Risk governance of GM plants and GMfood products is presently subject to heatedscientific and public controversies. Scientistsand representatives of the biotechnologyindustry have dominated debates concerningsafety issues. The public is suspicious withregard to the motives of scientists, companies,and political institutions involved. Thedilemmas posed are nested, embracing valuequestions, scientific uncertainty, andcontextual issues. The obvious lack of data andinsufficient information concerning ecologicaleffects call for application of thePrecautionary Principle (PP). There are,however, divergent opinions among scientistsabout the relevance of putative hazards,definition of potential ``adverse effects,' andwhether actions should be taken to preventharm. The reliance on the concept ofsubstantial equivalence in safety evaluation ofGM food is equally controversial. Consequently,value assumptions embedded in a scientificframework may be a barrier for employment ofthe PP. One of our major conclusions is thatprecautionary GMP usage requires riskassessment criteria yet undeveloped, as well asbroader and more long-term conceptions of risk,uncertainty, and ignorance. Conflicts ofinterest and public participation are otherissues that need to be taken intoconsideration. GMP governance regimes that arejustifiable from a precautionary and ethicalpoint of view must transcend traditionalscientific boundaries to include alternativescientific perspectives as well as publicinvolvement. 相似文献

Traditional knowledge and practices are important in prudent resource use and biodiversity conservation. The implications of modernization and changing lifestyle are discussed in the context of agriculture and resource use, the two sectors in which maximum modernization has occurred. The information was gathered through observations and structured interviews over three years (July 1996 to July 1999) of field work in the western Himalaya. It was observed that forest based subsistence agriculture has given way to the market dependant cash crop cultivation. That apart from loss of genetic diversity, has also resulted in the degradation of forests. The use of wild plants in the day-to-day activities has also declined and dependence on high value market products has increased. Currently, wild plants are used only if no other cheap substitute is available in the market or if the use is economically beneficial to the people. Thus, the knowledge gathered through ages of experience is eroding because of the activities geared for short-term economic benefits which, in long run, may not be sustainable. 相似文献

The article outlines the development of Iceland's fishery rights and the extension of its territorial waters between the 1950s and the mid‐1970s, whereby Iceland gained exclusive control and use of the marine resources of the waters within 12, later 50, and ultimately 200 nautical miles around the island. The article concentrates on four of Iceland's main fisheries: shrimp, herring, capelin and cod. These four fisheries are discussed separately and in depth, presenting the beginnings and growth of the industry and detailing the development of management practices and the corresponding legislation and regulatory measures. Iceland's initial concern was to gain control over the marine resources surrounding the island, but once this was achieved, the focus of attention shifted to managing first the economic and soon also the ecological aspects of its tremendous resource. Informed mainly by indigenous expertise, Iceland's concern was to limit overfishing, manage its fisheries sustainably both from the economic and ecological points of view, and find the best ways to distribute the revenues from the marine harvest. The article looks at each of the four fisheries to clarify how the individual transferable quota (ITQ) system came into being, how initial quota holdings were allotted, and analyses the circumstances under which the ITQ system became the management tool of choice. For each fishery, the process of regulatory evolution was quite unique. At the same time, there is a common pattern to all the fisheries, which may be summarized as follows. Firstly, serious attempts to reform management practices only got underway when the fishery had collapsed or was close to collapse. Secondly, stakeholders invariably started the process of regulation by limiting access to the fishery. Thirdly, a variety of rules were implemented to allocate rights to participate in the fishery to additional entrants once membership had been closed. Finally, prior to the invention of the ITQ system, prices were used to manage fisheries in Iceland. It may be concluded that the management of fisheries by ITQs may be a historical accident, rather than the end point of a logical evolution. 相似文献

Major mining companies have recently embraced the sustainable development paradigm, in seeking to improve their competitiveness and increase shareholder returns. Successful mine closure is one important element of this process. Improved performance in this area is essential if surrounding communities are to see mining companies as responsible corporate and social partners.
In Indonesia, the new approach has coincided with the development of specific mine closure legislation. To facilitate the legislation, a consortium of mining companies joined to form the Industry Mine Closure Steering Committee. This Committee has lobbied the Government, actively negotiating to incorporate sustainable development ideals and practices into the new legislation. The Committee's aim has been to foster continued development of the mining industry, while taking account of variation in environmental, social and community conditions. The article contributes to a discussion on two global issues on water: water resources management, and water supply and sanitation. Focusing on Europe, it traces the legal roots of current systems in history: as a resource, water is considered as a common property, rather than a market good; while as a public service it is usually a commodity. Public water supply and sanitation technologies and engineering have developed under three main paradigms: quantitative and civil engineering; qualitative and chemical/sanitary engineering (both on the supply side); and the most recent one, environmental engineering and integrated management (on the demand side). The cost of public drinking water is due to rise sharply in view of the two‐fold financial challenge of replacing an ageing infrastructure and keeping up with ever‐rising environmental and sanitary quality standards. Who will pay? Government subsidies, or water users? The author suggests that apparent successes with privatisation may have relied heavily on hidden government subsidies and/or the healthy state of previously installed water infrastructure: past government subsidies are still felt for as long as the lifetime of the infrastructure. The article stresses the importance of public participation and decentralized local management of water and sanitation services. Informing and involving users in water management decisions is seen as an integral part of the ‘ethics’ side of the crucial three E's (economics, environment, ethics). The article strongly argues for municipal provision of water services, and hopes that lessons learnt and solutions found in the European experience may serve water services management efforts in other regions of the world. 相似文献
