Recent Italian laws mandate the consideration of environmental factors in local plans, especially at the provincial level of government. The plan for the province of Cremona in northern Italy illustrates the integration of the environment in provincial-level planning. The Cremona plan was developed through an ecological planning approach that occurred from 1994 to 1998. As part of this process, the planning team designed an environmental sustainability index. This index was integrated with an environmental capability analysis. To improve the quality of the Cremona landscape, the planning team developed an ecological network. This network seeks to weave together the natural areas of the province, especially by connecting provincial parks to regional river parks throughout Lombardy. The experience of the Cremona provincial plan has implications for environmental management elsewhere in Italy, Europe, and abroad.  相似文献

Evaluation of Flood and Landslide Risk to the Population of Italy   总被引:7,自引:0,他引:7  
We have compiled a database of floods and landslides that occurred in Italy between AD 1279 and 2002 and caused deaths, missing persons, injuries, and homelessness. Analysis of the database indicates that more than 50,593 people died, went missing, or were injured in 2580 flood and landslide events. Harmful events were inventoried in 26.3% of the 8103 Italian municipalities. Fatal events were most frequent in the Alpine regions of northern Italy and were caused by both floods and landslides. In southern Italy, landslides were the principal agents of fatalities and were most numerous in the Campania region. Casualties were most frequent in the autumn. Fast-moving landslides, including rock falls, rockslides, rock avalanches, and debris flows, caused the largest number of deaths. In order to assess the overall risk posed by these processes, we merged the historical catalogs and identified 2682 “hydrogeomorphological” events that triggered single or multiple landslides and floods. We estimated individual risk through the calculation of mortality rates for both floods and landslides and compared these rates to the death rates for other natural, medical, and human-induced hazards in Italy. We used the frequency distribution of events with fatalities to ascertain the magnitude and frequency of the societal risks posed by floods and landslides. We quantified these risks in a Bayesian model that describes the probabilities of fatal flood and landslide events in Italy.  相似文献

/ The preparation of landslide maps is an important step in any landslide hazard assessment. Landslides maps are prepared around the world, but little effort is made to assess their reliability, outline their main characteristics, and pinpoint their limitations. In order to redress this imbalance, the results of a long-term research project in the Upper Tiber River basin in central Italy are used to compare reconnaissance and detailed landslide inventory maps, statistical and geomorphologically based density maps, and landslide hazard maps obtained by multivariate statistical modeling. An attempt is made to discuss advantages and limitations of the available maps, outlining possible applications for decision-makers, land developers, and environmental and civil defence agencies. The Tiber experiment has confirmed that landslides can be cost-effectively mapped by interpreting aerial photographs coupled with field surveys and that errors and uncertainties associated with the inventory can be quantified. The experiment has shown that GIS makes it easy to prepare landslide density maps and facilitates the production of statistically based landslide hazard models. The former supply an overview of the distribution of landslides that is easily comprehended but do not provide insight on the causes of instability. The latter, giving insight into the causes of instability, are diagnostically powerful, but are difficult to prepare and exploit.  相似文献

The karst disturbance index (KDI) consists of 31 environmental indicators contained within the five broad categories: geomorphology, hydrology, atmosphere, biota, and cultural. The purpose of this research is to apply the KDI to two distinct karst areas, west Florida, USA, and Apulia, Italy. Through its application, the utility of the index can be validated and other important comparisons can be made, such as differences in the karst legislations implemented in each region and the effect of time exposure to human occupation to each karst terrain. Humans have intensively impacted the karst of southeast Italy for thousands of years compared to only decades in west-central Florida. However, west-central Florida's higher population density allows the region to reach disturbance levels comparable to those reached over a longer period in Apulia. Similarly, Italian karst is more diverse than the karst found in west-central Florida, creating an opportunity to test all the KDI indicators. Overall, major disturbances for southeast Italy karst include quarrying, stone clearing, and the dumping of refuse into caves, while west-central Florida suffers most from the infilling of sinkholes, soil compaction, changes in the water table, and vegetation removal. The application of the KDI allows a benchmark of disturbance to be established and later revisited to determine the changing state of human impact for a region. The highlighting of certain indicators that recorded high levels of disturbance also allows regional planners to allocate resources in a more refined manner.  相似文献

Stream-bed sediment samples were collected in 2001 and 2004 along the Fratta-Gorzone River (Italy) to assess the level of heavy metal contamination. The river stretch most affected by discharges of tannery effluent showed total and pseudo-total Cr levels (up to 2,860 mg/kg) that greatly exceed national and international chemical sediment quality standards. The most contaminated section of the river bed is located downstream of the main industrial discharge. However, a large fraction of the Cr present in the sediment appears to be of lithogenic origin. At most sites, more than 50% of Cr is not soluble in aqua-regia and thus unlikely to be very mobile or easily bio-available. A negligible risk to the benthic community can be inferred for Pb, Zn, Cd, Cu and Ni. This work highlights the limitation of using existing chemical sediment quality standards alone for risk assessment. The collection and analysis of suspended solids, the determination of river discharge and of dissolved Cr at 10 field stations allowed to estimate the particulate and dissolved Cr load and to locate the river stretch that was the likely source of contaminated sediment. The pumping of dilution water from the Adige River into the Fratta-Gorzone River did not produce the expected contaminant dilution effect due to re-suspension of contaminated solid particles and the release of Cr in solution.  相似文献

The suitability of a set of ecophysiological parameters, to be used as early warning indicator to detect signs of a worsening environment around geothermal power plants, was tested by comparison with the diversity of epiphytic lichens, a well-established indicator of geothermal air pollution. Samples of the lichen Evernia prunastri were transplanted around a geothermal power plant at Larderello (Tuscany, Italy) and at a control site, and integrity of cell membranes, concentration of chlorophyll a, b and carotenoids, chlorophyll integrity and variations in pH of thalli were measured. The results showed that cell membrane damage, expressed by changes in electrical conductivity, could be used to detect early (exposure periods as short as 1 month) deleterious effects of geothermal air pollution.  相似文献

Until recently, information on medicinal substances released into the environment was scant, but several studies have now been published. Data are, however, usually scattered and a systematic approach to this subject is generally lacking. Moreover, because of differences in the prevalence of diseases, treatment habits and options, or simply for market reasons, the pollution profile can differ significantly in different countries. The aim of this work is to review the papers dealing with environmental contamination by pharmaceuticals in Italy, with the aim of providing a comprehensive view on a national scale. Methods Papers related to environmental contamination by pharmaceuticals in Italy were reviewed, in order to offer a comprehensive view of this subject. Topics included analysis, occurrence, monitoring, modelling, treatment, control of the emissions, and ecotoxicological effects of pharmaceuticals in the environment. Results and Conclusion The literature suggests that pharmaceuticals are widespread contaminants, entering the environment from a myriad of scattered points. Patients, in case of drugs for human use, or animals for veterinary drugs, are the main sources of contamination. Pharmaceuticals can be ranked according to environmental loads, predicted by multiplying sales figures by the rate of metabolism in man or animals. Priority pharmaceuticals, i.e. the molecules of concern for the environment, can be measured in waste and surface water by liquid chromatography-tandem mass spectrometry, and the loads detected are generally comparable to the predicted ones. Pharmaceuticals are designed to stimulate a response in humans and animals at low doses, with a very specific target, so the implications for human health and the environment need to be assessed. In vitro and in vivo studies suggest that pharmaceutical principles, taken singularly or in combinations, and concentrations close to those detected in the environment, may have ecotoxicological effects. The sewage system is an important point in the control of contamination, but sewage treatment plants are not able efficiently to abate a substantial part of water-borne pharmaceuticals. Several variables play a role, however, in the processes of waste water treatment, and could be specifically adjusted to improve the efficiency of drug abatement, mitigating the potential environmental hazards. Recommendation and Perspective Pharmaceuticals in the environment are becoming a subject of global concern, with potential environmental consequences. Further knowledge of the causes, occurrence and effects of drugs as environmental pollutants is necessary for a better understanding of this ecological issue, as well as to improve abatement strategies, and to mitigate subtle environmental consequences.  相似文献

Rarity is often considered an indication of species extinction risk, and it is frequently used to obtain measures of species vulnerability. However, there is no strong evidence of a correlation between species vulnerability and threat. Moreover, there is no consensus about how rarity should be measured. I used a multidimensional characterization of species rarity to calculate a vulnerability index for tenebrionid beetles inhabiting an Italian region in the Mediterranean biodiversity hotspot. I used different metrics to examine 3 dimensions of rarity: species range, ecology, and population. Species with rarity values below the median were scored as rare for each dimension. I combined rarity scores into a vulnerability index. I then correlated species vulnerability with range trends (expanded vs. contracted). Different measures of the same rarity dimension were strongly correlated and produced similar vulnerability scores. This result indicates rarity‐based vulnerability estimates are slightly affected by the way a certain rarity dimension is measured. Vulnerability was correlated with range trends; species with the highest vulnerability had the strongest range contraction. However, a large number of common species also underwent range contraction in the last 50 years, and there was no clear relation between range contraction and their ecology. This indicates that in general human‐induced environmental changes affected species irrespective of their assumed vulnerability and that focusing only on rare species may severely bias perceptions of the extent of species decline. Some flint lithic artifacts were discovered in the fissure fillings of the well-known Pirro Nord site (Apulia, Southern Italy). The lithic industry, composed by three cores and some flakes, has been found to be associated to an Early Pleistocene vertebrate fossil assemblage. The fossil association contains a wide range of micromammals, including Allophaiomys ruffoi and Episoriculus gibberodon and large mammals including Bison degiulii and Equus altidens together with African elements as the gelada baboon Theropithecus and the saber-toothed cat Megantereon whitei. It defines the latest Villafranchian chronological unit (Pirro Nord Faunal Unit) in the Western European mammal biochronology. The lithic industry of Pirro Nord represents the oldest occurrence of the genus Homo in Europe as it is attributable to a chronological interval between 1.3 and 1.7 Ma. This supports the hypothesis that the genus Homo, with Oldowaian technology, extended its range in Europe, probably from western Asia, during the first half of the Early Pleistocene. The new discovery from Pirro Nord changes the chronology of the first arrival of hominids in Europe and offers new perspectives in the debate about the human dispersal in the Early Pleistocene.  相似文献

The present study compares the spatial distribution of selected rural land use classes in Italy with two soil indicators (a Soil Quality Index [SQI] and the Maximum potential Water Capacity of the soil [MWC]) at three points in time (1960, 1990 and 2006). Results of the analysis showed that landscape changes reflect a ‘migration’ of both semi-natural (forests, pastures) and agricultural (arable land, vineyards) uses towards areas with lower-quality soils. In particular, the agricultural ‘mosaic’ and shrubland-pasture classes that occupied land in 2006 had significant lower values of both the SQI and MWC compared to 1960. These processes may have implications for the stability of agro-forest ecosystems in the medium term. Due to its versatility, the procedure illustrated represents a monitoring tool for sustainable land management at the regional and country scales.  相似文献
