of product design. Hence, new inherent safety and health sub-indexes are introduced to improve the current safety and health hazards that are needed in formulated product design. The inherent safety and health sub-indexes are assigned with scores based on the degree of potential hazards. A higher score indicates a higher safety risk or severe health effect, and vice versa. The proposed methodology will greatly assist the users to identify the adverse safety and health effects caused by the ingredients. Hence, it is pivotal to eliminate or reduce the safety and health impacts from product usage. Policy makers have a growing interest in integrated assessments of policies. The Integrated Assessment Modelling (IAM) community is reacting to this interest by extending the application of model development from pure scientific analysis towards application in decision making or policy context by giving tools a higher capability for analysis targeted at non-experts, but intelligent users. Many parties are involved in the construction of such tools including modellers, domain experts and tool users, resulting in as many views on the proposed tool. During tool development research continues which leads to advanced understanding of the system and may alter early specifications. Accumulation of changes to the initial design obscures the design, usually vastly increasing the number of defects in the software. The software engineering community uses concepts, methods and practices to deal with ambiguous specifications, changing requirements and incompletely conceived visions, and to design and develop maintainable/extensible quality software. The aim of this paper is to introduce modellers to software engineering concepts and methods which have the potential to improve model and tool development using experiences from the development of the Sustainability Impact Assessment Tool. These range from choosing a software development methodology for planning activities and coordinating people, technical design principles impacting maintainability, quality and reusability of the software to prototyping and user involvement. It is argued that adaptive development methods seem to best fit research projects, that typically have unclear upfront and changing requirements. The break-down of a system into elements that overlap as little as possible in features and behaviour helps to divide the work across teams and to achieve a modular and flexible system. However, this must be accompanied by proper automated testing methods and automated continuous integration of the elements. Mountain watersheds, comprising a substantial proportion of national territories of countries in mainland South and Southeast
Asia, are biophysical and socioeconomic entities, regulating the hydrological cycle, sequestrating carbon dioxide, and providing
natural resources for the benefit of people living in and outside the watersheds. A review of the literature reveals that
watersheds are undergoing degradation at varying rates caused by a myriad of factors ranging from national policies to farmers'
socioeconomic conditions. Many agencies—governmental and private—have tried to address the problem in selected watersheds.
Against the backdrop of the many causes of degradation, this study examines the evolving approaches to watershed management
and development. Until the early 1990s, watershed management planning and implementation followed a highly centralized approach
focused on heavily subsidized structural measures of soil conservation, planned and implemented without any consultation with
the mainstream development agencies and local people. Watershed management was either the sole responsibility of specially
created line agencies or a project authority established by external donors. As a consequence, the initiatives could not be
continued or contribute to effective conservation of watersheds. Cognizant of this, emphasis has been laid on integrated,
participatory approaches since the early 1990s. Based on an evaluation of experiences in mainland South and Southeast Asia,
this study finds not much change in the way that management plans are being prepared and executed. The emergence of a multitude
of independent watershed management agencies, with their own organizational structures and objectives and planning and implementation
systems has resulted in watershed management endeavors that have been in complete disarray. Consistent with the principle
of sustainable development, a real integrated, participatory approach requires area-specific conservation programs that are
well incorporated into integrated socioeconomic development plans prepared and implemented by local line agencies in cooperation
